Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). IFRC is dedicated to supporting the Libyan Red Crescent Society (LRCS) in its transition from immediate humanitarian response to sustainable long-term programs. In 2026, the IFRC will play a crucial role in assisting the LRCS with the rollout of health interventions aimed at enhancing medical services in rural and remote areas. This initiative is designed not only to improve access to health care to vulnerable groups but also to strengthen local response capabilities at the branch level.
The LRCS will be equipped to adopt a more rigorous, systematic, and structured approach to coordination, collaboration, and cooperation. This will enhance the efficiency and effectiveness of LRCS health programs. Furthermore, the incumbent will dedicate a focused effort to increase engagement with National Society branches and other stakeholders at the subnational level, ensuring timely implementation, ongoing monitoring while meeting reporting commitments and transparency and accountability in all actions.
Based in Benghazi, Libya, the successful candidate will be part of the Libya Delegation, providing support to the team.
Job Purpose
The position is on a fixed-term basis until 31 December 2026, with renewal subject to the availability of funds and operational priorities.
Under the direct supervision of the Head of Delegation, the successful candidate will play a vital role in supporting the design and implementation of programmatic initiatives throughout all phases of the programme cycle. This position encompasses both operational and programmatic/technical responsibilities, specifically aimed at assisting the Libyan Red Crescent Society (LRCS) medical convoy teams in achieving their programmatic goals.
The Officer is expected to act on behalf of IFRC in coordination with LRCS counterparts across various coordination platforms in the field. Responsibilities will include providing technical assistance in the design and execution of health response programs supported by the IFRC and implemented by LRCS.
This role requires close collaboration with the IFRC Country Office team and health staff from LRCS in the field. The successful candidate will undertake extensive travel to project locations, offering comprehensive technical guidance and support across the project cycle. Additionally, he/she will be responsible for conducting timely reporting and monitoring visits to ensure the effectiveness and alignment of program activities with established objectives.
Job Duties and Responsibilities
Programme Development & Quality
- Provide technical and managerial oversight to Programme Assistants involved in field implementation, monitoring, and reporting.
- Provide strong technical contribution in the design and development of response interventions and health projects.
- Contribute to adjusting needs assessment tools and conduct field-based assessments.
- Analyse collected data and develop quality narrative reports for assessments.
- Design community mobilization strategies and transparent, participatory beneficiary selection methods.
- Support the rollout of health interventions aimed at enhancing medical services in rural and remote areas.
Operations & Logistics
- Identify programme supply needs and coordinate with logistics teams for timely procurement planning.
- Work with procurement, operations, and finance teams to ensure appropriate response mechanisms are in place.
National Society Support
- Assist LRCS medical convoy teams in achieving programmatic goals through operational and technical responsibilities.
- Provide technical support to build LRCS operational preparedness, including SOP development and feasibility assessments. • Introduce context-specific adaptations and training to LRCS health teams, ensuring alignment with IFRC quality standards. • Increase engagement with NS branches at the subnational level to ensure timely implementation.
- Coach and mentor LRCS health teams at National HQ and Branch levels.
PMER & Accountability
- Ensure programs are equipped with PMER systems, including quality benchmarks and accountability messaging.
- Review, validate, and approve PMER data and reports compiled by Programme Assistants and field teams
- Ensure Post Distribution Monitoring (PDM) of emergency response programs is undertaken.
- Conduct regular field monitoring visits to project locations to ensure effectiveness and alignment with objectives.
- Maintain transparency and accountability through timely reporting commitments and progress monitoring.
- Contribute to the generation of lessons learned through workshops and reports.
Safety & Security
- Work with IFRC, LRCS, and Security colleagues to develop and implement safety procedures for outreach activities.
- Ensure new programs are built around security considerations.
Team Management
- Ensure all direct reports perform their tasks with the expected professionalism, efficiency, and effectiveness.
- Facilitate the professional growth and development of team members through on job-training and mentoring.
- Conduct regular performance evaluations, set performance goals, and provide constructive feedback to enhance team productivity and morale.

Education
- University Degree in Business Administration, health or relevant major - Required
- Master’s degree in business administration or relevant major - Preferred
Experience
- 4 to 5 years of relevant professional experience in humanitarian activities - Required
- Background in Medicine or any related field - Required
- Experience in working in complex environment - Required
- Red Cross/Red Crescent knowledge and experience – Preferred
