UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has five key programme priorities: (1) Integrated Programming and Localization, (2) Women’s movement building through core grant making; 3) Policy and Research; 4) Economic Resilience and Women’s Empowerment and 5) Coordination, Access and Humanitarian Response. UN Women Afghanistan operates through its main office in Kabul and five sub-offices located in the provinces of Balkh, Bamyan, Herat, Kandahar and Nangarhar.
Within this framework, the Partnerships & Resource Mobilization Analyst (P2) supports the Afghanistan Country Office’s partnerships and resource mobilization portfolio by strengthening institutional partnerships, coordinating resource mobilization pipelines, supporting proposal development, ensuring systems integrity, and providing analytical support for strategic donor and partner engagement.
Reporting to the Partnerships & Resource Mobilization Specialist (P4), the Analyst works in close coordination with the Partnerships & Resource Mobilization Officer (P3) and programme teams to ensure timely, strategic, and well-coordinated engagement with UN entities, multilateral partners, pooled funds, private sector actors, and other strategic stakeholders.
Key Functions and Accountabilities:
1. Provide technical support to institutional partnerships management
- Lead day-to-day coordination with UN agencies, multilateral institutions, pooled funds, and private sector actors.
- Maintain structured communication, follow-up actions, and internal coordination workflows for partnerships.
- Identify opportunities for joint programming, strategic collaboration, and partnership expansion.
- Support relationship management with key external stakeholders to sustain strategic engagement.
2. Provide analytical support to resource mobilization pipeline management and partner intelligence
- Maintain and regularly update the office’s resource mobilization pipeline and opportunity tracker.
- Develop donor profiles, partner intelligence notes, and mapping tools to support strategic outreach.
- Analyze trends, funding opportunities, and engagement patterns to inform planning and decision-making.
- Generate periodic pipeline analysis outputs and strategic summaries for management review.
3. Provide coordination support to proposal development and submission processes
- Coordinate technical inputs from programme and operations teams for concept notes and proposals.
- Support drafting, consolidation, and quality review of proposals and partnership documents.
- Ensure consistency, coherence, and submission readiness of all resource mobilization products.
- Track proposal development timelines, responsibilities, and clearance processes.
4. Manage partnerships systems and agreements tracking
- Manage data integrity and tracking across DAMS, LEADS, QUANTUM, and other relevant systems.
- Lead tracking agreements with UN partners, multilateral institutions, pooled funds, and private sector actors.
- Support in maintaining Member State and institutional partnership records.
- Generate internal reports, dashboards, and summaries to support management oversight.
5. Provide donor engagement, reporting, and knowledge management support
- Prepare briefing notes, background materials, talking points, and engagement summaries for meetings.
- Track donor follow-up actions and ensure continuity of engagement across teams.
- Coordinate donor reporting inputs, timelines, and internal quality assurance processes.
- Develop dashboards, knowledge products, lessons learned, and process improvement tools.
- Contribute to internal knowledge sharing and continuous improvement of partnerships workflows.
6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Recruitment Qualifications:
Education and certification:
- Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 2 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes is required.
- Experience in development, planning, implementation, monitoring and reporting of programmes is required.
- Experience working in gender equality and women’s rights at the international level is desirable.
- Experience working in developing countries within the UN system, Agencies, Funds or Programs is desirable.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, QUANTUM is desirable.
Language Requirements:
- Fluency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
