The Position:

Within the Programme Compliance and Quality Assurance Unit (PC&QAU), the Programme Analyst supports programme monitoring, reporting, and compliance processes across UNFPA Ukraine’s portfolio. The role contributes to strengthening programme performance tracking, data quality, and alignment between planning, implementation, and reporting.

You will work in close collaboration with programme and operations teams, providing analytical and coordination support to ensure effective implementation of UNFPA activities, including engagement with implementing partners and relevant stakeholders.     

You will report to UNFPA Programme Specialist, Head of PC&QA.

Job Purpose:

Working within the Programme Compliance and Quality Assurance Unit (PC&QAU) of a Country Office (CO) environment, you will support effective programme monitoring, reporting, and compliance oversight across UNFPA activities in the areas of population and development, reproductive health, and GBV.    

Employing your programme management and analytical experience, you will contribute to tracking programme performance, strengthening data quality, and ensuring alignment between planning, implementation, and reporting. You will support the application of UNFPA policies and procedures, including those related to implementing partner management and assurance processes.     .

You will work in close collaboration with programme and operations teams, as well as implementing partners and relevant stakeholders, to facilitate coordinated implementation, improve programme quality, and support evidence-based decision-making.

 

You would be responsible for:

  • Supporting the implementation of the country programme and its component projects by strengthening programme monitoring, reporting, and compliance processes, ensuring alignment with Government priorities and UNFPA policies and procedures.
  • Contributing to the analysis of programme performance and operational context, identifying risks, gaps, and areas requiring corrective actions to support effective programme delivery.
  • Supporting the integration of policy and procedural requirements into programme implementation, ensuring consistency with UNFPA frameworks and guidance.
  • Supporting implementing partner (IP) management and oversight, including:
  • monitoring IP performance against signed workplans and agreed targets
  • reviewing narrative and financial reports for completeness, consistency, and compliance
  • supporting preparation and revision of workplans in line with programme requirements
  • identifying risks related to IP implementation and supporting follow-up actions
  • contributing to coordination of HACT assurance activities (e.g. spot checks, audits, micro-assessments)
  • supporting oversight of subcontracting arrangements, including review of documentation, compliance with UNFPA requirements, and follow-up on clearance processes
  • Supporting the implementation of other PC&QAU functions, including:
  • strengthening programme monitoring and performance tracking systems
  • supporting implementation of compliance and quality assurance processes
  • contributing to risk identification and follow-up actions
  • supporting development and application of internal tools, guidance, and standard operating procedures
  • Support oversight of subcontracting arrangements under implementing partners, including review of subcontractor documentation, compliance with UNFPA requirements.
  • Contributing to the development and application of knowledge management practices, including documentation of lessons learned, good practices, and programme results, and supporting related capacity-building efforts for programme teams and implementing partners.
  • Supporting preparation of programme documentation and analytical inputs for reporting, advocacy, and resource mobilisation purposes, ensuring accuracy and consistency of information.
  • Facilitating coordination between programme, operations, and relevant stakeholders to ensure coherence between planning, implementation, and reporting.

Qualifications and Experience: 

Education:  

  • Advanced degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience: 

  • Two years of professional experience in the field of development and population activities; 
  • Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners; 
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and  consultants;
  • Experience in drafting and implementing legislation; 
  • Field experience is an asset; 
  • Prior experience in the UN system is an asset.

Languages: 

  • Fluency in English and Ukrainian; knowledge of other official UN languages is desirable.
