Overview of position

Under the overall supervision of the Programme Coordinator (MHPSS) and direct supervision of the Senior Programme Associate (MHPSS) / Team Leader / Medical Doctor, and administrative supervision of the Head of Sub Office/ regional coordinator, the incumbent will be responsible and accountable for will actively engage in the implementation of MHPSS activities in line with ethical standards, cultural sensitivity, and Our client guidelines including social considerations in basic services and security, strengthening community and family supports, focused non-specialized services and ensure referral to specialized services, as required in their related provinces. She/He is expected to carry out their duties in accordance with the strictest ethical standards, and with due respect for gender and socio-cultural sensitivities.

Role objectives

Core Functions / Responsibilities:

  • Provide non-specialized mental health care in accordance with WHO mhGAP guidelines.

  • Conduct mental health assessments, screening, and basic diagnosis of common MNS (Mental, Neurological and Substance) conditions.

  • Manage common mental health cases including depression, anxiety, psychosis, epilepsy and substance use disorders.

  • Prescribe and manage essential psychotropic medications in line with national and WHO protocols.

  • Identify, stabilize, and refer severe and complex mental health cases through established referral pathways.

  • Provide technical guidance and clinical supervision to MHPSS Counsellors and PSS (Psychosocial Support) staff.

  • Ensure proper documentation and confidential management of patient mental health records.

  • Contribute to routine data collection, monitoring, and reporting of MHPSS activities.

  • Support capacity-building activities, trainings, and on-the-job coaching on mhGAP interventions.

  • Coordinate with health facility staff, community actors, and partners to ensure continuity of care.

  • Participate in coordination meetings, case conferences, and relevant technical working groups.

  • Ensure adherence to ethical standards, patient confidentiality, gender sensitivity and do-no-harm principles.

  • Perform any other duties assigned in support of MHPSS programme implementation.

Required Qualifications and Experience

Education:

  • Medical Doctor (MD) degree from a recognized university or institution, validated by the Ministry of Higher Education of Afghanistan and registered with the Afghanistan Medical Council. Completion of WHO mhGAP training or demonstrated at least two years’ experience in mental health service delivery is an asset.

Experience:

  • Minimum two (2) years of clinical experience after graduation.

  • Demonstrated experience in mental health and psychosocial support services.

  • Experience working in humanitarian or development settings is required.

  • Previous experience with international organizations is an advantage.

  • Experience working with vulnerable, displaced, or conflict-affected populations is an asset.

Skills:

  • Strong clinical and diagnostic skills in mental health care.

  • Ability to work under pressure in challenging field environments.

  • Excellent interpersonal, communication, and counselling skills.

  • Strong documentation and reporting skills.

  • Demonstrated ethical conduct, empathy, and cultural sensitivity.

Languages:

  • Fluency in both Pashto and Dari languages is required, and working knowledge of English
