MONGOLIA: CONSULTANT FOR THE FINALIZATION OF MONGOLIA NDC 3.0
PROJECT INFORMATION
Mongolia is currently in the final stage of preparing its Third Nationally Determined Contribution (NDC 3.0), which represents a critical milestone in advancing the country’s commitments under the Paris Agreement and operationalizing its long-term development vision, including Vision 2050. The NDC 3.0 builds upon Mongolia’s previous NDCs and reflects an increased level of ambition, including enhanced mitigation targets, strengthened adaptation priorities, and improved integration of climate finance, technology transfer, and capacity-building needs.
Following Cabinet-level endorsement in September 2025, MECC has been consolidating a wide range of technical inputs from sectoral ministries, development partners, and ongoing projects. These inputs span multiple complex areas, including greenhouse gas mitigation pathways, adaptation planning, climate finance needs assessment, MRV/ETF systems, and emerging carbon market mechanisms under Article 6 of the Paris Agreement.
However, the finalization of NDC 3.0 presents a significant technical and coordination challenge. The current draft requires further consolidation to ensure:
- Internal coherence and policy alignment across sectors and thematic areas,
- Consistency with national mid and long term policy frameworks, including Vision 2050, the National Adaptation Plan (NAP), and the forthcoming Climate Change Law,
- Robust and transparent institutional arrangements, including MRV/ETF systems and multisectoral coordination mechanisms,
- Clear articulation of climate finance needs and investment frameworks, which are essential for mobilizing international support and private sector engagement.
OBJECTIVE OF THE ASSIGNMENT
The overall objective of this assignment is to develop a coherent, implementation‑ready NDC 3.0 document that includes dedicated chapters on institutional arrangements, transparency and carbon market frameworks, the implementation architecture, and alignment with long‑term national strategies, while significantly improving the clarity, structure and usability of the document for decision makers and international partners.
Scope of work:
Conduct the necessary assessments and analytical work and prepare the following NDC 3.0 chapters/sections:
- Institutional arrangements for NDC implementation,
- Measurement, Reporting and Verification (MRV) and Enhanced Transparency Framework (ETF),
- Carbon markets and Article 6 framework, including linkages with the national carbon registry and authorization processes,
- NDC implementation framework (implementation modalities, sequencing of measures, indicative timelines, and monitoring and coordination mechanisms),
- Policy alignment and coherence with long‑term strategies, including Vision 2050, the National Adaptation Plan (NAP), and relevant sectoral strategies,
- Any additional cross‑cutting or synthesis chapter(s) needed to improve overall clarity, structure and usability of NDC 3.0,
- Translation between English and Mongolian.
DELIVERABLES
1. Inception report and detailed work plan
- Clarifies methodology, coordination arrangements with MECC, consultation plan, and detailed outline for the new/refined NDC chapters (institutional arrangements, MRV/ETF, carbon markets/Article 6, implementation framework, policy alignment, etc.
2. First complete draft NDC 3.0 (Mongolian) and draft new/refined chapters:
- Institutional arrangements chapter.
- MRV/ETF chapter.
- Carbon markets and Article 6 chapter.
- NDC implementation framework chapter.
- Policy alignment/long term strategies chapter.
3. Revised NDC 3.0 after consultations
- Updated NDC 3.0 in Mongolian reflecting comments from MECC, line ministries, stakeholders, and partners.
- Short consultation summary note capturing major changes and decisions.
4. Final NDC 3.0 package (Mongolian and English)
- Final, publication ready NDC 3.0 in Mongolian and English, including all agreed chapters and annexes.
- Submission and communication materials (executive summary/2 pager, draft cover/submission text to UNFCCC, and any agreed communication note for partners).

EXPERTISE REQUIRED
- Masters degree, or equivalent combination of relevant education and experience,
- Advanced degree in climate policy, environmental science, economics, or related field,
- Minimum 5–8 years of experience in climate change policy, preferably with NDC development,
- Strong knowledge of:
– UNFCCC processes (NDCs, ETF, Article 6)
– MRV systems and climate transparency frameworks
– Climate finance and implementation mechanisms
- Demonstrated experience in drafting high-level policy documents,
- Excellent analytical and writing skills in English and Mongolian,
- Experience working with governments and international organizations.
