In accordance with ST/AI/2013/4/Rev.1, the Individual Contractor is expected to deliver the following tangible and measurable outputs: A. Inception Note and Workplan o A brief document outlining the proposed approach for customization and replication of the puppets, including timeline, materials, and methodology. o Submission: Within 3 working days from the contract start date. B. Design Adaptation Package o Updated concept sketches and technical specifications for the eight (8) puppets, reflecting localization to the MENA region (Qatar context). o Inclusion of materials, dimensions, weight considerations, and functional design elements. o Submission: Within 10 working days from the contract start date. C. Final Production of Puppets o Delivery of eight (8) fully customized artisanal puppets, aligned with approved designs and specifications. o Puppets must meet the following criteria: Age-appropriate and culturally sensitive Durable and safe for repeated use Functional and easy to manipulate during performances Lightweight and easy to transport o Submission: Within 30 working days after design approval. D. Quality Assurance and Compliance o All puppets delivered in good condition, meeting agreed standards of quality, consistency, and usability. o Confirmation that materials used are safe and suitable for children’s educational settings. E. User Guidance Note (Brief) o A short document (1–2 pages) providing instructions on handling, storage, and basic maintenance of the puppets. o Submission: Upon delivery of final products.

Duties and Responsibilities
The United Nations Office on Drugs and Crime Regional Center for Combating Cybercrime in Doha, established with the support of the State of Qatar, serves as a regional hub for strengthening the capacities of criminal justice practitioners to prevent, investigate, and respond to cybercrime and technology-facilitated offenses. Operating under the UNODC Global Programme on Cybercrime (GLOX76), the Center delivers specialized training, technical assistance, and capacity-building initiatives to Member States, while also advancing awareness-raising and prevention efforts targeting vulnerable groups, including children, youth, and other at-risk populations. Within this framework, the Prevention Pillar focuses on reducing vulnerabilities to cybercrime by promoting awareness, strengthening digital resilience, and equipping individuals with the knowledge and skills to navigate the digital environment safely. Prevention initiatives are designed to complement criminal justice responses by addressing the root causes of cyber-enabled harm, supporting behavioral change, and fostering a culture of responsible digital engagement. These efforts align with international priorities, including the United Nations Convention against Cybercrime, and emphasize multi-stakeholder collaboration with educational institutions, civil society, and the private sector. In this context, the Center increasingly leverages innovative and audience-centered approaches, including the use of art-based methodologies such as theatre and puppetry, to enhance the effectiveness of prevention messaging. These creative formats enable the translation of complex cybercrime concepts into accessible, engaging, and age-appropriate content, fostering emotional connection, critical thinking, and retention. By integrating storytelling and visual representation, the Center strengthens its ability to communicate key online safety messages—such as recognizing risks, promoting responsible behavior, and encouraging reporting—in a manner that is both impactful and sustainable, thereby reinforcing community resilience and extending the reach of its prevention efforts beyond traditional training modalities.
Qualifications/special skills
High school diploma or equivalent is required. At least ten (10) years of work experience in puppetry, artisanal production, theatre props, or related creative fields are required. Demonstrated experience in the design and production of puppets or similar artistic materials, preferably for theatre, educational, or awareness-raising purposes, is required. Proven experience in adapting or localizing creative content to different cultural contexts is highly desirable. Experience working on projects targeting children or youth audiences, ensuring age-appropriate and engaging content, is desirable. Experience working with international organizations, NGOs, or public sector entities is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage.
