Your team

Within the Network Management Directorate and the Operational Safety, SQS & Integrated Risk Management Unit (SAF), the Quality, Safety, Assurance and Compliance Expert provides expertise and guidance in ensuring sustained compliance, safety, quality, and operational excellence by contributing to the development and implementation of effective frameworks and policies to facilitate innovation, knowledge transfer, and data-driven decision making. This role includes conducting and coordinating assurance and compliance activities, facilitating decision-making and managing stakeholder relationships, ensuring alignment with operational and technical priorities and maintaining compliance with relevant standards.

Your role

Your role will be to:

  • Provide expertise and guidance to the creation, development, maintenance and continuous improvement of quality, safety, assurance and compliance frameworks, processes and procedures related to software and/or system development activities, in line with EU regulatory framework and international safety standards.
  • Maintain and review the Product Assurance Plan defining product assurance activities across the full software development lifecycle (design, development, testing, deployment), ensure compliance at each milestone (quality gates), and oversee its application for each software release.
  • Conduct and coordinate safety support activities, including the preparation of safety deliverables (Baseline Safety Support case, Safety Support Assessment Case, Initial Safety Support Assessment) and related documentation required for the notification and acceptance of software changes.
  • Contribute to the preparation of audits (internal and suppliers) ensuring compliance with the EU regulatory frameworks applicable to the Network Manager and international standards.
  • Develop training materials and deliver training programmes, workshops and advisory sessions to enhance understanding and implementation of safety processes and tools, against regulatory compliance and safety standards across the organisation.
  • Coordinate and guide the work of safety expert teams and internal contributors, leveraging relevant expertise and competencies.
  • Build and maintain strong relationships with key safety and quality assurance internal stakeholders (e.g. TEC and NOM) through meetings, workshops, and working groups to ensure software safety, quality assurance, regulatory compliance, and effective, timely communication.

Required qualifications, experience & competencies

  • Candidates must fulfil one of the following education and professional experience (in safety and quality assurance and EU Regulations in the ATM/ANS domain) requirements:
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • The following professional trainings/certificates would be considered an asset:
    • Scaled Agile framework (SAFe).
    • Software development lifecycle.
    • EUROCAE ED-153 (guidelines for ANS software safety assurance).
    • Product Assurance.
    • ISO certified internal auditor.
  • Experience in performing support assessments in the ATM/ANS domain.
  • Experience with the development and implementation of processes, procedures and policies.
  • Experience in product assurance activities across the full software life‑cycle.
  • Comprehensive understanding of software development methodologies (e.g. Agile, DevOps, Waterfall).
  • Experience in monitoring compliance with EU Regulation in the ATM/ANS domain, in particular CIR 2017/373 and the Conformity Assessment regulatory Framework including interacting with the competent authorities would be an asset.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic users at level A1/A2 of French before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.

    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
