Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

UndertheoverallsupervisionoftheSupplyChainOfficeranddirectsupervisoroftheSupplyChain Coordinator,theincumbentwillberesponsibleforthefollowingduties:

Responsibilities

  1. Prepareandconsolidate allprocurement requisitionforms for CountryOfficeAdministration; verifytheyhavealltherequiredinformationandcomplywiththePurchaseAuthorizationMatrix and otheroffice instructions andobtain any necessaryadditionalinformation.

  2. Keep track of the Organization's assets in Costa Rica, organize the annual physical inventory,use the MAIA tool for scanning asset tags. Coordinate facilities maintenance, control supplies inventory(physicalanddigital).

  3. Coordinate insurance policies with the National Insurance Institute (INS), vehicles, technological equipment,furniture,andcivilliability.

  4. Review vendor invoices, prepare ISTwith Finance staff, the timely payment to suppliers/service providers.

  5. Follow up on the acquisition and control of mobile telephony, lines and equipment, control and process monthly paymentof public utilities (water, internet, telephones, ICE, etc. ).

  6. Keep trackof any contractual agreementsand informconcerned partiesfor timely renewal; monitor office supplies and service and prepare requisitions when required and coordinate withFinanceUnitthepaymentofutilitiesinvoicesbyOIPAApp

  7. Perform logistics tasks related to property and asset management, warehousing, insurance coverage,maintenance,andtransportation.

  8. Coordinate fleet operations activities including preparation of daily vehicle schedule, monitoringofvehicle logbooks,andcoordinationofvehiclemaintenance.Assist incoordinatingand monitoringtheworkofgeneralservicestaff,cleaningstaff,securityguards,driversandtheir agenda

  9. ProcessadministrativematterswiththeMinistryofForeignAffairsandCultureandtheMinistry ofFinance.Restrictedareasproceduresandpermits,atAERIS(CostaRicaInternational Airport).Coordinationandlogistics for international staffrelocating for work. Prepare paperwork at the National Registryon vehicles ofthe international staff and of theNationaland RegionalofficesinCR.

  10. Provideguidanceandtrainingtojuniorstaffintheunit.

  11. Actasthefocalpointforadministrativemattersincludingcoordinationsupportofadmin implementation, initiating requests, obtaining necessary clearances, following-up on, and closing administrative actions and procedures.

  12. Assist in the organization and preparation of meetings, seminars, conferences and workshops, both internal and external, in particular those to strengthening regional cooperation on migration governancethroughsupporttotheRegionalConferenceonMigration(RCM),including preparing notes, minutes, systematization of results and handling of logistic-related matters.

  13. Performotherdutiesasmaybeassigned.

Qualifications

Required Qualifications and Experience

Education

  • UniversitydegreeinBusinessAdministration,Accounting,Logistics,SupplyChainManagementorrelatedfieldfromanaccreditedacademicinstitutionwiththreeyearsofrelevantprofessional experience; or

  • Highschool diplomawithfiveyearsofrelevantprofessionalexperience

  • CertificationinProcurement,LogisticsorSupplyChainManagementisanadvantage

Experience

  • Experienceinprocurementandlogisticsandworkingwithvendorsandserviceproviders;

  • Experiencewithassetmanagementprocess;

  • ExperienceworkingwithIOM/UNProcurementandLogisticsRulesandProceduresisanadvantage

  • Experienceworkinginaninternationalorganisation anadvantage.
