Job Description
The Manila Supply Chain Unit (MSCU), being part of the Supply Chain Division of IOM, provides advisory, back-office, global warehouse operations, logistics, QA/QC, trainings and field procurement support services for IOM projects implemented worldwide. MSCU plays an important role by performing Procurement Process Review function before contracts are awarded, ensuring that IOM regulations are applied and adhered to in procurements conducted by Missions and Offices around the world. Among others, MSCU provides guidance and advice on IOM’s procurement policy, e.g. it assists and guides missions in developing procurement strategies, planning, reviewing solicitation documents, proposals and contracts, manage risks, etc.
Under the overall supervision of the Director, Supply Chain Division (SCD) and the direct supervision of the Head, Manila Supply Chain Unit (MSCU), in close coordination with the Supply Chain Centre and Regional Supply Chain Officers, the successful candidate will provide supply chain management support and guidance to Missions worldwide. The successful candidate will be responsible for supervising the procurement support staff and providing international operational procurement support and inputs on procurement matters.
Responsibilities
Supportthedevelopment and implementation ofprocurementplansforvariouscommodities (e.g., core relief items (CRIs), ICT, Medical, staff security equipment/vehicles) and services (such as logistics, third party contracting and insurance) in coordination with SCD and Thematic Experts atHQ.
Ensure that established controls and processes are applied to completeness, accuracy, and timeliness ofprocurement transactions by MSCU procurement staff for Field Missions.
Provide operational supply chain support to IOM Field Missions worldwide, in accordance with IOM and Donor policy, procedures, and Inter-agencies’ standards through coordinated international procurements, both regular and emergency related.
Review and support Missions in the preparation of bidding/tender documents/request for quotation/proposal, identifying deviations or errors and recommending actions to align documents with IOM rules andregulations.
Conduct procurement processes, including complex tenders, in coordination with the subject matter experts at HQ, and assist in the establishment and management of Global Long-Term Agreements (LTA) to support best value for money and efficiency.
Maintain and update global vendor lists, including vendor qualifications and compliance with business needs through market research, participation on exhibits and collaboration with UN and other humanitarian agencies.
Provide support on business processes and procurement operational/technical aspects in IOM’s Enterprise Resource Planning (ERP) OracleSystemfunctionalitytakingintoconsiderationtheorganization’sprocurement policies and procedures, procurement structure, and accounting policies and procedures.
Prepare and disseminate relevant procurement reports and statistical analysis.
Assist MSCU Head in the review of existing procurement and logistics procedures to identify gaps and areas for improvement, and supporting the implementation of guidelines, KPIs, and supply chain ssystem enhancements in IOM ERP “WAVE”(Oracle).
In coordination with the MSCU Head, support liaison with UN and humanitarian agencies on collaborative tenders.
Undergo duty travel (TDY) for field mission’s procurement assistance.
Perform other related duties as required.
Qualifications
EDUCATION
Master's degree in Business Administration, Management, Supply Chain, Logistics or any related field from an accredited academic institution with two years of relevantexperience; or,
Bachelor’s degree in above fields withfour (4) years of relevant experience;
Introductory Certificate in Public Procurement – CIPS Accredited Level 2 Specialized trainings on Supply Chain Management (procurement and logistics), an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
EXPERIENCE
Experience in procurement and logistics, international vendor sourcing and contract negotiation;
Extensive knowledge in Oracle
Excel relevant for the preparation of procurement dataanalytics;
Excellent organizational skills with the ability to manage multiple tasks simultaneously under timeconstraints;
Excellent oral communication and written English skills arerequired;
Experience in UN system or multi-nationalorganization.
Accurate and detailoriented.
SKILLS
Knowledge on asset management and effective negotiationskills;
Computer literacy including proficiency in MS Office and other applications such as PowerPoint and and Excel relevant for the preparation of procurement dataanalytics.
