This position is located in the Division of Field Operations (DFO) in the Department of Safety and Security. The Division of Field Operations is responsible for the management of field operations for safety and security and provides primary operational and technical support for field duty stations. The incumbent reports to the Director of DFO.
Responsibilities
Within delegated authority and under the overall supervision of the Director of DFO, the Deputy Director of DFO provides coordination, supervision and day-to-day management of the Regional Desks and other relevant teams under his/her supervision, and assists the Director in the strategic management of security operations in the field. They are also responsible for ensuring coordinated contingency planning and crisis preparedness and response. The incumbent: Assist the Director in the strategic management of field security operations at Headquarters and in the field: - development of and ongoing monitoring of the implementation of the Division's work plans, determination of priorities and allocation of required resources; - preparation of mandatory reports on achieving the Division's goals and implementation of its operational plans; - continuous evaluation and analysis of field security operations in order to identify emerging problems in a timely fashion, apprise the Director and recommend measures to improve the Department's field operations; - development and ongoing monitoring of implementation of the Division's performance indicators. Day to day management of the Regional Desks and other relevant teams under his/her supervision: - development and strengthening of the Division's Standard Operating Procedures and ongoing monitoring and review of their implementation; - ensuring that all sections within the Division operate in a timely, coordinated and consistent manner and that their outputs are of high quality; - ensuring that provisions of UN security policies are fully implemented by all sections within the Division. Contingency planning and crisis preparedness at Headquarters and in the field: - ensuring that the Division and its component teams conduct effective crisis preparation and planning; - preparation and maintenance of standard Operating Procedures in the areas of crisis management response and business continuity; - coordination of training activities for crisis management at Headquarters and in the field. - leads for DFO on engagement with teams in other divisions responsible for security policy, HR, finance, digital transformation, operational support and training and development. Support and development function: - Executive Office: DFO focal point and liaison for all administrative matters pertaining to headquarters and the field, including Human Resources, Finance and Budget, Travel, Supply and Asset Management. - Division of Specialized Operational Support/Specialized Services Bureau: DFO focal point and liaison for all entities within DSOS/SSB for policy, digital transformation, operational support, training, and developmental activities relevant to all DFO staff in headquarters and the field. - Leads DFO engagement on security policy. Performance management of units and individuals under his/her responsibilities. Ensures performance standards are met, supports staff in meeting performance standards, reviews, monitors and elevates such standards. Act as officer-in-charge for the Division in the absence of the Director. Perform other functions as required.

Education
Advanced university degree (Master’s degree or equivalent) in international relations; risk, disaster or emergency management; social/political science; public administration; law or related area. A first level university degree in the aforementioned areas with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen (15) years progressively responsible experience in security, international relations, disarmament affairs, conflict resolution, crime or terrorism prevention, risk or disaster or emergency management and preparedness, in public or private sector areas responsible for responding to emergency situations that directly impact security is required. Of the most recent ten (10) years, at least five (5) years of demonstrated experience in leadership and management of security risk management programmes and risk assessments in field locations, within the UN Common System or comparable international organization or nongovernmental organization at the international level is required. Experience in contingency planning and crisis management in dynamic and complex settings is required. Experience providing technical, policy and operational advice directly to senior officials on situations where insecurity impacts on humanitarian, development, or peace and security operations is required. A minimum of 3 years of experience in effective and inclusive management in a multi-cultural setting and of cross-functional teams is required. Experience in inter-agency or cross-functional coordination and stakeholder engagement is desirable.
