Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context

Under the direct supervision of the Director of External Operations (the Director), the External Operations Support Section is responsible for:

    • In relation to the field: the support of Country Offices, including through liaison with other Registry Sections, central coordination and strategic planning of all field operations, and the planning, control and facilitation of all Country Offices.
    • In relation to external relations and state cooperation: the coordination and support of the Registry’s external relations activities including with the Assembly of States Parties and its subsidiary bodies, individual states and intergovernmental organisations, the execution of requests for assistance and state cooperation/judicial cooperation; supports the negotiation of agreements and memoranda of understanding; conducts fundraising; protocol affairs including high level visits to the Court.
    • In relation to analysis: provides, both at a strategic and an operational level, political, security and media analysis and advice in support of the above activities as well as the overall activities of the Division, including providing political advice and also threat and risk assessments in close cooperation with embedded security staff.

The External Operations Support Section provides innovative development and leadership and ensures the full integration of its activities, both within the Section and the Division. It also supports the Director and the Registrar in their external relations activities. The Section works closely with the Public Information and Outreach Section to ensure that key messages are coordinated and taken into account in all external relations activities.

The Country Analysis Unit (CAU) acts as a central analysis hub of the Registry, and leads the collection, analysis and disseminations of various political, security, and financial information products in relation to the work of the Registry in the situation countries or any other country of interest for the Court. The Unit assists the Chief of External Operations Support Section, the Director of the Division, the Registrar, and the Senior Management through the provision of comprehensive assessments of cross-cutting issues and trends that may affect the Registry in the implementation of its mandate.

The Unit is responsible for delivering standard, ad hoc and on-demand tailored products of security, political or financial investigative nature aimed at facilitating, enhancing and strengthening effective implementation of Registry’s mandate. These products also assist various Units and Sections of the Registry in their efforts to identify opportunities and advance their work. The Unit relies on a variety of sources, networks, and processed information to guide decision-making on effective mandate delivery.

Duties and Responsibilities

Within this framework, and under the direct supervision of the Analyst and overall guidance of the Head of Country Analysis Unit, the incumbent will perform the following duties:

  • Provides timely credible and integrated information on trends, risks, perceptions and developments of relevance for the implementation of Registry objectives in ICC situation and non-situation countries.
  • Continuously monitors the socio-political and security developments in situation countries or any other country of interest to the Court by consulting a wide variety of open sources including United Nations Reports, NGO reports, national and international media, political/security analysis articles, subscriber publications, private company risk analysis or other sources that may be available.
  • Conducts field information collection missions for specific risk assessments identified by the Head of Unit or Analysts.
  • Brings to the immediate attention of the Unit any significant developments or “breaking news” either in situation countries or any other country of interest for the Court.
  • Assists the Unit in information collection and fact-checking for the purpose of risk assessments or other assessments and reports, as required.

Essential Qualifications

Education

Diploma of secondary education.

Experience

A minimum of six years of progressively responsible relevant work experience in information collection, reporting and analysis of political, socio-economic, human rights and security sectors of which a minimum of two years of relevant experience in the field of analysis. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Knowledge, Skills and Abilities:

Knowledge and experience of current ICC situation countries is highly desirable.
Knowledge of the Court is an asset.
IT skills in geographical analysis applications such as ARC GIS, in content management and content creation, in graphic design, and in working with databases and storage solutions is an asset.
Working knowledge of Word and Excel.
Demonstrated commitment to a team approach, yet able to work independently on short-term field assignments.
Professional Integrity.
Able to adhere to strict standards of confidentiality and security.
Ability to establish and maintain effective work relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is an asset Advanced knowledge of Arabic is highly desirable. Knowledge of another official language of the Court (Chinese, Russian, Spanish) would be considered an asset.

General Information

- Candidates appointed to posts at a P-5 grade or in the Director category are subject to  a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

- The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

- Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process.
