Description & Requirements

Your Team

The assists the authorities in fulfilling their membership commitments and obligations, supports legislative and other reforms, provides expertise in the Organisation’s fields of competence, develops effective training programmes or implements activities such as thematic campaigns.

You will join the team implementing the action “Towards an equal, inclusive and tolerant Bosnia and Herzegovina”, which is part of the European Union/Council of Europe Joint Programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal facility - Phase III). The actions aims at supporting the beneficiaries in Bosnia and Herzegovina in their efforts to comply with Council of Europe standards and European Union acquis in the field of combating discrimination, hatred and racism while promoting social inclusion.

Your Role

As a Project Officer, you will: 

  • contribute to the development of the project´s workplan and other relevant documents; 
  • contribute to the design, organisation, co-ordination, implementation and follow up of the project activities in accordance with the work plan and activity schedule, in close co-ordination with the project team at headquarters (HQ), and in close co-operation with local partners, stakeholders and consultants ; report any problems encountered; suggests priorities and adjustments as necessary;
  • contribute to and support the implementation of regional activities on anti-discrimination, combating racism and hatred and promoting diversity, including by supporting engagement of local stakeholders in relevant regional initiatives and timely follow-up to requests for contributions to the regional action;
  • contribute to establishing and maintaining close working contacts with the international community, relevant stakeholders and NGOs dealing with anti-discrimination, anti-hatred and the promotion of diversity and equality, by ensuring a regular information flow on the activities organised and progress in project implementation;
  • contribute to the preparation and drafting of documents (including reports, terms of reference for contractual engagements related to the implementation of project activities, briefing and speaking notes, meeting documents and draft minutes, as well as official speeches), including their revision, translation and proofreading in English and in one of the official languages of Bosnia and Herzegovina; 
  • ensure the implementation of procurement procedures required for the preparation of project activities, and verify the purchase files, draft contracts and payment documents, as well as ensure close budgetary follow-up of all expenditures, in accordance with Council of Europe regulations and procedures and the donor’s requirements; 
  • contribute to raising the visibility of the project notably through drafting web news items, press releases, organising visibility activities, disseminating information and contributing to publications; 
  • contribute to the efficient functioning of the Council of Europe Office in Sarajevo, keep the Officemanagement regularly informed of project implementation, and co-ordinate your work within the broader framework of the overall activities of the Office;
  • supervise the project assistant based in Sarajevo;
  • undertake official journeys in connection with the project activities;
  • perform any other task related to the implementation of the project, as required;
  • promote the Council of Europe values internally and externally.
Requirements to apply

You must:

  • hold a completed full course of general secondary education and appropriate professional qualifications;
  • at least three years’ relevant professional experience at a national or international level in the field of anti-discrimination, combating hate crime/speech and/or promotion of diversity and equality and experience in providing technical assistance on issues related to human rights;
  • have an excellent knowledge of one of the official languages of Bosnia and Herzegovina (first language level) and a very good knowledge of English;
  • be a citizen of the host country or one of the 46 member States of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • be currently present in Bosnia and Herzegovina;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.

  • sound knowledge of the political and human rights situation in the country, including the human rights situation of LGBTI, Roma and other vulnerable groups;
  • sound computer skills and experience using standard tools in office applications (word processing, presentations, outlook, spreadsheet, databases, internet publications).

What we offer
