Organizational Context and Scope
Under the overall supervision of senior Resources Management Officer and the direct supervision of Resources Management Officer, the incumbent will the administrative and financial monitoring of programmes implemented through implementing partners (IPs) and Grants Recipient Entities (GREs), in accordance with IOM policies, procedures and donor requirements.
Responsibilities
Contribute to the coordination and day-to-day functioning of the IP & Grants Compliance Unit, including planning and implementation of IP/GRE compliance and monitoring activities across the mission.
Provide technical support and guidance on IP/GRE financial and administrative compliance matters to Programme Managers, IPSCs, and other relevant colleagues, highlighting applicable requirements and potential risk areas.
Review and contribute to the improvement of tools used by the Unit, including the due diligence assessment tool and the IP Performance Evaluation tool, and suggest enhancements where relevant.
Conduct due diligence assessments and prepare reports identifying IP/GRE risk levels and potential areas for improvement, where applicable.
Contribute to due diligence, selection, contracting, financial monitoring, risk mitigation, and performance evaluation processes in accordance with IOM policies and donor regulations.
Review IP/GRE budgets and provide analytical input on cost reasonableness, alignment with market benchmarks, eligibility of projected expenses, and compliance with donor conditions prior to agreement finalization.
Provide analytical input to IPSCs/GRCs regarding IP/GRE financial systems, governance structures, past performance, and organizational capacity.
Review IP/GRE financial reports and payment requests, ensuring that expenditures are adequately supported and consistent with contractual obligations prior to submission for approval.
Coordinate with Programme and M&E Units to confirm that narrative and performance deliverables have been reviewed prior to processing payments.
Participate in the organization and conduct of mid-term and final spot-checks of supporting financial documentation, ensuring findings are properly recorded and follow-up actions are tracked where required.
Contribute to the development and improvement of IP-related SOPs, tools, and internal control practices to strengthen accountability, efficiency, and transparency.
Organize or support workshops for Implementing Partners aimed at strengthening financial management capacity, clarifying IOM compliance procedures, and exchanging good practices.
Develop and maintain SOPs for the IP & Grants Compliance Unit to ensure full compliance with IOM internal regulations, rules, and guidance.
Provide guidance and day-to-day technical input to staff within the IP & Grants Compliance Unit, promoting quality outputs and adherence to IOM standards.
Participate in internal coordination meetings and audits, providing documentation and information related to IP/GRE management and financial monitoring.
Contribute to mission-wide risk management and compliance initiatives, ensuring alignment of IP/GRE monitoring mechanisms with IOM policies and internal control frameworks.
Perform such other duties as assigned.
Qualifications
Required Qualifications and Experience
Education
- Bachelor’s degree in business administration, Accounting, Finances, or related fields from an accredited academic institution with two years of relevant professional experience; or,
- Masters in above fields.
Professional certification as Chartered Accountant or certified public accountant is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook.
Experience in project finance management.
Experience in project financial reporting and knowledge in conducting audit or compliance review processes.
Strong attention to detail and ability to organize paperwork in a methodical way.
Discreet, detail and client-oriented, with patience and willingness to learn new things.
Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills
In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
Knowledge of UN and bilateral donor programming.
Knowledge of financial rules and regulations.
Knowledge of International Public Sector Accounting Standards (IPSAS)
Languages

For this position, fluency in Turkish and English is required (oral and written)
