Project Context and Scope

Under the Assistance Programme, IOM has provided essential and lifesaving humanitarian support to Afghan guests at Camp As Saliyah in Doha, Qatar for almost five years.
In 2024, the IOM Protection team in Qatar has been scaling up and enhancing its gender‑based violence (GBV) programming, with a key focus on establishing a Women and Girls Safe Space (WGSS) at Camp Al Sayliyah for Afghan women and girls. The WGSS offers a safe and supportive environment that enables access to GBV‑related information and awareness-raising, Psychosocial support and recreational activities, referrals, and community‑based GBV outreach activities and safety audit, while working in close collaboration with protection actors, service providers, and community stakeholders to ensure coordinated, high‑quality, and survivor‑centered interventions.
Organizational Department / Unit to which the Consultant is contributing

Under the overall supervision of the Protection Coordinator, with the direct supervision of the Protection Officer (GBV); and in close coordination with the Protection Officers and in collaboration with the rest of the Protection unit, the successful candidate will be responsible to support implementing and coordinating IOM’s gender-based violence (GBV) response, prevention, and mitigation activities, ensuring adherence to IOM’s Gender-Based Violence in Crisis (GBViC) Framework and Inter-Agency Standing Committee (IASC) guidelines on Protection and GBV for IOM Qatar-Camp As Sayliyah (CAS) operation.    

Responsibilities

Tasks to be performed under this contract
  • Assist in the implementation and monitoring of GBV activities, particularly in line with Inter-Agency Minimum Standards for GBV in Emergencies, Inter-Agency Standing Committee (IASC) GBV Case Management Guidelines, and internal Standard Operating Procedures (SOPs) for GBV and Protection. Reinforce adherence to the GBV guiding principles throughout all protection activities

  • Ensure response work with survivors and beneficiaries, including case management and psychosocial interventions, adheres to best-practice principles when working with survivors of GBV.

  • Hold regular planning and debriefing sessions with team members at community-based women and girl safe spaces (WGSS).

  • Mentor and support staff professional development and foster a positive team spirit to encourage innovative and quality programming in WGSS.

  • Identify training needs for GBV Case Workers, GBV Community Ambassadors, and support organization and facilitation of training to meet those needs, in collaboration with the organization’s Protection Officer (GBV).

  • Work closely with GBV staff and community volunteers to design activities that respond to identified needs.

  • Prepare and maintain/update detailed work plan(s) that support and achieve activities.

  • Provide direct support and ongoing mentoring to WGSS staff as they provide services to women and girl survivors of GBV. This will include assessment of beneficiaries' needs; basic, crisis counseling (and in some contexts further individual counseling); development of action plans with beneficiaries; support to beneficiaries in pursuing services and support.

  • Develop and implement a series of age-appropriate and specialized group emotional services to be provided to vulnerable women and girls, aimed at meeting the needs of survivors of GBV.

  • Ensure the existence of a confidential space for case management and individual counselling. 

  • Oversee and provide guidance for age-appropriate and relevant psychosocial activities for women and adolescent girls in WGSS.

  • Identify concerns related to and support adherence to GBV referral protocols by all relevant organizations and agencies.

  • Support the identification of GBV focal points in the transit camp.

  • Develop and maintain effective working relationships with relevant stakeholders including community leaders and other implementing organizations and agencies.

  • Prepare and submit weekly, monthly and three-month work plans in a timely manner, and incorporate supervisor feedback as requested; Compile monthly activity report for submission. 

  • Ensure that all relevant financial documentation is accurately completed and submitted.

  • Ensure that attendance records and other reporting tools are implemented and routinely provided to relevant staff, including the Protection Officer (GBV) and the Protection Coordinator. 

  • Monitor data collection to ensure that staff collect data in safe and ethical ways.

  • Maintain positive coordination and relationships with the partner and other sector staff

  • Participate in internal and external coordination meetings as requested by supervisor. 

  • Performs other duties as may be assigned by the supervisor(s).

Qualifications

Required Qualifications and Experience

Education

  • Secondary education is required, with a minimum of five (5) years of relevant professional experience.

OR

  • A Bachelor’s degree in Psychology, Social Work, Women's Studies or related field, with a minimum of three (3) years of relevant professional experience.

Experience

  • Dedicated experience in implementing GBV interventions, particularly working with survivors and providing direct assistance in emergency contexts.

  • Minimum three years of experience (counseling survivors of abuse or violence and implementing activities for women and girls or proven engagement in women’s rights/groups).

  • Minimum three years of relevant professional experience, within GBV prevention, response & risk-mitigation.

  • Clear understanding of gender, human rights, issues surrounding violence against women and girls

  • Experience working in emergency responses targeting vulnerable women and girls

  • Experience providing GBV case management. 

  • Prior experience in managing Women and Girl safe space (WGSS) in any setting is an advantage.

Languages

  • Fluency in English and Dari and/or Pashto is required.
  • Fluency in both Dari and Pashto is an advantage.

Skills

  • In-depth knowledge of GBV Guiding Principles, Inter-Agency GBV Minimum Standards, and ability to manage high-pressure situations and support complex cases in a rapidly changing environment.

  • In-depth and clear understanding of intersectionality, gender, power relations and issues around violence against women, girls, men, boys and persons of diverse sexual orientations and gender identities.

  • Demonstrated commitment to supporting empowerment of women, girls, and marginalized communities.

  • Coordination skills to enable information sharing and facilitate working relations with internal units, and external partners.

  • Strong interpersonal and empathetic skills, including ability to work in a team and multi-cultural environment.

  • Solid computer skills (MS Excel, Word and PowerPoint)

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
