The Position:

The Communication and Advocacy Analyst supports the delivery of UNFPA's Country Programme by lead-planning, facilitating, and monitoring strategic communication and advocacy initiatives. You will ensure that UNFPA’s mission is clearly communicated and aligned with national policies and UN-wide initiatives.

You will report directly to the UNFPA Representative in Myanmar.

Job Purpose:

UNFPA’s Fourth Country Programme Document (2018-2022) for Myanmar was approved by the Executive Board in September 2017 and extended up to the end of 2026. The Programme focuses on three key areas of intervention 1) sexual and reproductive health and rights, 2) gender equality and women’s empowerment, and 3) population dynamics. The proposed Country Programme is aligned with the UNFPA’s Strategic Plan (2026-2029) and the  United Nations Transitional Cooperation Framework (2024-2025). Youth and adolescents, as well as gender equality and related human rights, are mainstreamed throughout the programme. UNFPA has partnerships with civil society organizations, UN agencies, INGOs and local NGOs, foundations and research institutions. UNFPA has a presence in a number of priority states/regions, integrating development, peacebuilding and humanitarian spectrums.

Working within a complex country environment, you will drive the visibility of UNFPA’s work in the areas of sexual and reproductive health and rights, gender equality and women's empowerment, and population dynamics. Through substantive analysis of political, social, and economic trends, you will monitor the impact of advocacy efforts to ensure communication systems are effective and aligned with regional and global corporate standards. Furthermore, you will develop integrated communication components to ensure UNFPA’s priorities are strategically positioned.

 

You would be responsible for:

1.     Research and Analysis 

  • Promotes awareness about UNFPA centrality to the Promotes awareness about the centrality of the ICPD agenda in the Humanitarian, Development and Nexus interventions through the dissemination of strategic information and materials;
  • Maintains networks and knowledge assets for use within visibility and institutional image initiatives;
  • Makes recommendations on the design and delivery of institutional image and advocacy activities;
  • Collects, analyses and disseminates information on sexual reproductive health and rights (including HIV/AIDS), adolescents and youth, SDGs, gender equality, GBV and humanitarian assistance.

2.     Developing promotional projects and organizational messages

  • Identifies and develops activities to enhance the visibility of UNFPA’s work; Develops/oversee advocacy materials (factsheets, presentations, briefs and etc);
  • Develops promotional activities based on monitoring/evaluation of information, identifying areas requiring higher visibility;
  • Develops messages for use by UNFPA staff when working with partners;
  • Reviews documents and materials intended for use within and outside the organization in order to ensure consistency and validity of communications;
  • Creates and cultivates networks of partners to promote UNFPA’s communication strategies; Supports and monitors advocacy and communication activities conducted by stakeholders, internal and external partners, including other UN agencies, UNFPA Myanmar staff, NGOs and Networks;
  • Conducts assessments of activities to improve impact and effectiveness.

3.     Formulating strategies for communications and media

  • Formulates strategy for UNFPA branding and provides guidance on the objectives, content and direction of corporate image activities
  • Formulates strategy for the implementation of promotional activities and materials; Develops strategies for improved and expanded coverage in the media;
  • Develops relationship and contacts with professional networks of media high profile advocates, including social and free media;
  • Disseminates information and strategic materials to the media (including social and free media); Develops briefings and organizes interviews and press conferences (including hangouts); Monitors press conferences (including hangouts) of UNFPA issues;
  • Undertakes appropriate follow-up action and analyses and reports on the impact of coverage and effectiveness of activities in the area of communication;
  • Builds consensus with colleagues on the image to be projected and sets priorities on key audiences to be targeted;
  • Secures necessary resources to carry out corporate image building;
  • Develops and/or adapts communications procedures and protocols (editorial policy, logo use, etc); manages communication files (photo library, hardcopy and online libraries, etc.).

4.     Raise awareness about UNFPA CO activities

  • Shares information and network with the regional office and HQ (UNFPA in the news, lessons learned, programme information, updates, newsletters, press releases and other communication materials);
  • Writes up stories for UNFPA´s internal newsletter “Voices”;
  • Organizes advocacy campaigns on the WPD, the SWOP and other international days observed by UN Country Team (UNCT) Myanmar;
  • Monitors and analyses current events, public opinion and press coverage, identifies issues and trends, and advises UNFPA on appropriate actions/responses.
  • Develops documents/publications/communication materials, presentations, speeches, background information for interviews, formal/informal meetings, and other communication events;
  • Distributes institutional communication materials to key audiences;
  • Updates regularly UNFPA Myanmar website and other social media with latest press releases, publications and materials, job vacancies, and other information;
  • Updates the I-Docs with programme and operational information;
  • Supports the Representative as co-Chair of the UN Communications Group (UNCG) and participates as focal point in the UNCG and other interagency initiatives; 
  • Participates in the promotion of the Country Programme and engages in programme planning, implementation, monitoring and evaluation.
  • Prepares regular inputs to implement M&E plan (annual reports and other as required); Interacts with key stakeholders and maintains a solid network of partners involved in areas related with UNFPA mandate;
  • Coordinates efforts with internal and external partners by supporting monitoring and reporting on progress activities, taking appropriate follow-up action, and analyzing the outcome.
  • Contributes to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the project, and drafting relevant materials for dissemination.
  • Participates in the planning of capacity building/training activities;
  • Supports the knowledge sharing and knowledge management strategy in the Country Office; Works to guarantee the implementation and financial execution of program activities (regular and non-regular funds);
  • Supports processes of contracting (elaborates TORs, follows up on products & quality and ensures that the evaluation form is completed);
  • Uses Atlas system according to Profile;
  • Undertakes other tasks as may be assigned by the UNFPA Representative.

Qualifications and Experience: 

Education:  

 ●    Advanced university degree in Political Science, Media Studies, Communication, Public Relations, Population, Demography and/or other related social science related fields. 

Knowledge and Experience: 

  • Minimum 2 years of increasingly responsible professional experience in the field of communication
  • Previous experience on building effective partnerships with members of the media, NGOs, international and national organizations, business groups, and others; Excellent oral, written communications and editing skills in English.
  • An understanding of the UN system in general, and especially UNFPA mandate, and operations.
  • Good knowledge of current development issues in Myanmar
  • Good understanding of Myanmar culture, history and political contexts.
  • Good with communications approaches for planning, executing, and monitoring communications strategies.
  • Experience as a spokesperson for an international organization will be an added advantage
  • Excellent computer/information systems skills.

Languages: 

  • Fluency in oral and written English and Myanmar is essential with ability to write clearly and concisely and to compose correspondence and documents in both languages. Knowledge of local languages in one of UNFPA target states and regions is an asset.
