In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

Background

Funded by a P3.67 billion (€60 million) grant from the European Union, the EU-PH Green Economy Partnership will run from 2023-2028 in collaboration with the government of the Philippines, led by the Department of Environment and Natural Resources. This priority programme of the European Union in the Philippines links European and Filipino partners from the private sector and local governments to foster a circular economy and the reduction of plastic waste. It also aims to improve energy efficiency and promote renewable energy use and climate change mitigation and adaptation. Through technology transfers and investments, the programme aims to accelerate the transition to a greener economy while sustaining economic growth that benefits all Filipinos. 

The EU-PH Green Economy Partnership is co-funded by Germany's Ministry for the Environment, and implemented by Germany's development agency GIZ, UNDP Philippines, Expertise France with ∑Global Green Growth Institute, and the International Finance Corporation - a member of the World Bank Group. The Green Economy Partnership is part of EU’s Global Gateway initiative - the European strategy engaging with partners globally and promoting investments around shared priorities such as the transition to a green economy and the advancement of digital infrastructure, among others.

The EU-PH Green Economy Partnership’s second of four specific objectives (SO2), implemented by the United Nations Development Programme (UNDP), aims to enhance circular economy practices by the local government units (LGUs) in collaboration with the private sector and civil society organizations (CSOs), with focus on youth and gender equality. Co-led by UNDP and the Department of the Interior and Local Government (DILG), SO2 delivers a portfolio of interventions, among others focusing on enabling policies; facilitating financing; advocacy and behavioral change; and enhancing knowledge and capacity among LGUs and local stakeholders. Central to the approach is innovation, promoting gender equality, disability, and social inclusion (GEDSI), and just transition towards the shift to a circular economy. 

The EU-PH Green Economy Partnership SO2 is being implemented in partnership with LGUs and its local stakeholders, including the private sector, CSOs, communities, youth, GEDSI and other informal sector groups. A total of 20 Tier 1 LGUs will be supported directly, while 40 LGUs will be supported with targeted assistance on a demand-driven basis through an inter-local cooperation approach. The first batch of ten Tier 1 LGUs under EU-PH Green Economy Partnership consists of Baguio City, Pasig City, Caloocan City, Quezon City, Puerto Princesa City, Iloilo City, Ormoc City, Davao City, Island Garden City of Samal (Davao Del Norte), and Del Carmen (Siargao Islands, Surigao del Norte). Meanwhile, the second batch of ten Tier 1 LGUs include the City of San Carlos (Pangasinan), City of Ilagan (Isabela), City of San Jose Del Monte (Bulacan), City of Bacoor (Cavite), City of Sorsogon, Maasin City (Southern Leyte), Isabela City (Basilan), Cagayan De Oro City, Koronadal City (South Cotabato), and Cotabato City (an independent component city in the Bangsamoro Autonomous Region in Muslim Mindanao).

Partnership with LGUs and local stakeholders, including GEDSI groups, will drive multi-stakeholder action by developing an integrated portfolio of solutions that combines policies, regulations, finance, infrastructure, business models, and GEDSI-sensitive initiatives with enhanced knowledge and skills. Tier 1 LGUs are currently being supported through a series of multi-stakeholder participatory workshops to collectively analyze entry points to advance local circular economy, map out a priority portfolio of interventions and prioritized sectoral CE portfolios focusing on circularity for plastics, organics, and tourism. Based on these priority CE portfolios, EU-PH Green Economy Partnership SO2 is currently providing support in CE-relevant baselining for material flow, value chains and behavioral change; formulation of local CE policies such as CE ordinance, sustainable public procurement and sectoral CE statutes; and in the co-design and procurement of CE equipment, facilities and systems. EU-PH Green Economy Partnership SO2 is also administering community and behavioral change grants programs through CSOs and academe, as well as an innovation challenge to support innovators and local enterprises and drive replication and scaling up of successful circular economy practices within and beyond the target LGUs for a broader impact.

