Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.

Background

Within UNDP, the Office of General Operations (OGO) provides the essential operational services that enable UNDP to function effectively across all locations. Its core responsibilities include the global management of UNDP premises and assets, travel and fleet services, insurance coverage, corporate cards, and a broad range of transactional business services at Headquarters in New York.
The office monitors global asset data to ensure accurate financial reporting and oversees the issuance of corporate purchasing cards for colleagues worldwide. Within OGO, the Business Solutions Team provides transactional support across project management, micro-purchasing, logistics, finance, contract and asset management, insurance, premises oversight, human resources, and resource planning.
Under the general guidance and supervision of the Business Solutions Analyst (NOB), and with the substantive guidance of the respective functional Units, the Logistics Analyst will interact closely with units in the delivery of efficient operations services. The Logistics Analyst will monitor compliance and execute requests in the areas of procurement support, micro-purchasing, asset management, event planning, information management and technology, and sourcing.
As the Logistics Analyst, he/she will identify bottlenecks in implementation in the areas of focus and recommend solutions for improvement of service
Duties and Responsibilities
Being a part of the Business Solutions Team, the Logistics Analyst will support OGO daily operational activities. Results will be achieved through the following scope of work:
Provision of Procurement Support
- Prepare, review and post requests for requests for requisitions, purchase orders and receipts while adhering to internal control policies.
- Review and assist in the preparation of procurement plans to ensure they are fully documented.
- Assist with premises supplier contract renewals.
- Add, remove and maintain supplier details on request.
- Process purchase order closures when required.
Ensure Micro-Purchasing
- Assess the proposed method of procurement applied ensuring appropriateness with required services as per TOR specifications and in accordance with the sourcing strategy;
- Advocate for micro-purchasing option when applicable as an alternative for lowering transactions costs. Monitor micro-purchasing policy across units ensuring risks are mitigated as much as possible.
- Perform a quality check on supporting documentation related to micro-purchasing, e.g. forms, notes to the file ensuring that they are complete and that the procurement activities proposed are measurable, timely and adequately support the needs of the units.
Ensure Event Planning and Management
- Manage and oversee events. Focal point for events in planning for major events scheduled from the various units in a timely manner and organizing for logistics, considering elements such as venue, location, staff resources needed (e.g. IT support) and costs;
- Negotiate with external providers for best value for money for services provided, such as, venues;
- Establish an events calendar coordinating with units to provide most recent detail information.
- Ensure wide circulation and constant updates. Alerts supervisor when there are complex scheduling conflicts and when resources are constrained or exceeded beyond the established norms.
- Evaluate events executed for quality, delivery and budget cost criteria. Present a proposal to supervisor with areas of improvement.
- Apply best practices in event planning and management from within the UN system or private sector.
- Maintain peer network of events managers for learning and knowledge sharing.
Support to Asset Management
- Provide guidance on fixed asset management following UNDP rules and policies related to assets management.
- Coordinate BMS physical assets verification exercise; prepare certification reports accordingly for inventory count.
- Review BMS asset registers for assets disposal; ensure assets disposal is in accordance with assets’ disposal guidelines which includes CAP or ACP review, entries in Quantum and update of inventory data;
- Generate asset reports in Quantum for monitoring, management decision making and audit. To ensure reports accuracy, ensure that assets focal points have tagged assets and coordinate activities with GSSC that “capitalization” of assets is done in Quantum in accordance with IPSAS Asset management module;
- Train managers and staff on asset management policies, strategies and approaches.
Ensure Office Space Management
- Consolidate and synthesize office space requirements in collaboration with units;
- Execute efficiently to office space requests in accordance with approved plans;
- Maintain an update the log of office space requirements, Coordinate with building maintenance on office space adjustments.
- Provide communication feedback to managers when office space requirements are not accommodated.
Drive Team Performance
- Monitor and report on volume of services provided, client feedback, and performance of the unit against key performance indicators.
- Propose improvements in procedures, approaches and guidelines based on lessons learned and client feedback.
- Collaborate and share information with all personnel within the team and with administration support.
- Update GO intranet / sharepoint site with updates as requested
- Assist with the management and maintenance of the Fleet Management
- Arrange mail and courier deliveries and assist with the management of incoming UN pouch deliveries
- Assist with protocol services such as grounds pass approvals and employment authorizations
- Assist with IDAM requests
Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).
- Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.

Required Skills and Experience
Education:
- Advanced university degree (master's degree or equivalent) in Finance, Business Administration, Management, Public Administration, Logistics or related field is required. Or
- A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
- CIPS level 3 is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage
Experience:
- Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in public sector procurement management, administration or logistic support
- Proficiency in MS Office Suite, in particular, Excel, applications
- Experience supporting operational or administrative processes
- Experience in event management
- Proven hands-on experience in procurement process and procedures
- Demonstrated experience in office space management
- Demonstrated experience in fixed-assets management as well as non-asset management
- Experience using ERP systems
- Experience working with UNDP or another UN organization
Language:
- Fluency in English (Written and verbal) is required.
- Working knowledge of French and/or Spanish is an asset
- Working knowledge of German is an asset.
