Project Context and Scope

The IOM and UNHCR missions in Armenia are implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”. This two-and-a-half-year project is co-funded by the European Union (EU) and aims to contribute to more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of migration, asylum, and human rights. Specifically, it will support the enhancement of asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility and continue strengthening migration and asylum systems in Armenia.

In 2023, IOM supported the newly established Migration and Citizenship Service (MCS) with conducting induction training for all the staff members to ensure effective functioning of the newly formed institution and equip staff members with the necessary knowledge and skills required for their roles.  In 2025, IOM supported the MCS with institutionalization of trainings within the permanent training facility of the Ministry of Internal Affairs. This process involved integration of the curricula into the permanent training structure of the MCS. By doing so, the training became an integral part of the MCS's training framework, ensuring learning continuity and sustainability, as well as evaluation for permanent staff.

Building on the previously developed basic training course and the Moodle-based learning system installed for the Migration and Citizenship Service, the next phase of support will focus on developing advanced-level training materials to further strengthen the knowledge and technical capacities of MCS staff. The advanced course will complement the existing basic course and ensure continuous professional development of MCS personnel. The consultant will review relevant legislative developments, Standard Operating Procedures (SoPs), and institutional practices of the MCS to ensure that the advanced training materials reflect the most recent policy and operational framework.

Responsibilities

Tasks to be performed under this contract

Under the overall supervision of the Head of Office and the direct supervision of the Programme Officer, as well as in close cooperation with relevant stakeholders, the local consultant will perform the following tasks:


I.    Inception Phase: desk review, development of methodology and interviews with key stakeholders.

  • Review and analyze existing materials, including the ones previously produced for the induction training and others developed by MCS, such as SoPs guiding provision of specific services and legal framework regulating the structure and functioning of the MCS.

  • Conduct interviews with the senior management of MCS, heads of departments as well as IOM Armenia to identify priorities and special needs related for the institutionalized training.


     

    II.   Development of advanced training course and update of existing materials

  • Review the existing basic training course previously developed for the MCS and assess its effectiveness and relevance for continued use.

  • Develop the advanced-level training curricula and course materials, building upon the existing basic training modules and addressing more complex operational aspects related to migration and citizenship services.

  • Ensure that the advanced training materials reflect recent legislative developments, updated Standard Operating Procedures (SoPs), and institutional practices of the MCS.

  • Adapt the training materials for use within the Moodle learning management system, ensuring compatibility with the existing online platform and learning structure.

  • Support the development of assessment tools (tests, assignments, or case-based exercises) corresponding to the advanced training modules.

  • Present the draft advanced course structure and materials to IOM and MCS for review and integrate feedback.

III.   Preparation and delivery of training of trainers appointed at the new training facility.

  • Having the designed program for institutionalized training finalized and approved by the MCS, develop the curricula for “training of trainers (ToT)”.

  • Once the pool of trainers is selected, deliver a ToT on teaching methods.

  • Ensure continued monitoring and evaluation over the next two month to ensure methodologies are applied. 




    Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline:



    Deliverable 1

  • Review the existing basic training course developed for MCS and conduct a desk review of relevant legal and institutional developments affecting migration and citizenship services.
  • Review updated legislation, internal regulations, and Standard Operating Procedures (SoPs) of the MCS relevant for the development of advanced training modules.
  • Conduct consultations with relevant MCS departments and IOM to identify priority topics for the advanced course.
  • Prepare a short concept note outlining the proposed structure of the advanced training course. 



    Deliverable 2

  • Develop the structure and detailed content of the advanced training course, building upon the previously developed basic course.
  • Prepare training materials, case studies, and learning modules suitable for integration into the Moodle learning platform.
  • Present draft materials to IOM and MCS and incorporate feedback.

Deliverable 3

  • Finalize the advanced training course materials based on feedback received from IOM and the MCS.
  • Provide guidance for the integration of the developed materials into the Moodle learning management system.
  • Submit the finalized training materials and supporting documentation.


     

Performance indicators for the evaluation of results
 

The Consultant Evaluation will be carried out based on the following indicators: 

  • Understanding of the scope of the assignment. 
  • Professional competence and mastery of the subject matter of the consultancy. 
  • Written and verbal communication skills, including report writing. 
  • Delivering results consistent with the agreed Terms of Reference. 
  • Accurately judging the amount of time and resources needed to accomplish a task. 
  • Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet   stakeholders’ needs. 
  • Upholding and demonstrating the IOM values and core competencies in the daily consultancy activities. 

Qualifications

Required Qualifications and Experience

Education

  • Advanced university degree in the relevant field.

Experience

  • At least 5 years of proven experience preferably in the area of skills training, teaching methods, educational methods; 

  • Previous experience in design, supervision, and implementation of training curriculum; 

  • Proven trainer with 3-5 year experience in conducting TOT, curriculum development etc;

  • Experience in working with public administration, academia, local authorities, and institutions/organizations working on migration management issues or other related issues at national and/or local level;

  • Experience in working with international organizations and UN agencies, will be considered as an advantage.

  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

  • Experience in developing online learning content and training materials for Learning Management Systems (LMS), including Moodle, is considered an asset.
     

Languages

For this consultancy, fluency in Armenian and English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