The day-to-day implementation of the project is  led by a Project Manager within a Project Management Unit (PMU) responsible for ensuring that the project achieves the expected results  to the required quality standards and within the specified time and budget allocations. The Project Manager is  supported by a Deputy Project Manager, Project Assistants, technical staff and a pool of contractors and consultants to carry out the deliverables of the project.  

Gender equality, disability, and social inclusion (GEDSI) issues are critical to the mission of both the EU and UNDP to improve the lives and livelihoods of the most vulnerable and the poorest of the poor based on the recognition that negative impacts of global challenges such as climate change and biodiversity loss often fall disproportionately on these groups.

An inclusive circular economy considers how a diverse population consumes resources. It also values and encourages active community participation in designing and implementing solutions to reduce waste. It also recognizes the various roles or personas that people can play in a circular economy: as consumers, workers, innovators, advocates, etc, and ensures equal opportunities in these roles, thereby increasing participation and leading to greater circularity. 
 

Duties and Responsibilities

Under the overall guidance and supervision of the Project Manager, the GEDSI Analyst  will serve as a project focal point to ensure that GEDSI is effectively mainstreamed within all programming and operational areas in line with UNDP standards and the criteria outlined in the UNDP Gender Seal Certification criteria and that the gender focus of the GEPP project achieves maximum impact.

The GEDSI Analyst will also work closely with the Deputy Project Manager, and LGU stakeholder engagement specialists/analysts, Environment and Social Safeguards Specialist, and all relevant stakeholders (i.e national and subnational government partners, other SO implementing partners, UNDP CO, etc.), in the identification, design and implementation of critical GEDSI interventions.  The position will also require extensive engagement, networking and partnership building with international and national partners, including other UN agencies, government counterparts, civil society and non-governmental organizations, women's organizations and networks, bilateral and multilateral donors, and private sector actors. 

The main task of the GEDSI Analyast is to mainstream GEDSI in the design and implementation of circular economy portfolios led by partner LGUs and stakeholders. He/She will review and regularly update both project level and LGU GEDSI Action Plan, and implementation status and to ensure GEDSI mainstreaming in all types of project activities, measures and actions so that they are effectively supported, negative impacts on these sectors are minimized if not avoided.  The Analyast shall ensure that the Project creates positive impacts on the welfare of these groups and other vulnerable groups in the LGUs.

Mainstream GEDSI Measures into the Design, Planning, Implementation, and Reporting:

  • Lead the implementation and periodic updating of the GEDSI Action Plan, ensuring alignment with UNDP corporate standards and international best practices, and proactively identifying and mitigating risks to vulnerable groups in coordination with Environmental and Social Safeguards (ESS) and Grievance Redress Mechanism (GRM) specialist.
  • Provide technical oversight and guidance to integrate GEDSI across project and LGU-level planning, implementation, and reporting, recommending adjustments to strengthen alignment with national priorities and UNDP frameworks.
  • Ensure the systematic application of UNDP gender mainstreaming tools and accountability frameworks, including gender markers, gender-responsive budgeting, and the integration of gender analysis into project design and delivery.
  • Strengthen institutional capacity and partner engagement to embed GEDSU principles across the circular economy portfolio, including work plans and community grant mechanisms, ensuring coherence with Environmental and Social Safeguards requirements.
  • Support results-based management (RBM) by establishing and applying gender-responsive monitoring and evaluation systems, including the use of disaggregated data, gender-sensitive indicators, and evidence-based reporting in coordination with Monitoring, Evaluation, Research and Learning (MERL) functions.
  • Serve as the Gender Equality Seal focal point for the project, leading compliance, coordination, and documentation efforts. 

