PROJECT INFORMATION
ASEAN-Korea Cooperation for Methane Mitigation (AKCMM) is a 3-year project to help reduce methane emissions in ASEAN countries. Funded by the ASEAN-Korea Cooperation Fund (AKCF), the project provides technical and financial support in the following four outputs:
- Developing enabling policies and institutions,
- Improving the measurement of methane emissions,
- Designing, financing, and implementing methane reduction projects, and
- Promoting regional dialogue and partnership
The AKCMM project period is from November 2024 to November 2027, with activities at the regional and national level. In Indonesia, the AKCMM project is implemented in cooperation with the Ministry of Environment (MoE), which serves as the ASEAN Working Group for Climate Change Focal Point for Indonesia. Based on the direction of the MoE, municipal solid waste (MSW) has been selected as the priority focus for AKCMM implementation in Indonesia, reflecting its significant contribution to national methane emissions.
OBJECTIVES OF THE ASSIGNMENT
The Term of Reference (ToR) are prepared under Output 2 of the AKCMM project “Improving the measurement of methane emissions”, which aims to strengthen Indonesia’s capacity to accurately quantify, report, and verify methane emissions. In this context, Measurement, Reporting and Verification (MRV) refers to tracking and documenting emissions levels to ensure reliable and transparent national greenhouse gas (GHG) inventories.
Indonesia has established a national greenhouse gas (GHG) inventory system, SIGN SMART, which compiles emissions data across sectors. While the system has been operational for several years, continued capacity-building support is required to ensure its effective and consistent use at the subnational level. In particular, there is a need to strengthen the capacity of local government officials, both as a refresher for existing users and as an introduction for newly assigned personnel.
In coordination with the Directorate of GHG Inventory and MRV in MoE, a series of SIGN SMART training sessions is planned, tentatively scheduled for June and to be delivered in selected regional locations. These may include, among others, Pontianak and Banjarmasin (Kalimantan region), subject to final confirmation. Participants may include representatives from provincial and city/regency governments within the respective regions.
The training is planned to be delivered in person with a hybrid format applied if necessary. Each training session is expected to be conducted over a maximum of three days, with up to 50 participants. All training materials and delivery will be conducted in Bahasa Indonesia. Resource persons may be drawn from relevant government institutions and from GGGI’s existing individual consultants.
The training will cover key aspects of GHG inventory development and MRV systems, including relevant policy frameworks at subnational and national levels. It will also provide practical guidance on the use of SIGN SMART, such as setting inventory boundaries, identifying and managing data sources, and applying quality control (QC) procedures. Selected sectoral topics will be covered with particular emphasis on the waste sector. In this context, a dedicated session will be included to present and discuss findings from waste sector data previously collected in SIGN SMART, based on a prior review by the resource person.
GGGI seeks to engage an individual consultant (the “Consultant”) to support the preparation and delivery of these training activities, in accordance with the scope of work outlined below

Preparation of training plan, materials, and stakeholder engagement
- Develop a training plan covering travel arrangements, training schedules, resource person availability, and alignment with local government schedules.
- Coordinate with local governments on training arrangements, including venue preparation, issuance of invitation letters, and participant registration.
- Arrange required logistics for resource persons, including transportation (flight tickets), accommodation, and vehicle rental.
- Coordinate with resource persons in the development of training materials, ensure compilation of all final materials, and arrange translation into English.
- Design pre- and post-training assessments to evaluate participant learning outcomes, in line with AKCMM project requirements.
- Facilitate and coordinate with local governments and resource persons throughout the training sessions to ensure effective delivery.
- Manage the day-to-day implementation of training execution in accordance with the agreed training plan, including ensuring smooth execution of the agenda, guiding discussions, maintaining participant attendance records, conducting pre- and post-training assessment surveys, and supporting resource persons during delivery.
- Support the preparation of a training summary report, documenting implementation progress, key outputs, and outcomes.
- Compile and analyze participant feedback, including pre- and post-training assessments where applicable.
- Document key lessons learned, challenges, and recommendations to inform future capacity-building activities.
DELIVERABLES AND PAYMENT SCHEDULE
This assignment is expected to start May 2026 and will be completed in 4 months.

Note:
*The organization of the training events, including the provision of meeting venues and catering, will be arranged in coordination with GGGI and relevant local governments, and may be supported by either party as appropriate. All costs related to the Consultant’s participation, including but not limited to domestic travel (airfare and local transportation), accommodation, daily allowance, and other incidental expenses, shall be the responsibility of the Consultant and inclusive in the contract.
The Consultant’s contract fee shall be inclusive of all costs associated with resource persons from MoE, for a maximum of three persons per training event: travel cost (airfare), local transport, airport transfer, honorarium, and per diem aligned with the latest Indonesia’s regulation.

Please note that only shortlisted/finalist applicants will be interviewed or contacted. GGGI does not pay for any expenses associated with the interviews unless expenses are pre-authorized. Reference check will be conducted on those candidates selected for an interview. Professional Competency (40 points):
- A master’s degree in environmental science, social sciences, communication, public administration, or other relevant studies. A bachelor’s degree in the same fields is acceptable if accompanied by a minimum of 8 years of relevant professional experience.
- Minimum of 5 years (for master’s holders) or 8 years (for bachelor’s holders) in supporting or facilitating capacity-building activities, such as workshops, stakeholder consultations, or training sessions.

Technical Knowledge (30 points):
- Basic understanding of subnational climate policies and the role of local governments in GHG inventory development.
- Experience in designing training plans, including the development of pre- and post-assessment training surveys.
