Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) or Head of  Office (HoO) and direct supervision of the Resources Management Officer (RMO)/Senior Resources Management Officer (SRMO) or Head of Resources Management, and in close collaboration with the Regional Information and Communications Technology Officer in Regional Office and the Department of Information and Communications Technology at HQ, the ICT Officer will supervise and coordinate the Information Technology and Communications (ICT) operations in the Country Office (CO).

Responsibilities

1. Supervise and coordinate the activities of the Information and Communications Technology (ICT) Unit in the Country Office by ensuring that all requirements are addressed in a timely and accurately, with an efficient allocation of resources, and that all operations are in compliance with  IOM ICT policies, standards and are in line with ICT strategy.

2. Coordinate the continuous engagement and liaison with the CO’s management, Heads of units and field operations, for the adequate and timely provision of ICT solutions and services to satisfy operational needs, including emergencies as necessary.

3. Act as the ICT business relationship and cybersecurity local liaison Focal Point with counterparts such as IOM programmes, global cybersecurity programme, Governmental, donors, United Nations Agencies, NGOs, ICT service providers, and Vendors for coordinated and adequate provision of ICT services, digital innovation, technologies and supplies. Participate in the ICT Working Group in Country representing the CO in discussions and initiatives.

4. Provide technical support for the CO’s ICT services and supervise, train, and equip the CO’s ICT Team to effectively implement strategic initiatives, timely respond to information security incidents, and provide Tier 1 support and escalate to the relevant specialist teams/units, when needed, for immediate corrective/remedial actions.

5. Contribute to the preparation of the CO’s ICT documentation including office-specific Standard Operating Procedures (SOP), Business Continuity Plan, Disaster Recovery Plans and ICT Risk record for the CO’s ICT-related services. Coordinate and monitor the delivery and efficiency of services and redundancy in line with IOM ICT standards while checking that global ICT SOPs are complied with.

6. Contribute to the service improvement assessments and provide recommendations to the CO’s management to optimize and implement ICT Infrastructure and solutions to ensure the efficient functioning of CO’s operations.

7. Maintain and check all technical specifications for procurement and provision of ICT-related equipment, supplies, services, and technical evaluations,  are in line with ICT standards and policies, and are adequately managed.

8. Liaise with CO’s Supply Chain Unit to guide on proper provision of ICT-related equipment, supplies, services and propose the most suitable solutions.

9. In coordination with the ICT Information Security Unit at HQ, act as the Focal Point, the first line of cybersecurity defense and first local cybersecurity incident responder in the CO. Facilitate the implementation of security and compliance controls of the IOM global cybersecurity programme and compliance to the IOM global cybersecurity, and other compliances required by the donors, operational frameworks and standards.

10. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Master’s degree in Computer Engineering Computer Science, Information Management, Information Technology, or a related field from an accredited academic institution with two years of relevant professional experience; or, 
  • University degree in the above fields with four years of relevant professional experience.
  • Certificate in any of the following:  Cisco Certified Network Associates (CCNA), Microsoft Azure certifications, Microsoft   Certified   System Administrator (MCSA), Microsoft Certified Database Administrator (MCDBA), Microsoft Certified System Engineer (MCSE), is a distinct advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in overseeing and managing the implementation and administration of Microsoft Windows and serverless network environments (LAN/WAN) and first-level network/desktop support in a large international organization is required;
  • Experience in a supervisory role and management of ICT functions in an international organization or an international agency in a field location, supporting emergency, complex/post-conflict Country Office;
  • Experience in planning, design, development, implementation, and maintenance of computer information systems;
  • Knowledge and demonstrated experience in cybersecurity compliance and security implementation and maintenance, database information systems and data processing tools;
  • Knowledge of web-based development and other development tools and reporting, including future projections on the potential of current and new technologies;
  • Good knowledge and experience in Microsoft 365 cloud-based applications and technologies; and,
  • Experience providing policy advice to senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications planned for future needs and other related issues.
     

Skills

  • Good oral and written communication skills; refined soft skills and demonstrated ability to communicate with business leaders and those with limited technical background effectively are essential;
  • Good knowledge of Windows Operating System, Network/Systems administration, TCP/IP, Telecoms, Network Protocols, Cisco devices, VPN, VoIP, MS Office 365 apps, Antivirus Software, and utilities;
  • Good knowledge of web-based development, geographical information systems, and/or mapping tools would be a distinctive advantage;
  • Demonstrated ability to work with minimal supervision and demonstrate a high level of initiative, perseverance, and professional commitment to achieve high-quality results;
  • Demonstrated ability to handle confidential data in a professional, responsible and mature manner; and,
  • Demonstrated ability to train individuals, to work effectively and harmoniously with colleagues within a team from varied cultures and professional backgrounds.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and French is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
