CONTEXTO ORGANIZATIVO:

Estos puestos han de cubrirse en la Sede, los despachos regionales y las oficinas en los países, y los titulares rinden cuentas a un Jefe de Dependencia, Jefe u Oficial de Adquisiciones. En este nivel, los titulares de estos puestos se ocupan de llevar a término una serie de procesos y actividades de adquisición que requieren un cierto nivel de interpretación de las directrices y prácticas estándar. Además, pueden recomendar líneas de acción directas al personal, y asignar tareas y prestar apoyo técnico a otros funcionarios.

     

FINALIDAD DEL PUESTO:

Ejecutar y aplicar directrices, procesos y procedimientos apropiados para sostener la prestación eficiente y eficaz de los servicios de compra.

RESPONSABILIDADES PRINCIPALES (lista indicativa y no exhaustiva):

1. Realizar actividades administrativas de compras de manera oportuna y eficiente, para ayudar al personal de categoría profesional en la adquisición de bienes y servicios para ejecutar operaciones eficientes sobre el terreno.

2. Recopilar datos y preparar y distribuir documentos, para apoyar programas y actividades operacionales en materia de compras que alcancen buenos resultados (p. ej., convocar licitaciones, evaluar las ofertas y negociar/adjudicar contratos), garantizando que se apliquen los procesos estándar.

3. Revisar, registrar y ordenar por prioridad las solicitudes de compra, velando por que se reciba toda la documentación justificativa y haya fondos disponibles, para hacer posible la adquisición de bienes y servicios.

4. Coordinar y supervisar la expedición de las solicitudes de compra, verificando la recepción y la inspección de los productos, y poniendo en práctica medidas de seguimiento para garantizar que los suministros lleguen a la Sede y a las operaciones sobre el terreno.

5. Buscar, recopilar y presentar información en formatos estándar, para poder tomar decisiones informadas y garantizar la coherencia de la información que se presenta a las partes interesadas.

6. Actualizar, gestionar y mantener bases de datos y registros pertinentes, para velar por que la información sea exacta, esté organizada, resulte accesible y responda a las obligaciones de presentación de informes.

7. Mantener el contacto con sus homólogos internos para sostener la armonización de las actividades de adquisición con programas más amplios y garantizar un enfoque coherente en la atención de las necesidades de asistencia alimentaria.

8. Proporcionar apoyo técnico y/o asignar trabajo a otros funcionarios de apoyo, con el fin de ayudarlos a llevar a cabo tareas estándar de conformidad con las normas y los plazos convenidos.

9. Aplicar las prácticas estándar de preparación en emergencias para ayudar al PMA a intervenir con rapidez y enviar los alimentos y los recursos necesarios a las zonas damnificadas al comienzo de una crisis.

EXPERIENCIA DESEABLE PARA DESEMPEÑAR ESTA FUNCIÓN:

• 5 años de experiencia laboral relevante.
• Experiencia en actividades de adquisición.

• Experiencia en la realización de análisis y elaboración de informes.

• Experiencia de trabajo diario con proveedores u otras terceras partes.

CUALIFICACIONES ACADÉMICAS ESTÁNDAR MÍNIMAS:


Formación: Finalización del ciclo de educación secundaria. Se valorará la presentación de un certificado de educación postsecundaria en la esfera funcional correspondiente.

Idiomas: Dominio, hablado y escrito, del idioma oficial de las Naciones Unidas que se utilice en el lugar de destino y del idioma hablado en el lugar de destino, si fuera diferente.
