About the Country/Multi-Country Office

Based in Brazil, the UNOPS Southern Cone Multi-Country Office (SCMCO) also oversees operations in Argentina, Paraguay, and Uruguay, supporting national priorities and development goals across the subregion. In Argentina, UNOPS strengthens public institutions by providing technical assistance in planning, procurement, and oversight of infrastructure projects—particularly in public buildings—and building capacity in public procurement, with a focus on technological innovation. In Brazil, where UNOPS has operated since 2012, the office collaborates with UN agencies, financial institutions, and government bodies at all levels to deliver services in health, education, urbanization, social rehabilitation, PPPs, and institutional strengthening. UNOPS has played a key role in responding to the COVID-19 pandemic and currently manages 17 active projects across the country. Its work emphasizes transparency, operational efficiency, and results-driven management while aligning with the strategic and operational needs of its partners. Across the Southern Cone, UNOPS promotes sustainable development by enhancing national capabilities and supporting the delivery of high-impact, inclusive infrastructure.

Role Purpose

The purpose of this publication is to recruit a Project Management Support - Senior Analyst (Senior Specialist - Infrastructure Project Management), for the international technical cooperation agreement between UNOPS and the Municipal Secretariat of Urban Policy of Belo Horizonte for the “Sustainable Urbanization of the Izidora Region in Belo Horizonte”.

The project aims to coordinate sustainable urbanization work for the Izidora region, with replicability in other settlements with socio-environmental fragility, including issues related to housing, urbanization infrastructure, environment, sanitation, and public spaces.

Candidates who qualify in this process but are not hired for the aforementioned projects may be considered for similar positions in future UNOPS infrastructure-related projects.

The Project Management Support - Senior Analyst (Senior Specialist - Infrastructure Project Management) is responsible for the day-to-day operations of the project and provides services to various donors, partners, and beneficiaries. They must meet and exceed the organization's performance and delivery targets and deliver the products defined in the Project. It is required that, from the signing of the contract, the work be performed in person in Belo Horizonte during business hours.

O objetivo do projeto é coordenar trabalho de urbanização para região Izidora de forma sustentável com replicabilidade em outros assentamentos com fragilidade socioambiental, incluindo questões relacionadas à moradia, infraestrutura de urbanização, meio ambiente, saneamento e espaços públicos. 

Eventualmente, candidatos/as que se qualifiquem neste processo, mas não sejam contratados/as para os projetos acima mencionados, poderão ser considerados para postos similares em futuros projetos do UNOPS relacionados a infraestrutura. 

O/A Project Management Support - Senior Analyst (Especialista sênior - Gestão de projetos de infraestrutura) é responsável pelo dia-a-dia do projeto e fornece serviços aos diferentes doadores, parceiros e beneficiários. Ele/ela deve atender e superar as metas de desempenho e entrega da organização e apresentar os produtos definidos no Projeto. É exigido que a partir da assinatura do contrato, o trabalho seja realizado presencialmente em Belo Horizonte durante horário comercial. 


Functions / Key Results Expected

The Project Management Support - Senior Analyst (Senior Specialist - Infrastructure Project Management) will be responsible for technically coordinating ongoing urbanization, infrastructure, and building (housing and facilities) projects as needed. They will provide technical expertise and work under the direct supervision of the Project Manager. Their main responsibilities will be:

1. Project Implementation

  • Preparation and maintenance of project files, including internal and external project reports.
  • Managing information flows and overseeing exchange controls, risk records, and request management through the establishment of document control procedures.
  • Managing the delivery of signed work packages and/or cross-sectional project areas and assuming responsibility for their progress.
  • Coordination and liaison with the Project Manager regarding implementation progress.
  • Advising the Project Manager on any deviations from the plan and updating plans.
  • Working with the Project Manager to identify and manage risks.
  • Participate in personnel selection processes and regular team and coordination meetings.

2. Financial and Procurement Management

  • Monitor the project budget and financial expenditures, and all administrative procedures in line with the work plan.
  • Support the Project Manager by monitoring budgets, cash flow, and reporting on expense obligations to ensure the delivery of project products or commitments.
  • Alert the Project Manager to any financial deficits and overspending.
  • Propose budget revisions and initiate corrective actions when necessary.
  • Coordinate communications with suppliers, meetings, and reports as needed.

3. Project Monitoring and Reporting

  • Assist the Project Manager in preparing project reports and documents.
  • Ensure quality in project records and other supporting documents.
  • Manage the compilation, consolidation, and analysis of relevant project data.
  • Support the Project Manager in preparing project completion reports and ensure compliance with contractual obligations.

