Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.

Organisational Context

The Victims Participation and Reparations Section (VPRS) is a section of the Registry which specialises in dealing with victims’ participation and reparations. The VPRS mandate is to facilitate victims’ participation and reparations by informing victims of their rights before the ICC, assisting them in filling in an application form for participation in the proceedings and/or for reparations, and by assisting the Judges with the preliminary processing and analysis of victims’ applications whenever required. The VPRS is also responsible for organising the common legal representation of victims whenever needed. The VPRS establishes systems to manage and process information received from victims, to file it in the relevant judicial proceedings together with reports for Chambers and to respond to any instructions that may be issued by Chambers relating to participating victims or their applications throughout the proceedings.  To this end, its activities include, inter alia: processing of victims’ applications (which involves registration, data entry, legal assessment and redactions); preparing filings for the transmission of victims’ applications to the parties and to Chambers; legally analysing information received from or concerning victims; preparing reports on participation and/or on reparations issues before Chambers, upon request or on a proprio motu basis; organising common legal representation for victims and preparing reports thereon; and facilitating victims’ interaction with their legal representatives. In addition, the VPRS responds to orders from Chambers, requests from the legal representatives of victims, requests for input from other Sections of the Registry and assistance to the Trust Fund for Victims whenever necessary.

Duties and Responsibilities

Under the direct supervision of the Victims’ Applications Manager, the incumbent is required to perform the following duties:

  • Input of confidential data into various electronic and/or hard copy information storage systems, including scanning, photocopying and filing;
  • Transcribe and type accurately from written documents, audio and/or video recording and other confidential material; standardise information whenever necessary;
  • Participate in the maintenance of the database by checking inaccuracies and missing information;
  • Identify and request translation of documents when needed;
  • Extract information (i.e. statistics, tables) from the database to assist the preparation of reports;
  • Edit documents in compliance with pre-established guidelines;
  • Redact materials to be communicated outside the Section;
  • Support other members of the team by drafting summaries, perform advance searches and present reports using the electronic system at the disposal of the Section;
  • Propose improvements to Standard Operating Procedures;
  • Occasionally liaise and communicate with other sections of the Court and with external interlocutors;
  • Perform other tasks to support the work of the Section as required.

Essential Qualifications

Education:

Completion of secondary education. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Experience:

  • A minimum of four years of relevant experience in an operational support environment, preferably with data input and/or administrative experience and/or analytical experience. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility;
  • Prior experience in working with highly confidential information would be considered as a strong asset;
  • Prior work experience in legal institutions is desirable. 

Knowledge, skills, and abilities:

  • Demonstrable skill of applying attention to detail with data and information accuracy;

  • Ability to multi-task in a fast-paced and dynamic environment;
  • Ability to present reports in a comprehensive and user-friendly format;

Knowledge of languages:

Fluency in one of the working languages of the Court, English or French, is required. Working knowledge of the other working language of the Court is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information
 

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
