Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is dedicated to supporting the Libyan Red Crescent Society (LRCS) in its transition from immediate humanitarian response to sustainable long-term programs. In 2026, the IFRC will play a crucial role in assisting the LRCS with the rollout of health interventions aimed at enhancing medical services in rural and remote areas. This initiative is designed not only to improve access to health care to vulnerable groups but also to strengthen local response capabilities at the branch level.

The LRCS will be equipped to adopt a more rigorous, systematic, and structured approach to coordination, collaboration, and cooperation. This will enhance the efficiency and effectiveness of LRCS health programs. Furthermore, the incumbent will dedicate a focused effort to increase engagement with National Society branches and other stakeholders at the subnational level, ensuring timely implementation, ongoing monitoring while meeting reporting commitments and transparency and accountability in all actions.



Job Purpose

The position is on a fixed-term basis until 31 December 2026, with renewal subject to the availability of funds and operational priorities.

The overall purpose of this position is to provide operational and programme support to the Program Officer and the IFRC Libya Delegation in the smooth, timely, and quality implementation of a time-bound medical convoy project. The role has a strong field and PMER focus and contributes directly to the effective monitoring, reporting, and documentation of medical convoy activities implemented in collaboration with the Libyan Red Crescent Society (LRCS).

The Programme Assistant supports planning, monitoring, evaluation, and reporting activities in line with IFRC standards, ensuring accurate data collection, verification, and timely submission of reports. The role includes close follow-up with LRCS medical convoy teams in the field, consolidation of activity data, and contribution to evidence-based reporting and accountability requirements. The position coordinates with relevant technical and programme teams within the IFRC Libya Delegation to facilitate information flow, reporting compliance, and alignment with IFRC systems and procedures. Logistical coordination related to the receipt, documentation, and reporting of medical supplies may be required; however, the position does not hold procurement or contract management responsibilities.

Job Duties and Responsibilities

Programme Implementation and Field Follow-up

  • Support the Programme Officer and IFRC Libya Delegation in the effective field-level implementation of medical convoy activities in collaboration with the Libyan Red Crescent Society (LRCS).
  • Conduct regular follow-up with LRCS medical convoy teams during and after deployments to verify activities implemented, services delivered, and outputs achieved.
  • Apply standard IFRC PMER practices and procedures in coordination with the Quality and Accountability function, ensuring accurate data collection and adherence to approved tools and indicators.
  • Support the consolidation of medical activity data, including consultations, referrals, and medicines dispensed, and contribute to post-convoy activity summaries.
  • Participate in coordination meetings with LRCS and IFRC programme staff, prepare meeting notes or minutes as required, and follow up on agreed action points.
  • Provide language and translation support, as needed, to facilitate effective communication with LRCS teams on programme implementation and reporting matters.

 

Administrative tasks:

  • Collect, compile, and validate programme data using IFRC-approved templates and tools, ensuring completeness, accuracy, and timeliness.
  • Contribute to the preparation and updating of project agreements, activity reports, and donor-related reporting requirements, in line with IFRC standards.
  • Liaise with LRCS to follow up on the progress of medical convoy activities, collect required supporting documentation, photographs, and field information.
  • Ensure timely and accurate upload of field reports and activity data to the GO platform or other designated IFRC reporting systems.
  • Maintain organized documentation and records, supporting traceability, accountability, and audit requirements.

Coordination and working in a team:

  • Coordinate closely with the Health, Programme, and Quality and Accountability teams within the IFRC Libya Delegation to support information sharing, reporting coherence, and documentation of lessons learned.
  • Facilitate effective communication between LRCS field teams and IFRC staff to ensure access to relevant technical guidance, tools, and reporting requirements.
  • Support internal coordination processes related to medical convoy planning, monitoring, and reporting.
  • Carry out other duties related to programme implementation and reporting, as assigned by the line manager.

Education

  • Bachelor’s degree in medical sciences, public health, social sciences, or a related field - Required
  • Background or coursework related to health, humanitarian response, or community-based programmes - Preferred

Experience

  • Relevant experience in field-based humanitarian operations, including medical activities, health outreach, or community mobilization - Required
  • Experience supporting PMER activities (monitoring, data collection, and reporting activities) at field or project level - Required
  • Familiarity with the Red Cross and Red Crescent Movement or similar humanitarian operating environments - Required
  • Prior experience working with mobile teams, outreach activities, or medical convoys - Preferred
