The Position:
Under the guidance and supervision of the Country Representative, the incumbent is responsible for contributing to the monitoring of activities related to preventing and responding to sexual exploitation, abuse and harassment (SEAH) for the Ukraine CO. They will be responsible for performing substantive analysis of program data and the implementation of relevant aspects of UNFPA’s PSEAH Strategy, the Secretary-General’s Bulletin on Special Measures for Protection from Sexual Exploitation and Sexual Abuse (ST/SGB/2003/13), UN Protocol on Allegations of Sexual Exploitation and Abuse involving Implementing Partners (2018); IASC Revised Commitments on Accountability to Affected Populations (AAP) and Protection from Sexual Exploitation and Abuse (PSEA) (2018); IASC Principals Statement on PSEA, including Minimum-Operating Standards on PSEA (2015); and the Statement of Commitment on Eliminating Sexual Exploitation and Abuse by UN and Non- UN Personnel (2006). Furthermore, they will prepare technical briefs and tools to assist program leads in integrating AAP to support UNFPA’s program leads in executing their responsibilities to ensure Accountability to Affected People is integrated into UNFPA’s programs, in alignment with the UNFPA AAP Framework.

You would be responsible for:
Protection from Sexual Exploitation, and Sexual Abuse, and Sexual Harassment
Conducting regular reviews and support to Management
- Assist the Country Representative to fulfill his/her responsibilities in accordance with ST/SGB/2003/13
- Ensure the identity and role of PSEA Focal Points, both for the Country Office and sub-national Focal Points, are known throughout UNFPA and the PSEA Network
- Provide technical and analytical support for project implementation and fund code management, including the drafting of implementation plans, regular monitoring of expenditure performance against targets, and the preparation of substantive data to assist management in meeting donor reporting and engagement requirements.
- Provide technical support and guidance to CO work plan managers and IP focal points in the implementation of the UN Protocol on Allegations of SEA involving Implementing Partners (the IP Protocol)
- Provide technical support and ensure CO work plan managers compliance with the IP Protocol requirements to assess and develop capacity strengthening implementation plans for Implementing Partners.
- Draft technical reports and compile documentation for the annual management certification to the Secretary-General.
- Participate in and provide technical support to inter-agency PSEA Network meetings
- Review and support UNFPA Ukraine sub-national PSEA Focal Points in their duties and responsibilities
- Participate in activities of the global UNFPA PSEA Focal Point network and community-of-practice.
Prevention
- Maintaining and analysing databases related to the UNFPA Ukraine SEAH Risk and Mitigation Plan and subsequent actions, initiate updates to the risk assessment and risk findings as required based on changes in context
- Analyse and report the development of SEAH prevention tools, including inter-agency consultations and provide technical and logistical support for the organization and facilitation of co-design workshops.
- Liaise with HR to ensure regular procedures to guard against hiring of persons who have a record of SEAH offenses are put in place and applied
Response
- Ensure that UNFPA procedures and mechanisms for reporting allegations of SEA are known to all UNFPA and IP personnel, and beneficiaries and local communities
- Support the intake process for allegations and ensure documentation is prepared for senior management review
Learning and awareness raising efforts
- Organise learning and awareness raising activities on PSEAH to UNFPA personnel, Implementing Partner PSEA Focal Points, and related staff.
- Support Implementing Partners in developing IEC materials (Information, Education, and Communication) and organizing learning session
Accountability to Affected People
- Provide technical support and advice to UNFPA program teams to embed accountability practices into UNFPA’s programmes, working with AAP Focal Points and program leads from different program teams.
- Providing technical inputs for the review of adherence to SOPs to UNFPA’s Complaint and Feedback Mechanism Standard Operating Procedures, together with AAP Focal Point, M&E, program leads, and senior management.
Any other functions as linked to UNFPA’s PSEA Focal Point responsibilities, or as directed by the Country Representative.
Qualifications and Experience:
Education:
- Advanced University degree in gender (Master or higher), population, social sciences, public health, law, economics, development or other related fields.
Knowledge and Experience:
- 2 (two) years of relevant professional experiences as operational support or technical assistance in the field of sexual exploitation and abuse, sexual harassment, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming, AAP and/or humanitarian affairs;
- Experience working with or in inter-agency bodies, processes or networks is desirable
- Experience in the day-to-day implementation of activities in of GBV/PSEA/AAP as well as in budget management is desirable;
- Empathy, integrity, and an ability to respect confidentiality and to discuss sensitive and difficult topics with kindness and compassion
- Excellent communication skills for communication with internal and external stakeholders, having successfully worked across different teams and hierarchies is desirable
- Experience of working directly with local communities (especially women and girls) and sensitivities to diversities (cultural, age, disability, gender, sexual orientation, nationality, linguistically) is desirable
Languages:
- Fluency in English and Ukrainian; knowledge of other official UN languages is desirable.