4. Stakeholder Coordination, Liaison, and Management

  • Support the coordination and management of internal and external communications (with the associate, other stakeholders).
  • Participate in meetings with the associate, other project stakeholders, UN agencies, NGOs, and other stakeholders as needed.

5. Knowledge Management and Innovation

  • Support the compilation of lessons learned according to the defined report format.
  • Ensure that local capacities are built at all levels and opportunities to support the project.
  • To contribute to the dissemination and exchange of best practices and lessons learned for planning and knowledge creation.
  • To contribute to expertise in tools and techniques.

Deverá fornecer conhecimentos técnicos e trabalhar sob a supervisão direta do Gerente de Projeto. Suas principais responsabilidades serão:


1. Implementação de projetos


  • Preparação e manutenção de arquivos de projeto, incluindo informes de projetos internos e externos.

  • Administrar fluxos de informação e supervisionar controles de câmbio, registros de risco e gestão de solicitações mediante o estabelecimento de procedimentos de controle de documentos.

  • Gerir a entrega dos pacotes de trabalho e/ou áreas transversais de projeto assinados e assumir a responsabilidade de seu progresso.

  • Coordenação e ligação com o/a Gerente de Projeto sobre os avanços da implementação.

  • Assessorar ao/à Gerente de Projeto de qualquer desvio do planejamento, e atualização de planos.

  • Trabalhar com o/a Gerente de projeto para identificar e gerenciar os riscos.

  • Participar nos processos de seleção de pessoal e nas reuniões regulares de equipe e coordenação


2. Gestão financeira e de aquisições


  • Monitorar o orçamento do projeto e gastos financeiros e todos os procedimentos administrativos em linha com o plano de trabalho.

  • Apoiar ao/à Gerente de projeto mediante o monitoramento de orçamentos, fluxo de caixa e informar sobre as obrigações de despesa para assegurar o cumprimento de entrega de produtos ou compromissos do projeto.

  • Alertar ao/à Gerente de Projeto sobre qualquer déficit financeiro e excesso de gastos.

  • Propor a revisão orçamentária e iniciar ações corretivas quando for necessário.

  • Coordenar comunicações aos provedores, reuniões e informes conforme seja necessário.


3. Seguimento e reporte de projetos


  • Assistir ao/à Gerente de projeto na preparação de informes de projetos e documentos.

  • Assegurar qualidade nos registros de projeto e outros documentos de suporte.

  • Administrar a recompilação, consolidação e análise dos dados relevantes do projeto.

  • Apoiar ao/à Gerente de projeto na preparação de informes de término de projeto e garantir o cumprimento das obrigações contratuais.


4. Coordenação, ligação e gestão de partes interessadas

  • Apoiar a coordenação e gestão das comunicações internas e externas (com o associado, outros interessados/as).

  • Participar em reuniões com o associado, outros stakeholders do projeto, agências da ONU, ONGs e outras partes interessadas, conforme seja necessário.


5. Gestão do conhecimento e inovação

  • Apoiar a compilação de lições aprendidas segundo o formato de informe defi nido.

  • Assegurar-se de que as capacidades locais se criam em todos os níveis e oportunidades para o apoio do projeto.

  • Contribuir para a difusão e para o intercâmbio de melhores práticas e lições aprendidas para o planejamento e a criação de conhecimento.

  • Contribuir para a experiência em ferramentas e técnicas.


Controle de Progresso

Os seguintes produtos devem ser entregues pelo contratado e verificados pela equipe do Projeto a respeito de sua adequação técnica:

  • Relatórios de progresso das atividades desenvolvidas;

  • Relatórios sobre o desenvolvimento de metodologia de acompanhamento de elaboração de projetos e respectivas oficinas de treinamento sobre o tema.

  • A bachelor's degree in Architecture is required. Registration with the professional council is also necessary.

Desirable:

  • A master's degree (academic, professional, or specialization) in Architecture, Urban Planning, or another relevant field will be considered an advantage.

  • At least 7 years of experience supporting the development and management of Urbanization projects with a focus on monitoring, reporting, development, and coordination.
  • Development of large-scale Urban Projects and/or land subdivision projects (portfolio required)
  • Planning, design, and/or construction in informal settlements
  • Development of projects for collective use buildings and/or housing complexes


Desirable


  • Work experience in multicultural environments or in United Nations system organizations in developing countries is desirable.
  • Experience in development or humanitarian contexts is desirable.
  • Experience in public administration, in bodies related to housing policy is desirable.
  • Knowledge of Environmental Licensing for Land Subdivisions is desirable.
  • At least 2 years of experience supporting the development and management of projects in areas of social interest, with a focus on monitoring, reporting, development, and coordination is desirable.
  • Experience with sustainable projects or with green technologies and nature-based solutions is desirable.
