1. SUMMARY


The Workspace Management and Business Continuity (WMBC) Office ensures seamless operational continuity by optimizing facility performance, driving strategic workplace transformation, and delivering comprehensive support services to maintain a dynamic, future-ready environment aligned with organizational needs for NATO HQ and its alternate locations. 
The Officer, Building Digitalization and Performance leads transformation projects across platforms such as Building Information Management (BIM), Geographic Information Systems (GIS), and Facilities Management Information Systems (FMIS). In coordination with internal stakeholders and external partners, the Officer leads the implementation of software solutions to address operational needs, support informed decision-making, improve HQ occupant experience, and achieve measurable performance improvements.

2. QUALIFICATIONS AND EXPERIENCE


The incumbent must:

• possess a university degree or equivalent level of education in engineering, architecture, building systems, computer science, or another relevant field;
• have at least three years of experience in BIM, GIS, and/or (FMIS) with a focus on construction, engineering, facilities management;
• possess advanced knowledge of data analysis concepts and MEP domains with a focus on operational workflows;
• have proven experience in designing, configuring, and implementing software solutions that drive measurable improvements in business processes within a construction, engineering, or operational context.
• possess excellent communication skills;
• possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one language; III (“Intermediate”) in the other.

The following would be considered an advantage:

• experience in applying innovative technologies such as Artificial Intelligence (AI), sensor data, and digital twins to improve facility processes and drive building performance;
• previous experience with systems and tools such as Autodesk Architecture Engineering and Construction products, Archibus, Planon, and ArcGIS;
• certification or training in project management such as Prince 2, PMP, or equivalent.


 

3. MAIN ACCOUNTABILITIES


Planning and Execution. Ensure the long-term integration and optimization of data and technology across building information systems such as BIM, GIS, FMIS, and BMS, continuously delivering solutions that enhance building operations and performance. Lead technical transformation projects and ensure collaboration from design to implementation.

Organisational Efficiencies. Drive initiatives to improve performance, streamline building-related processes, and improve overall occupant experience. Ensure that systems and workflows are technically suitable to deliver on the WMBC strategy and organizational needs. Establish standard practices and ensure operational effectiveness. Apply innovative technologies, including Artificial Intelligence (AI), digital twins, and sensors, to modernize building information systems.

Stakeholder Management. Ensure knowledge sharing and clear communication, supporting the team’s development and promoting effective teamwork in delivering technical projects.

Financial Management. Support the preparation and management of budgets related to digital transformation projects and systems development. Draft technical specifications for procurement, evaluate supplier proposals, and ensure resources are optimized for project success.

Perform any other related duty as assigned.


 

4. INTERRELATIONSHIPS


Reporting Line: The Officer, Building Digitalization and Performance reports to the Head, Facilities Information Management.

Interactions: The incumbent works closely with the Facilities Information Management team members to ensure technical solutions are developed effectively, and engages with internal stakeholders such as operational teams and end-users, as well as external consultants, contractors, and suppliers to deliver projects and solutions. The incumbent collaborates with NATO’s IT departments for technical support and system integration while maintaining regular contact with industry experts to incorporate emerging technologies and practices into building digitalization strategies.

6. CONTRACT

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.

Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
