the International Committee of the Red Cross (ICRC) and the 189 Red Cross Red Crescent National Societies.

Our vision is to inspire, encourage, facilitate and promote at all times all forms of humanitarian activities by Red Cross Red Crescent National Societies, with a view to preventing and alleviating human suffering, and thereby contributing to the maintenance and promotion of human dignity and peace in the world.

What we do?

Our humanitarian work is guided by our 7 Fundamental Principles and centred on our mission “to improve the lives of vulnerable people by mobilizing the power of humanity” and focused on four core areas: promotion of the Movement’s Fundamental Principles and humanitarian values; disaster response; disaster preparedness, and health and care in the community.

How we do it?

The humanitarian assistance we deliver is carried out by networks of volunteers, Federation staff and Red Cross Red Crescent-National Societies. Strategy 2020 is our current guiding frameworks to deliver humanitarian assistance for the decade until the year 2020. Through its strategic aims and enabling actions we seek to organize ourselves effectively and efficiently. The three strategic aims are:

  • To save lives, protect livelihoods, and strengthen recovery from disasters and crises.
  • To enable healthy and safe living
  • To promote social inclusion and a culture of non-violence and peace

The three enabling actions are:

  • To build strong National Red Cross and Red Crescent Societies
  • To pursue Humanitarian Diplomacy to prevent and reduce vulnerability in a globalized work
  • To function effectively as the International Federation of Red Cross and Red Crescent Societies

The Regional Office for the Americas is based in Panama City, in the City of Knowledge. One of our key deliverables is to strengthen and support the National Red Cross Societies of the region to help reduce vulnerabilities, preventing and mitigating disasters, enabling communities to be more resilient and fostering a culture of peace in the region. The Latin Caribbean Country Cluster Delegation (CCD) covers the following 3 National Societies: Haiti, Dominican Republic and Cuba.

The consultancy will prioritize support to the Latin Caribbean CCD in the operationalization and resource mobilization needs of the Hurricane Melissa Emergency Appeal in Cuba, where the IFRC and Cuban Red Cross are responding to one of the strongest hurricanes in the country’s history, which affected 100,000 people and compounded an ongoing arbovirus outbreak requiring multisectoral, resilience‑focused interventions. The Emergency Appeal outlines immediate humanitarian needs alongside early recovery and long‑term resilience priorities, including shelter, health, WASH, and community preparedness—following widespread damage to housing, infrastructure, and essential services across eastern provinces.

In parallel, the consultancy will provide targeted support to the Latin Caribbean Country Cluster Delegation (CCD) by strengthening resource mobilization, partnership engagement, and donor intelligence capacities, ensuring alignment across regional priorities and enhancing the CCD’s ability to leverage the Cuba operation as a strategic entry point for sustained investment in resilience and disaster preparedness across the Caribbean

Job Purpose

The purpose of this consultancy is to strengthen the IFRC’s resource mobilization capacity for the Emergency Appeal in Cuba by identifying, cultivating, and securing new funding opportunities that advance the region’s priorities particularly around health and its intersection with other thematic priorities.

Job Duties and Responsibilities

Key activities:

Donor Landscape and Funding Analysis:

  1. Review and update the resource mobilization plan and donor mapping exercise including donor trends analysis, priorities, pipelines and competitor positioning to identify high‑value opportunities for the IFRC and the Cuban RC.
  2. Based on the resource mobilization plan and donor mapping exercise draft identify priority donors engagement pathways with key messaging and narratives, as well as investment cases. This strategy should consider realistic funding targets, timelines, and outreach recommendations aligned with sub‑regional needs and IFRC strategic priorities.

Engagement Planning and Partnership Building

  1. Together with the CCD team and with technical guidance from SPRM team, develop the Humanitarian Needs Analysis for Cuba to kick-start the ECHO dialogue process in 2026 and prepare the necessary materials to conduct the dialogue with ECHO and IFRC membership.
  2. Based on the Resource Mobilization Strategy and as requested by CCD, develop pitch materials, propose follow-up actions which may include support engagement meetings, briefing preparation, talking points and strategic communication products.

Proposal Development and Pipeline Strengthening

  1. Support concept notes and proposal development in collaboration with technical teams, ensuring alignment with donor requirements and IFRC technical standards.
  2. Based on the dialogue with ECHO and IFRC membership, guide the design process of draft proposals for ECHO and a roadmap to complete a proposal by early 2027.
  3. Strengthen the EAs funding pipeline by identifying opportunities and matching them with the capacities and priorities of National Societies.

Job Duties and Responsibilities (continued)

Key Deliverables include:

  • Donor Mapping Report: An updated comprehensive analysis of donor opportunities for the Cuba response, with a focus on health, including recommendations and prioritization. It should also include recommendations to leverage opportunities at the sub-regional level.
  • Emergency appeal Resource Mobilization plan updated: clear, actionable strategy with targets, partner engagement pathways, and investment priorities for the remaining period of the EA. The final document should include:
    • Tailored engagement plans for at least 3 -5 high‑potential partners, including messaging, talking points, and recommended actions;
    • Donor‑ready materials such as one‑pagers and presentations tailored to the updated operational strategy of the EA.
    • One or two concept notes or funding proposals to different stakeholders developed with technical teams and National Societies prepared and/ or submitted.
    • It should also include recommendations to leverage opportunities at the sub-regional level.
  • Proposal package for engaging with ECHO: This includes drafting the Humanitarian Needs document to kick-start dialogue with ECHO and IFRC’s membership, coordination with PMER for the development of the needs assessment and a first draft of the proposal to be considered for submission under the next HIP round of allocation.
  • Monthly Progress and Final Report: A consolidated report summarizing achievements, lessons learned, recommendations for sustainability, and an updated donor pipeline.

Methodology

This consultancy can be carried out in Santo Domingo, Dominican Republic (preferred) or remotely and will operate under the technical guidance of the Strategic Partnerships and Resource Mobilization (SPRM) team in the Americas Regional Office, with overall supervision and coordination from the Latin Caribbean Country Cluster Delegation (CCD).

Timeframe

Starting May 15th until August 31st 2026.

Education

A degree in International Affairs, Social Sciences, or other relevant area.  - REQUIRED

Experience

The consultant should bring more than 5+ years’ experience in donor mapping, technical development of proposals or concept notes, stakeholder engagement, with the ability to work independently and meet tight deadlines. Experience developing proposals for ECHO is required.
