ORGANIZATIONAL CONTEXT
Humanitarian access is critical to enable an effective response to food security and nutrition crises in complex and conflict-affected environments. Due to its mandate, operational presence and size, WFP operates more regularly in complex contexts where humanitarian access poses a challenge to operational effectiveness. Thus, WFP's demand to strengthen its capacity at the corporate and field level to negotiate, maintain and improve access is increasing.
The security situation in Haiti has deteriorated since 2021, as increasingly powerful armed gangs have expanded their territorial control over the capital Port-au-Prince and the surrounding area. As a result, the operating environment for humanitarian organizations, including WFP and its Cooperating Partners (Cooperating Partners), has become extremely challenging with growing insecurity and reduced humanitarian space.
The National Access Officer will work under the supervision of the Officer in Charge of the Access Unit within the Operational Risk Management Unit, and will participate in the ORM Unit efforts to put in place a coordinated, coherent and predictable humanitarian approach to access that enables the implementation of WFP programmes, with the aim of maximizing access to humanitarian assistance for the most vulnerable populations in Haiti.
JOB PURPOSE
The National Access Officer will contribute to the analysis of the current humanitarian situation with the aim of alerting and anticipating the implications on WFP operations. The National Access Officer will be responsible for supporting WFP's role in engaging humanitarian access with humanitarian and non-humanitarian actors, as well as other stakeholders in the country.
Although the position is based in Port-au-Prince, the National Access Officer will occasionally be deployed to support field offices across the country. Specifically, the National Access Officer will be responsible for the following:
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Contribute to contextual scans and access risk assessments to alert and anticipate their implications on humanitarian operations and propose mitigation measures as well as opportunities for adjustment and design of WFP programmes.
- Contribute to the regular reporting system of access incidents affecting WFP operations.
- Develop and maintain an overview of the state of conflict and insecurity, including WFP's efforts to engage communities and other actors to support operational decision-making. This includes the implementation of an Operational Access Card, to understand where and why WFP might be unable to reach beneficiaries.
- In collaboration with Security and other functional units, contribute to the development and updating of a mapping of actors across the country.
- Document the best practices and learnings from the operation and ensure that they are systematically disseminated in order to inform the company's development with guidelines and tools.
- Contribute to informing management in a timely manner of any new opportunities to improve engagement on access and engagement issues.
- Work in collaboration with the Sub-Office Access Assistants to develop standard operating procedures for access for Sub-Office activities.
- Support and advise the OC technical units on components, good practices, key actors and concerns to be taken into account in the development of strategies to reach beneficiaries and facilitate their access to essential goods and services.
- Provide assistance on engagement considerations of humanitarian and non-humanitarian actors, as well as civil and public entities, in the development of implementation plans to improve WFP access.
- Identify risks related to programmatic and operational access and propose mitigation measures, as well as opportunities for adjustment and design of WFP interventions in order to effectively deliver WFP programs in a timely manner.
- Support the strengthening and establishment of sustainable multi-functional operational coordination at the OC.
- Support efforts to strengthen the capacity of WFP staff to conduct operational access and engagement work, including through training and workshops, field training, or mentoring.
- Ensure and support the access assistants of the sub-offices in the coordination and monitoring of activities in the most difficult to access areas.
- Monitor interagency access engagements and structures in the regions.
- Strengthen and maintain sustainable coordination with partners implementing WFP activities.
- Perform other related duties as required in support of operational risk management (security and access) functions within the Country Office and for the Field Offices.
QUALIFICATIONS AND EXPERIENCE
Education: A University degree in international relations, international law, development studies, conflict studies or another relevant discipline is required.
Experience: Typically one year or more of professional experience related to humanitarian, development, civil work, community engagement in Haiti.
Language: Fluency (level C) in English and French.
KNOWLEDGE & SKILLS:
- Good understanding of the political, social and security context in Haiti.
- Demonstrated experience in humanitarian access negotiations is required.
- Other relevant experiences that will be considered an asset:
- Experience with the UN or a comparable international organization in Haiti context.
- Experience in capacity building (training, coaching).
- Strong written and oral communication skills
- Ability to work independently under minimal supervision.
- Proficiency in Windows MS Office (Word, PowerPoint, Excel, Outlook)
- Technical training in areas relevant to humanitarian access, community engagement, and networking is desirable.
