The Position:
Based in Kyiv
The Programme Analyst on Gender based Violence is located in the UNFPA Country Office in Kyiv, Ukraine and reports to the GBV Programme Manager. The GBV Programme Analyst organizes, manages and implements activities and tasks related to the work and implementation of the UNFPA led GBV prevention and response programme.
Based in Dnipro
The Programme Analyst on Gender based Violence is located in the UNFPA Dnipro Field hub and reports to the Humanitarian and Recovery Coordinator, East Hub, with ongoing technical oversight by the Kyiv Based GBV Programme Manager. The GBV Programme Analyst organizes, manages and implements activities and tasks related to the work and implementation of the UNFPA led GBV prevention and response programme across the Humanitarian-Development-Peace Nexus. This position is based in Dnipro with frequent travel to other field locations.

Job Purpose:
- Working within the Country Office (CO) environment, under the supervision of Humanitarian and Recovery Coordinator, under the supervision of GBV programme manager (Kyiv based position) East Hub, with ongoing technical oversight by the Kyiv Based GBV Programme Manager (Dnipro based position), the GBV Analyst supervises the day-to-day work of all Programme Associates and consultants supporting UNFPA work on GBV in the target regions and municipalities and is one of the key programme team members, playing a vital role in providing guidance, ensuring smooth planning, implementation, and monitoring of programme activities. S/he ensures that all activities are carried out in accordance with the UNFPA rules and procedures as well as donors’ requirements. S/he is responsible for contributing to the achievements of programme objectives and quality management throughout the programme life cycle.
- The humanitarian-development-peace nexus is now a recognized approach, especially in the high-risk settings of the crises. UNFPA supports comprehensive whole-of-system response, including greater cooperation and complementarity among development and humanitarian action, is fundamental to most efficiently and effectively addressing needs and attaining the Sustainable Development Goals.
- S/he will be directly engaged into the implementation activities to reach the outcomes and make the impact in line with the new Country Programme for Ukraine, in particular in the following Outputs:
- Output 1: Enhanced national and subnational institutional capacities to develop and implement evidence-driven legislation, policies, programmes and accountability frameworks to ensure barrier-free access to services and more resilient and better targeted GBV (including CRSV) prevention and response services.
- Output 3: Enhanced institutional capacities at the regional and municipal levels to provide high-quality, comprehensive GBV and SRH services tailored to the needs of vulnerable population groups.
- Output 4: Enhanced institutional capacities of municipal authorities and local civil society organizations to integrate youth-led initiatives, men-engagement and gender transformative approaches to develop and implement programmes aiming at community recovery, resilience and social cohesion (in particular in GBV prevention area).
- S/he works in a client, quality and results-oriented manner in close collaboration with all GBV Prevention and Response Programme personnel, other units of the UNFPA Country Office (CO) and UN Agencies, to exchange information and to ensure smooth Programme functioning in line with the approved work plan, indicators and milestones (Program Results Framework (PRF).
You would be responsible for:
- In collaboration with Government counterparts, NGOs and other partners contribute substantively to the formulation and design of the country programme within the framework of humanitarian response, recovery and development, in line with Government priorities and in accordance with UNFPA programme policies and procedures. Ensure quality of programme/project design, incorporating lessons learned, newly developed policies and best practices, implement and maintain established monitoring tools to ensure quality of project delivery.
- Conduct substantive analysis of GBV trends to inform the development of technical guidance and response, harmonizing guiding frameworks with international standards such as IASC guidelines and UNFPA policies, while drafting and reviewing technical documents and policy briefs under the guidance of the Programme Manager, strategies and systemic tools, designed to enhance institutional capacity of counterparts, including the government counterparts.
- Providing technical support to national counterparts to implement sustainability plans by facilitating the institutionalization of GBV services within national, oblast and municipal governance structures.
- Support coordination across humanitarian and recovery frameworks to ensure a seamless transition of UN-supported emergency interventions to national and local authorities, including support for inter-agency coordination by preparing technical minutes, tracking action points, and managing information flow..
- Coordinating GBV Program implementation at national and subnational (regional, municipal) levels, compiling and analyzing information relevant to the UNFPA’s role in the humanitarian and recovery documents and work plans; and preparing tables and statistical data;
- Interpreting and applying Programme activities, establishing ways to systematically assess achievement, identifying and reporting implementation bottlenecks and suggesting technical solutions to management; conducting field visits providing necessary support and coordination to the Programme Associates,consultants and implementing partners, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports on the humanitarian response and recovery efforts towards a long-term development strategy;
- Expedite and coordinate project implementation establishing collaborative relationships with executing agencies, experts, private sector, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of humanitarian personnel.
- Analyse and interpret the environment relevant to gender-based violence, including Domestic Violence and CRSV, and identify opportunities for UNFPA assistance and intervention.
- Drafts progress reports required by donors and UNFPA; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
- Create and contribute to a substantive knowledge based platform of gender-based violence issues in the country, assesses technical assistance needs in these areas and advises on the suitability of programmes and related interventions to meet these needs.
- Proactively and substantively support and implement relevant, high-impact advocacy activities and campaigns with key partners, including contributing to development and launch of the national level Government-led information and awareness raising campaign on GBV response and prevention;
- Support capacity development activities of the psychosocial, health and legal service providers in the regions to deliver integrated survivor-centered GBV services;
- Support the development of evidence-based programming, including through research activities; analyse and interpret data; and contribute to the generation of an evidence base for programme design, implementation, and reporting. Provide technical expertise on data and evidence generation to inform resource mobilization efforts;
- Support in implementing knowledge management strategies and analyzing ongoing experience to capture lessons learned and best practices, sharing these with management for future planning;
- Assist advocacy and resource mobilisation efforts of Country Office by preparing relevant documentation (i.e. project summaries, project proposals, conference papers, speeches, donor profiles, and participating in donor meetings and public information events).
- Develop factsheets, briefing materials, infographics, and presentations for public information, advocacy and resource mobilisation purposes.
- Maintain and update a database of partnerships and track engagement activities with national institutions for advocacy for ICPD agenda through national institutions, networks, alliances and coalitions. Monitor and keep updates on existing and potential partnerships. Follow through and ensure that recommendations and action points agreed to are addressed.
- Prepare and manage relevant budgets which includes overview of requisition, purchasing and receipt of goods/services.
- Monitor expenditures to ensure delivery is in line with approved budgets and to realise targeted delivery levels.
- Ensure the timely and accurate reporting of financial and programmatic information.
- Manage assets that have been procured by the UNFPA and supplied to the implementing partners; ensuring that they are put to proper use.
