The Position:

Under the supervision of the International Operations Manager, the Quality Assurance Associate supports the development, enhancement, and implementation of UNFPA assurance and compliance activities within the Country Office. The role contributes to IP risk management, including HACT assurance processes, and provides guidance to the Country Office and UNFPA-supported projects and partners on monitoring, reporting, and quality assurance in line with UNFPA policies and procedures. The position is closely aligned with Operations functions, ensuring effective oversight, internal controls, and follow-up on assurance plans and recommendations to strengthen accountability and programme quality.

Job Purpose:

The Quality Assurance Associate plays a key role in supporting the development, enhancement, and implementation of UNFPA assurance and compliance functions within the Country Office. Working under the supervision of the International Operations Manager, the Associate provides guidance and support to the CO, UNFPA-supported projects, and implementing partners on quality assurance, monitoring, and reporting in line with UNFPA policies and procedures. The role ensures that programme activities are effectively monitored and aligned with established standards, with a strong focus on implementing partner oversight, risk management, and HACT assurance processes. It also involves following up on assurance plans and recommendations, advising on programme implementation from a compliance perspective, and contributing to the overall efficiency, accountability, and quality of UNFPA interventions..

You would be responsible for:

            A. Planning and Quality Assurance

  • Support the planning, development, and implementation of programme assurance frameworks and activities.

     
  • Contribute to implementing partner (IP) risk management, including preparation and implementation of HACT assurance plans (spot checks, audits, micro-assessments).

     
  • Maintain and update partner (supplier) records in UNFPA systems, including registration and compliance-related documentation.

     
  • Support planning and tracking of assurance activities in UNFPA systems (e.g., Quantum), ensuring data accuracy and completeness.

     
  • Provide guidance and training to UNFPA personnel and IP staff on HACT, assurance processes, and compliance requirements.
  • Maintain accurate records of assurance activities and follow-up actions.


    B. Monitoring, Reporting, and Follow-up

  • Monitor programme implementation and track progress against assurance plans.

     
  • Conduct monitoring visits, participate in review meetings, and assess programme quality and compliance.

     
  • Ensure timely follow-up and implementation of recommendations from spot checks, audits, and other assurance activities.

     
  • Support preparation of evidence-based reports on programme performance, assurance activities, and compliance status for the Country Office and HQ.
  • Identify gaps and areas for improvement and support corrective actions.

     

    C. Institutional Coordination and Compliance

  • Support coordination with IPs and internal units to ensure compliance with UNFPA policies and procedures.

     
  • Facilitate timely communication of assurance findings, risks, and recommendations to relevant stakeholders.

     
  • Contribute to strengthening internal controls, accountability, and quality of programme implementation.



 

Qualifications and Experience: 

 

Education:  

  • Completed Secondary Level Education required. First level university degree desirable.

Knowledge and Experience: 

  • Have at least six (6) years of experience in programme management, monitoring, or quality assurance, preferably with UN agencies or international organizations.

     
  • Strong knowledge of programme planning, monitoring, reporting, quality assurance, HACT/NEX procedures, and results-based management.

     
  • Awareness of compliance, accountability, and partnership oversight standards.

     
  • Excellent analytical, problem-solving, and reporting skills.

     
  • Strong communication and interpersonal abilities, with the capacity to coordinate, follow up, and ensure implementation of recommendations.

     
  • Proficiency in office software and programme management systems.

     
  • Experience in assisting the United Nations System Programme and UNFPA programming in particular would be an asset

     

Languages:
