Organizational Setting

Indonesia’s Smart Fisheries Village (SFV) programme, launched in 2022 by the Agency for Marine and Fisheries Extension and Human Resources Development (AMFEHRD/BPPSDM KP) of the Ministry of Marine Affairs and Fisheries (MMAF/KKP). It seeks to transform traditional fisheries communities into modern, productive hubs aligned with the country’s Blue Economy vision. The programme is built on five principles—Sustainability, Modernization, Acceleration, Regeneration, and Technology—and operates through regional Technical Implementing Units (TIUs) and local SFV villages. The TCP INS 4005 is aimed to support the Ministry of Marine Affairs and Fisheries deliver effective extension services and scale up SFV models nationwide among other by establishing SFV knowledge hub model in the Cibalagung station.


Reporting Lines

Under the overall supervision of FAOR-Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) and FAO HQ Technical Officer as well as close collaboration with the national authorities


Technical Focus

The Expert will support the development of improved SFV guideline, model and recommendations for its scale up nationwide.


Tasks and responsibilities

Specifically, the incumbent is expected to:

• Provide technical support to the development of SFV technical implementation guidelines (models) both at TIU and village level based on comprehensive assessment covering various aspects including TIU technical capacity, SFV village production systems based on aquaculture, socio-economic conditions, and gender/youth participation. The guidelines should:
• Provide support in addressing how the SVF program can: (1) be operationally linked to the Free Nutritious Meals Programme or Makan Bergizi Gratis (MBG) and, (2) closely aligned with/linked to the thematic aquaculture programme under Koperasi Desa Merah Putih promoted by the Government of Indonesia
• Assist in defining a set of baseline, targets and indicators that will be used as tool in monitoring the effectiveness of the SFV programme
• Support in defining the risk management and proposed corrective actions
• Support the development of knowledge hub approach design which link the SFV TIU with the SFV village along with its implementation mechanism
• Assist with the arrangement of a focus group meeting with selected institutional stakeholders and beneficiaries to review assessment findings and finalize the SFV technical implementation guidelines (models) including knowledge hub approach and mechanism.
• Assist with the organization of a focus group meeting with the relevant TIUs working on the common aquaculture species, led by Cibalagung TIU, and facilitated SFV villages under the relevant TIUs on the proposed design for the knowledge hub and agree upon its implementation approach, mechanism, segregation roles amongst stakeholders involved.
• Support the development of a strategy document outlining approaches for scaling-up the successful interventions under the TCP INS 4005 project, including technical, institutional, and financial mechanisms. The document will integrate lessons learned from demonstration sites and training activities facilitated by another technical expert recruited by the project.
• Participate in the final workshop of the project and present the result of the work indicated in points 1- 5 above.
• Prepare related reports including training reports, Back-to-Office-Report and End-of-Assignment-Report under her/his responsibility
• Undertake any other tasks as required by FAO-Indonesia.

Minimum Requirements

• An advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in aquaculture/fisheries related subjects
• Have at least 5 years working experiences on aquaculture and fisheries development.
• National of Indonesia or resident of the country with valid work permit.
• Working knowledge (level C) of English and Bahasa Indonesia
