The Secretariat of the WTO is seeking to fill a Digital Learning Technology Specialist position in the Institute for Training and Technical Cooperation (ITTC).

The Institute for Training and Technical Cooperation (ITTC) designs coordinates and implements trade-related technical assistance activities and training, through a variety of programmes.  The WTO's e-Learning programme is a cornerstone of WTO TA strategy.

Within the e-Learning Unit, the Digital Learning Technology Specialist supports the technical operation, development, and expansion of the WTO’s e‑Learning programme. The incumbent ensures the reliability of the Learning Management System (LMS), fosters participation and learner engagement across the programme, contributes to platform connectivity, security and interoperability, and assists in designing high-quality digital learning experiences. This role requires close collaboration with IT services, external hosting providers, instructional designers, multimedia specialists, and subject-matter experts.

GENERAL FUNCTIONS

Under the supervision of the Head of Unit, the incumbent will perform the following duties:

LMS Operations, Participation Monitoring, & Technology Support

  • Configure and administer LMS features including courses, permissions, enrolments, authentication, dashboards, cohorts, reports, audiences, and virtual classroom spaces.
  • Troubleshoot LMS issues and coordinate with IT or external hosting providers on LMS enhancements, updates, maintenance, plugin adjustments, security considerations, and technical escalations.
  • Monitor enrolments, participation rates, and learner progress across the programme.
  • Apply engagement-oriented features to training courses such as badges, certificates, points, challenges, and other gamification approaches.
  • Prepare data-informed reports on participation, engagement, and overall programme trends.
  • Oversee the programme’s Help Desk function, responding to learner queries, resolving issues, and documenting recurring challenges.
  • Maintain clear and updated FAQs and self-help materials to reduce repetitive queries.

LMS Technical Integration, Connectivity & Interoperability

  • Support the integration of the LMS with other organizational systems, ensuring secure and accurate data flows between them.
  • Ensure compatibility with standard e-learning formats such as SCORM, xAPI, and LTI to enable the use of external tools and content.
  • Support testing of new integrations, workflows, and technical features prior to release.
  • Contribute to long-term planning for how systems, data, and platforms can scale and evolve in support of the e‑Learning programme.

Innovation, AI Integration & Learning Technology Enhancement

  • Evaluate, test, and pilot adoption of emerging learning technologies, digital learning tools, plugins, and platform developments, including AI-enabled solutions that automate routine tasks, enhance content creation, analytics, learner support, and workflow efficiency.
  • Contribute to defining the ethical and transparent use of AI in the programme.
  • Deliver training and demonstrations to staff and SMEs on new tools, LMS features, and digital learning practices.

Digital Content, Virtual Classroom & Learning Experience Support

  • Design and configure virtual classrooms for synchronous and blended training.
  • Contribute to course development by supporting module structure, learning pathways, online activity design, and multimedia development.
  • Upload, configure, and test e-Learning modules (SCORM/xAPI), quizzes, videos, and learning resources.
  • Provide UX and graphic design support to improve course presentation, platform navigation, and overall learner experience.
  • Ensure compatibility across browsers, devices, and learning standards.
  • Review platform performance and user behaviour insights to propose UX‑oriented improvements.

REQUIRED QUALIFICATIONS

Education:

An advanced university degree, preferably in educational technology, information systems, computer science, learning sciences or related field.

Alternatively, a basic university degree, theoretical knowledge and/or proven professional expertise equivalent to an advanced university degree level in a discipline relevant to the position may be considered.

Knowledge and skills:

Technical knowledge and skills:

  • Strong functional experience as administrator of Moodle/Moodle Workplace and other modern LMS used for delivering online training (e.g. Canvas, Blackboard, Open edX, Cornerstone, Totara).
  • Experience in designing and developing LMS-based learning experiences to enhance learner engagement.
  • Knowledge of digital learning integrations, including APIs/web services, SSO (SAML, OAuth2/OpenID Connect), and SCORM/xAPI/LTI.
  • Understanding of AI in digital learning: content generation, analytics, basic automation, personalization, and emerging AI tutor capabilities.
  • Knowledge of cybersecurity, data privacy, user access control, and content integrity.
  • Ability to configure dashboards, analyse learning metrics, prepare reports, monitor participation, encourage progress, apply engagement tools, and interpret data for programme improvement.
  • Ability to apply UX principles to improve learner journeys, navigation, clarity of course structures, and overall usability of digital learning environments.
  • Experience in preparing user documentation and delivering training sessions.
  • Capacity to collaborate effectively with IT teams, hosting providers, developers, instructional designers and subject-matter experts.
  • Demonstrated programming skills in at least one relevant language (e.g., JavaScript, Python, SQL, or other scripting languages).
  • Desirable skills include instructional design, graphic design, digital learning experience design, or multimedia production.

Work experience:

  • Minimum of three years of experience in digital learning technologies, operations, or platform support using any LMS environment, preferably in the context of adult learning.
  • Experience contributing to system integrations or connected digital platforms.
  • Experience with AI-enabled learning tools or analytics is an asset.
  • Experience in producing guidance materials or delivering training.
  • Multimedia, graphic design, virtual classroom design, UX-related experience is desirable.
  • Relevant experience in international organizations and/or multicultural contexts is a distinct advantage.

Languages:

Excellent knowledge of English. Good working knowledge of French or Spanish would be an asset.

The initial fixed-term contract for positions up to grade 10 shall normally be two years, which shall be probationary, as per Administrative Memorandum No. 997 (OFFICE(23)/4) on Probation Policy. The WTO may use various communication technologies such as video or teleconference for the assessment and evaluation of candidates. The recruitment process may also involve the use of various forms of testing, assessment centres, interviews and reference checks.
