UN Women Indonesia implements a diverse portfolio under the Governance, Peace and Resilience (GPR), aimed at advancing inclusive governance, strengthening women’s leadership in peace and security processes, and promoting resilience through the humanitarian-development-peace nexus approach. Key projects under this portfolio include: 

  • BRIDGES 4 Peace Project (Canada-DMTC funded), focusing on strengthening gender-responsive governance systems and inclusive peacebuilding mechanisms within the defence sector;  

  • WE NEXUS Project (KOICA-funded), focusing on women’s economic empowerment, climate resilience, and institutional strengthening in nexus settings;  

  • Other governance and GPR-related initiatives at national and sub-national levels including Women, Peace and Security and Youth, Peace and Security. 

The implementation of these initiatives requires consistent and high-quality administrative, operational, and coordination support to ensure that activities are delivered in a timely, compliant, and well-coordinated manner, in line with UN Women’s rules, procedures, and donor requirements. In line with efforts to strengthen efficient portfolio-level support and streamlined operations, UN Women Indonesia seeks to engage a National Consultant to provide administrative support across the Governance, Peace and Resilience (GPR) portfolio. The assignment will contribute to ensuring continuity of support functions, optimizing resource use, and maintaining the quality and timeliness of programme delivery across multiple initiatives. 

The consultant will report to the WE NEXUS-Project Coordination Analyst. The consultant will work in close collaboration with Programme team members across BRIDGES 4 Peace, WE NEXUS, and other GPR initiatives, UN Women Operations Team (Finance, Procurement, HR), Responsible Partners, and relevant stakeholders. The consultant will provide programme, administrative, logistical, and operational support to ensure efficient implementation of activities under the GPR portfolio. 

Description of Responsibilities /Scope of Work 

The consultant will undertake the following tasks: 

1.Provide administrative and logistical support to the GPR Portfolio  

  • Provide administrative support in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements, including tracking the delivery of funds; 

  • Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;  

  • Provide administrative support for the audit of programmes/ projects and support implementation of audit recommendations;  

  • Undertake logistical, administrative and financial arrangements for meetings, webinars, conferences, workshops, events, and missions; 

  • Make travel arrangements for the Programme Team, including travel requisitions and claims, making hotel reservations, prepare travel authorizations, process requests for visas, identity cards and other documents, collect information for DSA, as required; 

  • Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team; 

  • Draft minutes in meetings, as delegated;  

  • Provide administrative support in the preparation documents for payment process for LTA, vendor, consultants, etc.; 

  • Provide administrative support in the preparation of procurement of services or goods arrangements, support the preparation for Request for Quotations, ITBs or RFPs documents, receipt of quotation, bids or proposal, their preliminary evaluation; and 

  • Other duties as assigned. 

2. Provide financial management support to the project under the guidance of the Project leads 

  • Take the lead in developing budget, monitoring and report financial expenses of UN Women-led activities within the GPR funding portfolio; 

  • Provide support to budget revisions, project awards and status revision; and 

  • Provide support in the preparation, review and finalization of FACE forms (working closely with retainers), if needed. 

  

3. Provide administrative support to project documentation and knowledge management  

  • Organize and maintain filing system to document project files and ensure a functional record-keeping system; 

  • Maintain mailing lists and database of project stakeholders and beneficiaries; 

  • Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the Programme team; and  

  • Organize, compile, and process documentation and information related to the project, and programme team as inputs to various databases and documents.

The consultant is expected to be based in UN Women Indonesia Office in Jakarta, Indonesia. The consultant may be required to travel outside Jakarta as assigned by the hiring unit.

Required Qualifications

Education and Certification: 

  • Completion of secondary education is required  

  • Bachelor’s degree in Business Administration, Public Administration, Finance, or related field is an asset  

Experience: 

  1. Minimum 5 years of progressively responsible experience in coordination, operational, financial and administration or programme management/support is required

  2. Knowledge in procurement, and experience in event coordination is required. 

  3. Experience working with UN agencies or international organizations is an asset. 

  4. Experience in governance, gender equality, or WPS programmes is desirable.

  5. Experience in the use of Quantum and Unall is an asset. 

Languages: 

  • Fluency in English and Bahasa Indonesia is required
