The Strategic Communications, Outreach, Publications and Engagement division is a central function under the Office of the Director-General, which is responsible for driving a strategic, integrated and contemporary approaches to communications and storytelling that drives impact across our organisation and externally. The team provides central coordination, development of effective systems and processes, coordination of strategic and Pacific-led storytelling approaches, policies, procedures and impact-based communication actions. A central aim of the division is achieving visibility of SPC’s results – achieved in collaboration with our members and development partners – through improved media engagement and coordination within SPC.

The role – the Coordinator - Editing, Design and Rapporteuring will be responsible for coordinating editing, design and rapporteuring functions within SPC, to ensure the effective delivery of publishing projects and activities for the Pacific Community, including governance documents. This role is responsible for providing editorial due diligence and project management skills to the production of high-quality, timely, scientific and technical information and corporate documents in a range of formats (print and digital) and support for SPC governance meetings with rapporteuring.

The key responsibilities of the role include the following:

Editing, publications and rapporteuring services

  • Coordinating and tracking editing projects from conception to completion, in close collaboration with the Editing and Knowledge Officer and the designers within the Publishing Team. This includes liaising with client areas and collaborating with client programmes, authors and other partners
  • Assigning jobs (editing, editing project management, knowledge-management, design related tasks) efficiently
  • Managing and liaising with external freelancers as necessary and facilitating relevant financial processes
  • Supporting the coordination and maintenance of the Publishing Team’s workflow system/s, processes and databases

Publishing and design due diligence, editing and writing

  • Working to maintain SPC’s corporate integrity and public image, and the effectiveness of its work, through editorial due diligence for SPC publications and publishing processes
  • Structural and copy editing of publications (print, digital, online) to improve clarity, consistency and accuracy, and ensure they meet the needs of target audiences
  • Drafting corporate articles and other texts (e.g. annual report text, articles, brochures, meeting reports) to suit the required target group, and revising/rewriting documents

Rapporteuring

  • High quality live drafting of outcome documents, including during the drafting committee meetings
  • Consulting with key stakeholders for clarifications and feedback as necessary
  • Drafting any other relevant meeting documents in session
  • Post-session work: drafting the reports of proceedings, consulting with key stakeholders for clarifications and feedback as necessary
  • Use of digital transcription of meeting proceedings and relevant tools in support of their work

Team Management and Coordination

  • Supporting and training, as necessary, the team and supporting broader coordination
  • Providing professional and technical advice to programme staff in all SPC offices on publishing issues, including copyright, content quality, structure, style, choice of medium, translation requirements and distribution
  • Maintaining constructive relationships with programmes and staff across SPC

Key selection criteria

Qualifications

  • A Postgraduate qualification in linguistics, literature, journalism, languages, writing, editing, or equivalent editorial experience or equivalent body of knowledge and experience

Technical expertise

  • At least ten years’ experience in structural editing, copy-editing, proofreading and rapporteuring in a professional setting
  • At least five years' coordination and/or project management experience in a busy corporate, NGO/IGO or agency environment
  • Knowledge of publishing principles (writing, editing, graphic design, layout, printing, distribution, publishing context)
  • Expert command of English (written and spoken), English as a first language
  • Exceptional writing skills
  • Ability to work as part of a team and to coordinate team members’ contributions
  • Ability to work well under pressure
  • Ability to manage several tasks concurrently
  • Ability to provide advice sensitively and constructively to authors with differing levels of skill in the English language
  • Computer literacy and high competence in using various document editing functions

Language skills

  • Excellent communication skills

Interpersonal skills and cultural awareness

  • Knowledge of Pacific Island countries and territories is an advantage

Salary, terms and conditions

Contract Duration – This contract is budgeted for 6 months and is subject to renewal depending on funding and performance.

Remuneration – The Coordinator - Editing, Design and Rapporteuring is a band 11 position in SPC’s 2026 salary scale.

For a Noumea based position – a starting salary range of SDR (special drawing rights) 4,397-5,400 per month, which converts to approximately XPF 634,433-779,190 (USD 5,892-7,236; EUR 5,317-6,530). SPC salaries are not presently subject to income tax in New Caledonia.

For a Suva based position – a starting salary range of 3,245‒4,057 SDR (special drawing rights) per month, which currently converts to approximately FJD 10,028–12,535 (USD 4,349–5,436; EUR 3,924–4,905).  Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews.

Benefits for Staff in a position advertised internationally (EPAI) whose duty station is Noumea or Suva – SPC provides a housing allowance (or subsidised housing in Noumea) and will reimburse excess accompanied luggage of up to two additional bags. Airfares, medical and life insurance are available for eligible employees. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
