Project Context and Scope
The Immigration and Border Governance (IBG) Unit at IOM Egypt supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include extensive training, equipment and infrastructure provision programme for different Ministry of Defence, Ministry of Interior, Ministry of Transport and Ministry of Finance departments mandated with border management in Egypt on various technical topics, policy support, initiatives related to International Migration Law (IML), rule of law, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), maritime law and SAR (Search and Rescue), countering-cross border crime, development and trade, legal identity (migrant registration, biometrics, travel document standards) and cross border cooperation with neighbouring countries in the above domains including implementation of international agreements in support of humane and orderly migration.
Under the project titled: “Integrated Migration Management – Fostering Migration Governance, Safeguarding Communities, and Ensuring Regular Pathways” under the Regional Migration Governance Programme (RMGP) funded by the Ministry of Foreign Affairs of the Kingdom of Denmark, IOM Egypt is implementing a series of interventions aimed at enhancing migration management to advance safe, orderly and rights-based migration in the Southern Mediterranean. This effort aims to support comprehensive migration governance and promote cross-border regional cooperation. Through enhancing data-driven decision-making and effective border management and supporting relevant national Egyptian institutions with capacity development to address smuggling of migrants and trafficking in persons.
Responsibilities
Under the overall guidance of the IOM Egypt Chief of Mission and the direct supervision of the IBG Project officer Programme Manager (Humanitarian Border Management)and National Project Officer, the Digitalization of Immigration and Border Management Procedures Consultant will design and deliver capacity building initiatives, targeted assessments, and technical guidance aimed at advancing digitalization of immigration and border management processes in the Egyptian context.
Design and deliver tailored technical workshops for Egyptian government officials, with a primary focus on the Ministry of Interior, addressing: Digitalization concepts and applications in immigration and border management; International experiences and good practices adapted to national priorities; and Practical use cases relevant to Egyptian border management operations.
Develop workshop materials, including presentations, case studies, and discussion tools, in coordination with IOM Egypt and national counterparts, as well as facilitate interactive sessions that encourage institutional dialogue, peer exchange, and practical problem-solving. The consultant should adapt international good practices and comparative experiences to the Egyptian legal, administrative, and operational context, avoiding one-size-fits-all approaches.
Work in close coordination with designated national and international consultants engaged by IOM Egypt, ensuring alignment of methodologies, timelines, and technical outputs, as well as support knowledge exchange and technical mentoring between international and national experts to promote sustainability and institutional capacity development.

Participate in joint technical meetings with IOM Egypt, national and international consultants and relevant Government of Egypt counterparts to validate findings, refine analyses, and ensure coherence across project activities, in addition to contributing to the consolidation of inputs from national consultants into unified technical recommendations and knowledge products.

Provide technical guidance on feasible, scalable, and secure digital solutions suitable for the Egyptian context, taking into consideration national legal and regulatory frameworks; data protection principles; and institutional mandates and operational realities.

Propose practical recommendations on tools and systems that may support immigration and border management procedures including digital case management and workflow systems; risk assessment and decision support tools; identity and document management solutions; and interoperable information sharing mechanisms.
Ensure that all proposed digitalization approaches and tools are tailored to the existing institutional landscape, operational capacities, and strategic priorities of the Government of Egypt, while taking into account existing systems, procedures, and infrastructure already in place; Ongoing or planned national digital transformation initiatives; and institutional mandates, human resource capacities, and change-management considerations.
Undertake relevant duty travel trips for the implementation of programmatic activities, as and when requested by their supervisor.
Any additional relevant tasks as requested by their supervisor.
Timely and comprehensive delivery of tasks outlined in an appropriate manner is key. Additionally, thorough monitoring and evaluation for each capacity building activity outlined will be conducted, in the form of pre/post questionnaires, final course evaluation form, and 30-minute focus group discussion with course participants. This ensures that feedback, recommendations, and learning outcomes are tracked across the activities to evaluate the performance and results of the tasks delivered.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in migration studies, international relations, Information Systems, security studies, Public Policy, or related field or social sciences and strategic studies, preferably with a focus on strategic and/or operational border management, or a related field from an accredited academic institution;
Experience
- 6 to 10 years of relevant professional experience in immigration and border management, digitalization of public sector systems, or related fields;
- Demonstrated experience supporting government authorities on digital transformation initiatives in migration or border management;
- Strong experience in organizing and/or delivering capacity building activities, specifically on immigration, border management, digitalization, development of national strategies, and other related fields of expertise;
- Strong knowledge of relevant international standards including International Migration Law and applicable international frameworks, data protection and privacy principles relevant to migration and border management systems, and rights-based approaches to migration management in line with IOM mandate, principles and operational frameworks.
- Proven ability to design and deliver technical training to different audiences;
- Experience in liaising with humanitarian and development partners as well as national authorities, police, border officials;
Skills
- Excellent writing skills, ability to explain clearly complex concept and adapt to diverse audience;
- Excellent organizational skills, ability to organize one’s own work, and ability to respect schedules and deadlines.
- Experience working with the United Nations is a valuable asset.
Languages
For this consultancy, English language is required, Knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
