Overview of position

Under the overall supervision of the National Health Operations Officer (MHU), the direct supervision of the Senior Project Associate in Herat, and the administrative supervision of the Regional Coordinator / Head of Sub‑Office, the incumbent, in close collaboration with relevant units, will be responsible for supporting Migration Health Unit (MHU) activities in Herat province, with a specific focus on border health response support at Islam Qala Border.

Role objectives

Core Functions / Responsibilities:

  • Support the day‑to‑day implementation and monitoring of Migration Health activities at Islam Qala border point in line with approved project plans, SOPs, and guidance, including routine field presence as required.

  • Assist with administrative and operational coordination of Migration Health activities at Islam Qala border, including follow‑up on routine requests, documentation, clearances, and other operational issues.

  • Collect, compile, and organize routine data and information related to Migration Health and border health response activities, including contributions to the border health response dashboard, and support reporting to the provincial supervisor.

  • Assist in preparing routine activity updates and draft inputs for reports, correspondence, and briefing notes; identify and flag operational challenges or gaps to the supervisor for guidance.

  • Participate in and support border‑level coordination mechanisms, including relevant local meetings and Migration Health Working Group (MHWG) activities related to Islam Qala border health response, and maintain effective working relations with border authorities, local officials, partners, and stakeholders.

  • Support the organization of border‑level meetings, orientations, and on‑the‑job training, including assistance in preparing simple training or information materials as required.

  • Respond to routine information requests related to border health activities and ensure proper filing, keeping, and maintenance of project documentation, records, and basic tracking tools.

  • Support the work of other team members at border level, contribute basic inputs on SOP implementation, lessons learned, and good practices.

  • Perform other related duties as assigned in line with border health response project needs.

Required Qualifications and Experience

Education:

  • Master’s degree in public health or epidemiology from an accredited academic institution with at least 2 years real vat experiences.

             Or

  • Bachelor’s degree in medicine, or public health from an accredited academic institution with four years of relevant professional experience.

Experience:

  • At least two years of relevant operational or field experience supporting the implementation of public health or migration health activities, including basic reporting and field‑level coordination.

  • Experience supporting border health response, health service delivery, outbreak preparedness and response, or health emergency activities at field or entry‑point level is an advantage.

  • Experience working with local authorities, border officials, and implementing partners at operational level, with the ability to maintain effective working relations.

  • Experience working with migrants, returnees, refugees, internally displaced persons (IDPs), or other vulnerable populations.

  • Previous experience with international organizations, non‑governmental organizations (NGOs), or government institutions in a multicultural or humanitarian context is an advantage.

Skills:

  • Basic knowledge of public health and migration health concepts, with an understanding of border health response, primary health care, and relevant SOPs at points of entry.

  • Good drafting skills, with the ability to prepare routine reports, activity updates, briefing notes, and basic documentation.

  • Good communication and interpersonal skills, with the ability to work effectively with border authorities, local partners, and colleagues in a multicultural environment.

  • Ability to work effectively as part of a team and to follow guidance from supervisors, while also handling assigned tasks independently when required.

  • Basic skills or experience in data collection, recording, and simple analysis in a public health or migration health context.

  • Organizational skills with the ability to support day‑to‑day operational coordination and manage routine administrative tasks at border level.

  • Proficiency in Microsoft Word, Excel, and PowerPoint for basic reporting and data entry.

  • Demonstrated ability to work in challenging field environments and maintain professionalism in high‑volume border health response settings.

Languages:

  • Fluency in English is required (oral and written).

  • Working knowledge of Pashto or Dari.
