The Position:
The Programme Analyst on Sexual and Reproductive Health is located in the UNFPA Ukraine Country Office (CO) and reports to the Head of Sexual and Reproductive Health Unit. The Programme Analyst on Sexual and Reproductive Health substantively contributes to the effective delivery of the SRH components of the country program.

Job Purpose:
The Programme Analyst on Sexual and Reproductive Health substantively contributes to the effective implementation of UNFPA activities in the areas of sexual and reproductive health. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.
You would be responsible for:
- Coordinates the results-based planning, the timely and effective implementation, monitoring, and reporting of UNFPA SRH programmes in the CO, whether stand-alone UNFPA programmes or in the context of joint programming with other agencies, ensuring alignment with the UNFPA Country Programme and UN Sustainable Development Cooperation Framework (UNSDCF).
- In collaboration with Government counterparts, NGOs and other partners, contributes substantively to the implementation of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Ensures quality of SRH programme design, incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.
- Analyzes and interprets the political, social and economic environment relevant to sexual and reproductive health and rights and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
- Expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
- Provides technical support to the development of relevant advocacy and policy documents to strengthen SRH and rights (SRHR) programming, including in maternal health, family planning, adolescent SRH, HIV, health sector response to GBV, and others.
- Helps create and document knowledge about current and emerging sexual and reproductive health and rights issues, by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.
- Assists advocacy and resource mobilization efforts of CO by preparing relevant documentation, i.e. project applications, project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.
- Promotes innovation, knowledge sharing, and replication of good practices across SRH partners across sectors and across contexts.
Qualifications and Experience:
Education:
- Advanced degree in medicine, public health and/or other related social science field.
Knowledge and Experience:
- At least two (2) years of relevant experience working in SRH implementation, preferably including in a complex, volatile, humanitarian context.
- Ability to engage government and non-governmental partners professionally and collaboratively, while maintaining a neutral attitude
- Proven records of facilitation and excellent training skills
- Excellent programme management skills, including organizational and time-management skills, IT literacy / basic computer skills, and proven experience in programme / budget management and monitoring. Experience working through Implementing Partners and establishing / managing remote monitoring systems an asset.
- Excellent communication and interpersonal skills
- High resilience and coping with stress abilities. Capability of delivering results on time, even under stress and in fast-moving environment.
- Strong analytical and problem-solving skills.
- Previous experience in the UN or with UNFPA is an asset.
- Familiarity with the context (norms, culture, language) in the duty station is an asset.
Languages:
- Fluency in English and Ukrainian; knowledge of other official UN languages is desirable.
