Overview of positionBackground
Our client Afghanistan provides technical assistance to the Ministry of Public Health (MoPH) and health sector partners to support the delivery of safe, ethical, and people-centered health services in humanitarian and development settings. In a complex operating environment, upholding ethical conduct and accountability is essential to ensure safe access to health services for communities and dignified, professional service delivery by health workers. All support is provided in line with the Do No Harm principle and our client's framework for technical engagement with national health systems.
Purpose of the Position
This consultancy supports efforts to strengthen ethical conduct and professional behaviour across the health sector by identifying gaps and opportunities to better align policies, practices, and operational systems with international minimum standards. This is a consultancy position reporting directly to our client under the technical supervision of the designated our client Technical Lead. The consultant will work in close coordination with the MoPH General Directorate of Policy and Planning, while maintaining full our client reporting, accountability, and oversight arrangements.
Role objectivesKey Responsibilities
The consultant will:
· Identify gaps and opportunities within existing MOPH systems, practices, and operational frameworks to strengthen alignment with international minimum standards in humanitarian and development settings.
· Develop a risk-informed roadmap and prioritized action plan with clear milestones and timelines.
· Provide technical support for the development and application of codes of conduct guiding health workforce behavior.
· Translate international standards into practical tools, SOPs, and operational guidance applicable to health service delivery.
· Design, develop, and deliver contextualized training and sensitization on ethical conduct, codes of conduct, and do no harm principles for health workers, implementing partners, and relevant MoPH counterparts.
· Support the integration of ethical conduct and minimum standards into onboarding processes and routine training systems.
· Provide technical guidance to support program-level implementation of standards at service delivery points.
· Promote community awareness on health rights, dignity, expected staff behavior, and safe access to health services.
· Maintain confidential data systems to track adherence to codes of conduct and minimum standards and produce analytical reports for our client and MoPH technical leadership.
· Strengthen the accessibility, visibility, and appropriate use of confidential reporting and feedback mechanisms.
· Support monitoring, supervision, follow-up, and corrective actions related to ethical conduct and minimum standards by health partners.
· Facilitate coordination with Health Cluster structures and PSEAH inter-agency mechanisms to strengthen alignment of standards, referral pathways, and response approaches.
· Serve as a technical focal point between our client, MoPH technical counterparts, and implementing partners to promote coherence and accountability in safe health service delivery.
Required Qualifications and Experience
Education
· Bachelor’s degree in law, public health, social sciences, or a related field
Experience
· At least 5 years’ experience in health systems strengthening and application of ethical and minimum standards in humanitarian and development health settings, including experience in Afghanistan
· Proven experience in policy analysis, training, stakeholder engagement, and people-centered risk assessment and mitigation
· Strong understanding of international humanitarian and development standards, medical ethics, and Do No Harm principles
· Commitment to women’s and girls’ right to health
Language
· Fluency in English is a must and working knowledge of Pashto and/or Dari.
