JOB TITLE: Senior HR Associate

TYPE OF CONTRACT/LEVEL: G7

UNIT/DIVISION: HR

DUTY STATION (City, Country): Amman, Jordan

DURATION: 12 months (Renewable)

JOB PURPOSE:

To co-ordinate and deliver a full range of HR support services in order to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

1. Overall HR Coordination and Operational Leadership

  • Act as the most senior HR operational focal point in the Country Office, coordinating the delivery of HR services in line with global HR policies, procedures, and the Delegation of Authority framework.

  • Coordinate and oversee day‑to‑day HR operations to ensure consistency, accuracy, timeliness, and compliance across all stages of the employee life cycle.

  • Serve as the primary HR coordination link between the Country Office and Regional / Headquarters HR, consolidating inputs, responding to requests, and escalating issues beyond delegated authority.

  • Monitor HR service delivery and identify operational risks, gaps, or inefficiencies, proposing corrective actions or process improvements for management review.

  • Ensure the application of internal controls and quality assurance mechanisms across HR processes and documentation.

2. Talent Acquisition and Recruitment

  • Lead and coordinate end‑to‑end recruitment processes at Country Office level, including vacancy management, longlisting, interview coordination, reference checks, and offer processing, in line with approved plans and delegated authority.

  • Provide procedural guidance and technical advice to hiring managers on recruitment policies, tools, timelines, and compliance requirements.

  • Review and quality‑check recruitment files and related documentation prior to submission to approving authorities, ensuring completeness and audit readiness.

  • Monitor recruitment pipelines and timelines, preparing regular status updates and analytical reports for management and Regional / HQ HR.

  • Support workforce planning and staffing requests by consolidating country‑level recruitment data and forecasts, without exercising final approval authority.

3. Performance Management

  • Coordinate the implementation of the performance management framework at country level, ensuring compliance with timelines and procedural requirements.

  • Provide hands‑on guidance and support to managers and staff on the use of performance management tools and related documentation.

  • Monitor completion rates and follow up on overdue performance actions, escalating persistent issues as required.

  • Analyze performance management data and trends, preparing reports and highlighting systemic issues or risks for management consideration.

  • Support performance‑related processes, including coaching and improvement measures, in accordance with established procedures and delegated authority.

4. HR Operations and Advisory Services

  • Coordinate the delivery of HR operational services including contracts administration, onboarding, extensions, separations, entitlements, and benefits, ensuring consistent application of policies.

  • Analyze and respond to complex HR queries, providing technically sound advice or escalating sensitive cases as appropriate.

  • Monitor HR management systems and records to ensure data accuracy, confidentiality, and compliance with corporate standards.

  • Prepare and review HR reports, correspondence, and briefing notes for management and HR counterparts.

5. Supervision, Capacity Building, and Knowledge Management

  • Coordinate and supervise the work of HR support staff, ensuring clear task allocation, quality outputs, and adherence to procedures.

  • Provide coaching, guidance, and on‑the‑job learning opportunities to HR team members to strengthen operational capacity.

  • Support knowledge sharing and continuous learning within the HR team on policies, systems, and process updates.

6. Representation and Internal Coordination

  • Represent the HR function in internal Country Office coordination and management meetings, providing operational updates and technical input within delegated authority.

  • Contribute HR inputs to internal planning and coordination exercises, highlighting operational implications and risks.

  • Foster effective working relationships with programme, operations, and support units to ensure integrated service delivery.

7. Compliance and Continuous Improvement

  • Ensure HR activities are implemented in compliance with organizational policies, procedures, and audit requirements.

  • Identify opportunities to streamline HR processes and improve service delivery, adapting systems or workflows in consultation with Regional / HQ HR.

  • Support the implementation of new HR initiatives, tools, or guidance issued at global or regional level.


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Seven years of progressively work experience, a minimum of 6 years in HR and 1 year in any other field but preferably in the HR field.

  • Has gained extensive experience of WFP HR Services operating standards through day-to-day work.

  • Has gained experience providing administrative and systems support across some activities in employment life cycle including recruitment, interviews, training support, performance management, relocation support and policy implementation within a country office environment.

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Language: Fluency (Level C) in both English and Arabic is required.
