About the Group

The Infrastructure and Project Management Group (IPMG) provides policy, standards guidance and support in three UNOPS service lines of Project Management, Infrastructure and Financial Management Services (Grant Support and Fund Management). IPMG leads the design and implementation of a project, programme and portfolio management (P3M) system centered around the needs of UNOPS partners, beneficiaries and frontline personnel. IPMG also drives UNOPS efforts to leverage sustainable, resilient and inclusive infrastructure and maximize local capacity through grant support management to achieve sustainable development. Through thought leadership, we aim to position UNOPS with its partners, foster innovative solutions for sustainable and inclusive development, and accelerate the achievement of the Sustainable Development Goals (SDGs). This includes speeding up the implementation of urgent infrastructure and scaling up infrastructure service delivery, particularly in relation to climate action and energy. Our delivery approach to project management, infrastructure and grant support management prioritizes development needs, empowers institutions and communities, builds partners’ capacity, champions gender equality and social inclusion and reduces environmental impact. IPMG translates policy into practice by providing strategic direction, standards and oversight, while facilitating knowledge sharing and capacity-building for UNOPS teams globally.

Job Specific Context

This position operates within the Mission Secretariat, providing essential analytical support to ensure the smooth operation, coordination, and reporting of eight Missions focused on key strategic areas. UNOPS has established 8 Missions to focus on key strategic areas:  

  1. Triple planetary crisis: Address the interconnected challenges of climate change, biodiversity loss, and environmental degradation.

  2. Energy transition: Increase energy access and accelerate net-zero transition, promoting renewable energy and energy efficiency.

  3. SIDS resilience and sustainability: Support small island developing States in increasing resilience to environmental and economic shocks, and harnessing the benefits of a sustainable ocean economy.

  4. Quality healthcare: Strengthen the availability of essential health-related supplies, equipment and facilities necessary to deliver quality healthcare and services.

  5. Just digital transformation: Shape a just digital transformation, promoting developing countries’ access and use of digital infrastructures, technologies and data.

  6. Social protection, equality, education and jobs: Provide essential and sustainable services and infrastructure to communities and promote education and decent job creation to overcome inequalities and create prosperity.

  7. Humanitarian, development and peace nexus: Support the holistic efforts to address the root causes of fragility and strengthen the resilience of communities affected by conflict and disasters.

  8. Food systems transformation: Contribute to accelerating actions to support food security and healthy diets for all.

The Portfolio Senior Officer will coordinate analytical, administrative, and logistical workstreams, systematizing coordination across the Missions, Technical Support team (TST) and Secretariat, managing high-integrity communication channels, and providing in-depth data insights to support decision-making.

Role Purpose

The Portfolio Senior Officer will coordinate analytical, administrative, and logistical workstreams for the Missions Secretariat. This position is responsible for systematizing coordination across the eight Missions, Technical Support team (TST) and Secretariat, managing high-integrity communication channels, and providing in-depth data insights to support decision-making.The Mission Secretariat plays a crucial role in ensuring the smooth operation, coordination, and reporting of these eight Missions. The Portfolio Senior Officer position will provide essential analytical support to the Secretariat.The work of the Portfolio Senior Officer will contribute to:

  • Strengthened coordination and operational efficiency of the Mission Secretariat.

  • Improved communication, collaboration, and information flow across the eight Missions, Technical Support team and other relevant stakeholders.

  • Timely and high-quality reporting and analytical outputs supporting the Secretariat’s decision-making processes.

  • Effective knowledge management and accessibility of documentation related to Mission activities.

  • Efficient planning and implementation of Mission operations, including logistical coordination and budget monitoring.

  • A collaborative and inclusive work environment that supports knowledge sharing, professional development, and the effective delivery of Mission priorities.

Functions / Key Results Expected

1. Coordination and Operational support


  • Coordinate the planning and organization of meetings, workshops, and strategic events for the Mission Secretariat, TST and Missions, ensuring effective logistical preparation and follow-up actions.


  • Maintain structured and accessible electronic repositories and documentation systems to support the Secretariat’s operational efficiency and knowledge management.


  • Contribute to the onboarding process of new personnel and consultants by ensuring timely access to key documentation, collaboration platforms, and operational procedures.


  • Support the overall functioning of the Mission Secretariat by facilitating coordination across the 8 Missions ensuring smooth implementation of operational processes.

2. Communication and Coordination


  • Contribute to the preparation and dissemination of internal and external communications, including briefing notes, newsletters, announcements, and other information products highlighting Mission activities and priorities.


  • Manage and regularly update stakeholder contact lists, mailing registries, and membership lists to ensure accurate and effective communication channels.


  • Facilitate information exchange between the Mission Secretariat, the TST, and the 8 Missions to ensure timely communication and coordination.


  • Maintain and contribute into continuous improvements of online collaboration platforms and communication channels (intranet, confluence, workspaces, or knowledge platforms).

3. Reporting, Research and Analytical Support


  • Coordinate the collection and consolidation of data and information from the Missions in line with agreed reporting frameworks and timelines.


  • Contribute to the preparation of progress reports, presentations, briefing materials, and analytical summaries for the Secretariat and relevant stakeholders.


  • Ensure consistency, quality, and accuracy in the formatting, editing, and documentation of reports and knowledge products.


  • Conduct research and basic analysis on thematic areas relevant to the Missions to support informed decision-making and planning processes.


  • Prepare concise summaries, analytical briefs, and background materials based on collected data and research findings.

4. Knowledge Management


  • Contribute to the organization and maintenance of shared documentation repositories and databases related to Mission activities, ensuring accessibility and proper structuring of information.


  • Support the development and dissemination of knowledge products, including lessons learned, analytical insights, and key outputs from Mission activities.


  • Facilitate knowledge-sharing sessions that strengthen collaboration and institutional learning across Missions.

5. Budget Monitoring and Operational Coordination


  • Monitor and consolidate budget updates related to Technical Support team activities, contributing to transparent financial tracking and planning.


  • Coordinate logistical and operational arrangements for Mission meetings, workshops, and events, including documentation, procurement coordination, travel arrangements and follow-up actions.


  • Contribute to the preparation and maintenance of operational documentation and governance materials relevant to Mission Technical Support team activities (work plans, progress reports).

6. Other Duties


  • Provide analytical, coordination, and operational support as required by the Supervisor to ensure the effective implementation of Mission Secretariat priorities.

Education Requirements

Required

  • Bachelor’s degree (or equivalent) in business administration, international relations, social sciences, communication or related fields with 4 years of relevant experience OR

  • Master’s degree (or equivalent) in any of the above or related fields with 2 years of relevant experience is required

Experience Requirements

Required

  • Relevant experience is work in project support and/or a combination of administrative support, and communication or reporting or related areas. 

  • Experience working with UNOPS in the past 3 years is required.

  • Proven experience in organizing meetings, taking minutes, and managing administrative tasks is required. 


Desired

  • Experience with Google Workspace and Confluence is an asset.
