The post is located in the Office of the Director (OD), Division for Treaty Affairs (DTA), UNODC, in Vienna. The incumbent reports directly to the Director of the Division, including in his capacity of Chair of the Human Rights Advisory Board, and works in close coordination with DTA Chiefs of Branches/Sections and respective teams, as well as with relevant offices in other UNODC Divisions, as required. Responsibilities
The main function of this job is to provide the Director with senior-level management support and advice to promote UNODC’s mandates and corporate policies and to develop, coordinate, operationalize and monitor DTA’s programme of work in all thematic areas under DTA’s responsibility, namely Corruption and Economic Crime, Crime Prevention and Criminal Justice, Cybercrime, Organized Crime and Terrorism, as well as overseeing the coordination of the cross-cutting Human Rights area. The incumbent will contribute to the overall management, financial performance and oversight of thematic areas and to the timely implementation of policy, programmatic and strategic decisions taken by the Director and Senior Management assisting in the identification of new and creative responses to emerging developments, challenges and opportunities within DTA’s mandates and areas of responsibility. Within delegated authority, the incumbent will be responsible for the following duties: • Provide policy advice and strategic guidance to the Director of the Division on the conceptualization, development and implementation of overall strategies, decisions and intra and inter-divisional/departmental policies and procedures related to the Division’s complex and evolving mandates in supporting the implementation of the UNODC Strategy; • Lead and ensure regular consultations and coordination meetings with UNODC substantive Divisions and Field Offices to identify opportunities for joint programming and integration, SDG alignment and adaptation to main UN reforms including the Call to Action on Human Rights and expansion of the UN’s Human Rights Due Diligence Policy (HRDDP); • Represent the Division for Treaty Affairs in special interdivisional meetings and missions, and Task Force activities; • Lead, organise and participate in, programme coordination missions to UNODC field offices, including provision of strategic guidance to DTA staff and other parties, drafting of mission summaries and follow-up action plans; • Represent the organization and participate in and provide substantive support and backstopping to consultative and other meetings, conferences, as required to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; • In coordination with the Co-financing and Partnership Office, lead the preparation and submission of funding proposals for the Division, including programme presentations and implementation plans; ensuring effective monitoring of pledges, interdivisional funds allocations, and compliance to donor requirements, through timely and accurate reporting on the use of funds; • Act as First Reporting Officer for staff in the Office of the Director, including for the corporate UNODC Human Rights Adviser at the P-4 level, and support the managerial and administrative oversight of the thematic branches, secretariats, and offices under the Division of treaty Affairs. • Oversee the management of human and financial resources of the Office of the Director and of the Division at large, in line with results-based budgeting and management and UN rules and regulations; Propose creative solutions for streamlining and simplifying administrative and corporate procedures and processes in consultation with Chiefs of DTA’s office and focal points in other divisions; • Supervise and guide the staff responsible for key divisional financial/administrative tasks at the Office of the Director, including providing necessary guidance, coaching and evaluation, and help develop staff capacities • Oversee the management of Office-wide human rights activities and related coordination entrusted to the Office of the Director, including in the Director’s capacity as Chair of the Human Rights Advisory Working Group; • Advise the Director in preparing the work programme of DTA, determining and coordinating the yearly working priorities, and proposing strategic allocation of regular and extra-budgetary resources for the completion of objectives and their timely delivery while promoting the mainstreaming of gender and human rights; • Lead the preparation, coordination and submission related to DTA’s Programme and Consolidated Budget submissions throughout their respective cycles and ensure effective monitoring and performance reporting on the regular budget and extra budgetary resources within the Division. Lead the elaboration of budget estimates and resource requirements for the Division; • Provide overall guidance and technical inputs in the conceptualization, preparation and coordination of strategic frameworks and other planning/outcome documents; • Coordinate, organize and provide programmatic and substantive inputs to the formulation and development of technical cooperation programmes • Conduct managerial oversight and quality assurance in the Direct Approval of Programmes and serves as the first approving officer under the relevant workflow; • Provide leadership to enterprise risk management activities in the division, including regular review, preparation of inputs and reporting on the organizational risk register and treatment plan; • Lead the coordination and consolidation of programmatic and substantive policy documents and item papers with respect to the different work areas of the Division; • Lead the preparation and coordination of Division-level contributions and written outputs, e.g., inputs to SG reports, item papers and guidelines addressing complex strategic, operational and policy issues; • Coordinate and lead the response to requests from the Director and the Office of the Executive Director for briefing materials and background documentation on programmatic and substantive issues related to the Division’s mandated thematic areas; • Interact, as required, with relevant actors within the Secretariat and UN agencies, as well as with Member States, international institutes and organizations to ensure that DTA is kept abreast of important developments affecting the work of the Division; • Represent the Office of the Director/Organization in international, regional or national events, as applicable, and share information on the substantive and intergovernmental work of the Division; Take part in donors assessments, oversight engagements/evaluations and audits, as required and represent DTA in briefing and exit meetings, organized by OIOS, BOA, JIU, IEU and other entities; • Lead the monitoring, analysis and evaluation of technical reports and other relevant materials and facilitate dissemination of good practices, as well as their incorporation into project and programme planning across the Division; Lead team members efforts to collect and analyze data and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensure that everyone can discover, access, integrate and share the data they need; and • Perform other work-related duties as assigned.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, economics, social sciences or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of ten years of progressively responsible and directly relevant professional experience in project or programme management, administration or related area is required. Experience in mainstreaming human rights and gender sensitive approaches in the development and implementation of programmes and policies relating to UNODC mandates is required. Relevant experience in the coordination of policy-orientated substantive documentation and inputs to reports is required. Experience in dealing with United Nations’ or with a similar international organization’s policies, procedures and operations, including budgetary policies and practices, financial regulations and rules is required. Experience in handling complex organizational issues at the international level is desirable. Experience as a certifying officer and in working with enterprise resource planning software (ERP) including project cycle approvals is desirable. Experience in managing teams in an international setting is desirable. Experience in data analytics or related area is desirable.
