Junior Policy Analyst – Evaluation

  • Full-time
  • Directorate: SGE
  • Grade: PAL2

Company Description

The Organisation for Economic Co-operation and Development (OECD) is an international organisation comprised of 38 Members and the European Union, that works to build better policies for better lives. Our mission is to promote policies that will improve the economic and social well-being of people around the world. Together with governments, policy makers and citizens, we work on establishing evidence-based international standards, and finding solutions to a range of social, economic and environmental challenges. From improving economic performance and creating jobs to fostering strong education and fighting international tax evasion, we provide a unique forum and knowledge hub for data and analysis, exchange of experiences, best-practice sharing, and advice on public policies and international standard-setting.

OECD’s Evaluation and Internal Audit (EVIA) is situated within the General Secretariat of the OECD and responsible for Internal Audit, established in 2003, and In-depth Evaluation, introduced in 2005. The In-depth Evaluation and Internal Audit functions are both part of a comprehensive control and oversight architecture in the OECD. In-depth Evaluation (IDE) serves both an accountability function, and a learning and improvement function. It is part of the OECD’s Integrated Management Cycle. IDEs assess the performance of the Organisation’s intergovernmental substantive committees which are responsible for the implementation of the substantive dimension of the Organisation’s Programme of Work. IDEs are designed and implemented in accordance with mainstream evaluation practice and provide an analysis and assessment of the relevance, effectiveness, quality of products and the functioning of committees. IDEs are conducted under the oversight of the Evaluation Committee (EVC), a special body of the OECD Council consisting of six Ambassadors and created in 2005 to ensure that IDEs are “conducted in a systematic and objective manner”.

EVIA is looking for a Junior Policy Analyst to actively contribute to the successful delivery of its In-depth Evaluation programme. The role involves analysing policy implementation as well as the outcome and impact of legal instruments and policy advocacy of the OECD via its substantive committees. By supporting the comprehensive assessment of OECD substantive committees and programmes, the Junior Policy Analyst will assist in deploying the evaluation methodology in assessing substantive committee relevance, effectiveness and committee functioning, specifically by applying an evaluation framework, analysing internal and external data, conducting interviews and surveys, and attending key committee meetings. The Junior Policy Analyst will also play a role in organising and facilitating meetings of the OECD's EVC, ensuring efficient planning, seamless communication with stakeholders, and keeping the various EVC IT platforms (e.g., community website) up to date.
