The Eastern and Southern Africa Regional Office (ESARO) provides strategic direction, technical support, and operational oversight to Country Offices in the region. ESARO supports the implementation of UN Women’s strategic priorities and ensures effective programme delivery and operational compliance across the region.

Reporting to the Regional HR Business Partner, the Human Resources Analyst supports the effective execution of human resource planning, recruitment, reporting and HR administration ensuring alignment with UN Women’s policies and compliance standards. The role promotes a client-focused and collaborative approach, partnering with Programme and Operations teams across the Regional and Country Offices to attract, assess, and onboard high-quality talent while contributing to a positive candidate and staff experience.

Scope of Work

Ensure implementation of HR policies and strategy in compliance with UN rules and regulations, UN Women policies, procedures and strategies:

  • Provision of staff guidance on Staff Rules and Regulations;
  • Provide guidance and policy interpretation to support timely and defensible staffing decisions;
  • Support HR audits, including assessing the scope and contributing appropriate responses to audit exercises, and implement the resulting recommendations.

Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations, and HR policies and guidelines:

  • Manage recruitment and selection processes in coordination with hiring managers that include drafting job descriptions and vacancy announcements, screening candidates, organizing, and participating in the interview panels and recommending recruitment strategies;
  • Provide guidance to Hiring Managers on selection approaches, job descriptions, vacancy announcements, and selection criteria to ensure alignment with organizational requirements, workforce plans, and applicable HR policies;
  • Ensure recruitment and selection processes are appropriately documented for submission to Central Review Board (CRB);
  • Coordinate the job reclassifications and position creation processes;
  • Development and management of rosters;
  • Track and analyze recruitment performance indicators, diversity targets, and staffing trends across the region, and prepare periodic recruitment status reports.

Effective position management, workforce analytics and reporting:

  • Collect and verify internal data on human resource matters to contribute to the development of different HR reports and presentations;
  • Participate in the workforce planning activities through provision of inputs and implementing management decisions; 
  • Liaise with HQ teams and finance teams to validate funding sources, budget allocations and alignment of personnel budgets to ensure accurate costing;
  • Facilitate timely contract/position management actions, in close coordination with Hiring Managers and supervisors;
  • Maintain complete, accurate, and audit‑ready documentation for all position‑related and budget‑linked actions.

Provide HR capacity building and knowledge sharing:

  • Identify capacity gaps, design and provide training for clients (hiring managers, programme associates, etc) on key HR processes such as recruitment and consultant management;
  • Provide technical capacity building to the Regional HR Community of Practice;
  • Represent UN Women as required in HR inter-agency initiatives.

Minimum Qualifications

Education and Certification:

  • Advanced (Masters) University Degree in Human Resources, Business Administration, Psychology, Organizational Development, Public Administration, or other relevant social sciences;
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • 2 years of progressively relevant experience in human resources management with a focus on workforce planning, recruitment, talent management and contract administration is required;
  • Work experience with an international multicultural organization is required;
  • Work experience within the UN system is desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required;
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages:

  • Fluency in English is required;
  • Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