Implement GEDSI Mainstreaming strategies 

  • Update stakeholder and GEDSI mapping across target LGUs, as necessary, with focus on the informal sector, persons with disabilities, women, youth, and low-income groups
  • Provide recommendations on entry points to enhance their participation in and benefits from circular economy interventions, including mainstreaming CE into Gender and Development (GAD) Plans of LGUs, in support for inclusive circular economy initiatives.
  • Serve as a technical focal point for the GEDSI-related component under community grants, conducting technical reviews of grant proposals, and delivering capacity development support tailored to address the specific needs of each type of GEDSI groups, including support on organizational strengthening and recognition, and access to financial and technical resources
  • Monitor political, economic, and social trends affecting GEDSI groups in the Philippines, and provide strategic guidance on inclusive models and approaches—such as formalization, inclusive enterprises, and GEDSI-led initiatives—based on analysis of group-specific needs, capacities, and socio-cultural contexts.
  • Implement a GEDSI capacity development plan and engagement strategies, identifying LGU-specific and cross-cutting challenges, opportunities, and entry points across policy, business development, and community engagement in priority circular economy sectors.
  • Deliver targeted technical assistance and training to LGUs, partners, civil society organizations, businesses and investors, and project grantees, including strengthening GEDSI-related working groups and community-level awareness on gender-based violence prevention.

Facilitate Knowledge Building and Sharing for GEDSI Mainstreaming:

  • Lead knowledge management on GEDSI by identifying, documenting, and disseminating good practices and lessons learned across partner LGUs, including scalable models led by women, youth, the informal sector, and persons with disabilities.
  • Develop GEDSI knowledge products—such as case studies, briefs, presentations, and a compendium of practices—to inform policy dialogue, advocacy, and future programming in circular economy initiatives.
  • Facilitate learning and capacity building on GEDSI and social development priorities aligned with the UNDP Gender Equality Strategy, targeting project teams, the Country Office, and key partners.
  • Strengthen internal and external knowledge sharing by organizing the dissemination of lessons learned and supporting their integration into project design, implementation, and strategic decision-making, including the measures required for Protection from Sexual Exploitation and Abuse (PSEA)
  • Monitor and report on the implementation of the GEDSI Action Plan and overall contributions to GEDSI results, ensuring alignment with corporate reporting requirements and supporting donor reporting and communications.
  • Support project teams in effectively mainstreaming GEDSI principles across programming and operations by providing guidance, tools, and continuous capacity support.

Support GEDSI related Policy Advocacy and Partnership Building:

  • Organise and facilitate dialogues and experience sharing between colleagues in the PMU on GEDSI. 
  • Participate in activities to highlight key GEDSI issues, and advocate for integration of gender equality and social inclusivity issues into the development agenda including PSEA
  • Promote broader recognition of the Project and UNDP’s contribution to GEDSI results in a circular economy in the Philippines by national stakeholders and development partners.
  • Strengthen and maintain partnerships and relationships with partners including other UN agencies, donors, government agencies, and NGOs, on matters related to the promotion of national commitments to gender equality with a view to ensure strategic partnerships and strengthening collaboration. 

The incumbent will perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Gender or Women’s Studies or another relevant field is required, OR
  • A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of advanced university degree.

Experience:

  • Minimum 2 years of relevant experience (master’s degree) or 4 years of relevant experience (bachelor’s degree) at the national or international level in providing advisory/technical support services and managing and implementing initiatives/projects in the area of gender mainstreaming, social inclusivity, social protection, community livelihood or any other relevant in the areas of social development and inclusivity and growth.

Required Skills:

  •  Minimum 2 years of working experience with international organizations and/or government and/or private sector and/or research institution, think tank and/or civil society organization is required.
  • Demonstrated experience in devising, implementing, monitoring and reporting strategies/actions to mainstream GEDSI into project policies, plans and activities is required.
  • Demonstrated experience in conducting analyses to propose GEDSI inclusive measures, providing technical assistance to a GEDSI or other community groups such as peoples’ organizations, community-based organizations or cooperatives is required.

Desired Skills:

  •  Demonstrated experience in providing capacity development support for GEDSI groups in particular the informal waste sector, Government, Civil Society and Private Sector is an advantage. 
  • Demonstrated experience in developing analytical and policy recommendations on GEDSI, as evidenced by authored briefs, reports, and analytical studies is an advantage.
  • Demonstrated experience with UN, UNDP, or EU policies, processes, and reporting requirements is an advantage. 

Required Languages:

  • Fluency in English and Filipino is required.
