ORGANIZATIONAL CONTEXT

Humanitarian access and security risk management are critical enablers for the effective delivery of food security and nutrition assistance in complex, volatile, and violence-affected environments. In line with its humanitarian mandate and extensive operational footprint, WFP frequently operates in high-risk contexts where insecurity, access constraints, and the presence of non-state armed actors significantly affect operational continuity and staff safety. As such, there is an increasing corporate and field-level demand to strengthen integrated security and access capacities that support safe, principled, and sustained humanitarian operations.

Since 2021, the security situation in Haiti has deteriorated markedly. Armed gangs have expanded their territorial control, particularly in Port-au-Prince and key transport corridors, resulting in widespread violence, population movement restrictions, and reduced humanitarian space. This evolving context has significantly increased risks for humanitarian personnel and assets, while severely constraining access to affected communities. These conditions directly impact WFP operations and those of its cooperating partners, requiring continuous security risk analysis, local engagement, and access negotiation at field level.

The Security and Access Associate (G6) will be based in a field location in Haiti and will work under the direct supervision of the Head of Sub-Office or designated Security/Access Officer, with technical guidance from the Country Office Security and Access function. The role supports the implementation of an integrated approach to security risk management and humanitarian access, contributing to safe program delivery and the protection of staff, partners, and beneficiaries. The position plays a key role in supporting WFP field operations through timely information, local liaison, and operational support in insecure and access-restricted environments.

JOB PURPOSE

The Security and Access Associate (G6) support field-level security risk management and humanitarian access activities to enable the safe, principled, and uninterrupted implementation of WFP programmes. The position contributes to the analysis of the evolving security and humanitarian context at field level, with a focus on identifying, anticipating, and reporting risks and access constraints that may affect operations.

The incumbent supports WFP’s engagement with relevant local actors including community representatives, local authorities, humanitarian partners, and other stakeholders to facilitate acceptance, movement, and access in line with humanitarian principles. The role also contributes to the implementation of security mitigation measures, access strategies, and field-level coordination mechanisms.

The incumbent works closely with programme, logistics, and cooperating partner teams to ensure that security and access considerations are integrated into operational planning and delivery. Specifically, the FSA will be responsible for the following:

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Support the implementation of integrated security risk management and humanitarian access strategies at field level to enable safe and sustained programme delivery.

  • Monitor, analyse, and report on security incidents, access constraints, and context developments, assessing their impact on WFP staff, assets, partners, and operations.

  • Contribute to the identification of risk mitigation and access facilitation measures, ensuring alignment with WFP policies, SRM, and humanitarian standards.

  • Support field mission planning by providing security and access advice, including route assessments, movement clearances, and contextual briefings.

  • Support engagement with local authorities, community leaders, non‑state actors (as appropriate), humanitarian partners, and other stakeholders to maintain and improve humanitarian access, in line with humanitarian principles.

  • Promote an access‑centered approach in field operations, ensuring access considerations are integrated into programme, logistics, and partner activities.

  • Provide direct supervision, tasking, and technical guidance to the Junior Security Officer and Junior Access Officer, ensuring clarity of roles, priorities, and deliverables.

  • Coordinate and consolidate security and access input from junior staff into coherent field-level analysis, reports, and recommendations.

  • Ensure timely and accurate security and access reporting, including incident reports, access updates, risk assessments, and movement tracking.

  • Maintain field-level security and access documentation, including contact lists, maps, and incident logs.

  • Contribute to sitreps, security briefs, and access updates for internal coordination and decision-making.

  • Support coordination with the Country Office Security/Access function, UNDSS as required.

  • Ensure compliance with WFP security policies, access guidance, and duty of care obligations for staff and partners.

  • Perform additional security and access-related duties as required in support of emergency preparedness and response.

QUALIFICATIONS AND EXPERIENCE:


Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience: At least six (6) years or more of professional experience in a relevant field of work, preferably in Security Management with a background and interest in international humanitarian development.


Language: Fluency (level C) in English or French language (written and oral).
