Organizational Setting and Reporting Relationship
The position is assigned to the Digital Workforce and Vendor Services Division (ITDW) of the Information Technology Department (ITD). You will be based at ADB's Afghanistan Resident Mission (AFRM) in Kabul, Afghanistan.

You will report to Director, ITDW and designated Technical International Staff at ADB Headquarters in Manila, Philippines and will coordinate leave plans with designated Technical International Staff in AFRM. You may also be asked to report to the Senior Technical Local Staff in another location.


Your Role
As an IT Analyst (Workforce Services), you will serve as the primary IT focal point in AFRM, ensuring efficient delivery of IT services through analytical, technical, and administrative support. You will work with other ITD teams to implement technology solutions aligned with the RM's requirements, promoting digital transformation, and new ways of working.


You will:

  • Ensure the reliable operation of RM IT services, including end-user services (laptops, printing, etc.), IT Infrastructure (LAN, ISP, data center, etc.) and ADB standard applications and tools.
  • Monitor and report on ICT installations, maintenance, enhancements and upgrades to services, systems, infrastructure, and facilities based on agreed service level agreements and relevant ADB policies.
  • Coordinate IT service delivery through the ADB IT Service Desk as first level support. Manage escalations and provide deskside assistance for hardware, software, connectivity, and collaboration tools, including support for meetings, events, and HQ missions.
  • Represent the FO IT user perspective by consolidating requirements and improvement opportunities, and providing structured input to ITD on solution design, enhancements, and related activities.
  • Support the delivery, communication, and adoption of ICT products and services to AFRM by coordinating with ITD teams and local service providers.
  • Help with IT asset management and inventory and provide inputs to FO IT budget planning.
  • Promote secure and resilient IT operations, including guidance on user training and data security practices and support for business continuity and disaster recovery arrangements.

Qualifications

You will need:

  • Bachelor's degree in IT, engineering, or computer science or relevant fields.
  • At least 5 years of relevant work experience.
  • Experience troubleshooting IT end-user and infrastructure hardware and software (MS 365, etc.)
  • Experience in vendor and contract management.
  • Certifications in IT Infrastructure Library (ITIL), Microsoft Certified Professional, Cisco, and other relevant programs is preferred.
  • Experience in keeping track of IT assets and IT inventory assigned to AFRM.
  • Experience in an IT service desk ticketing tool, particularly ServiceNow.
  • Proficient in collaborating effectively with colleagues in hybrid work mode.
  • Good oral and written communication skills in English.

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Afghanistan.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
