Project Background

The International Rescue Committee (IRC) is implementing a comprehensive multi-sector humanitarian response across Libya, providing integrated health, protection, and education services to vulnerable populations affected by crisis.

In remote and underserved areas such as Al Kufra, access to essential healthcare services—including emergency and surgical care—remains limited. To address these gaps, the IRC is strengthening facility-based clinical services to ensure the availability of safe, high-quality, and life-saving medical care.

As part of this effort, the IRC seeks to recruit a qualified Anesthesia Doctor who will play a critical role in delivering anesthesia services for surgical and emergency procedures. The position involves providing preoperative assessment, intraoperative anesthesia management, postoperative care, and pain management, while ensuring adherence to patient safety standards, infection prevention protocols, and clinical guidelines.

The Anesthesia Doctor will support the effective functioning of surgical services at designated health facilities, including the GUN OBO Centre in Al Kufra, working closely with surgeons, medical teams, and Ministry of Health (MOH) staff. The role focuses on improving surgical outcomes, supporting emergency and critical care services, and ensuring continuity and quality of care for patients requiring anesthesia and surgical interventions.

Scope of Work

  • The Anesthesia Doctor will support emergency and critical care services, including resuscitation and management of critically ill patients, while ensuring adherence to patient safety standards and infection prevention protocols. The role also involves supporting rational use of anesthetic drugs and medical supplies, and maintaining functionality and safety of anesthesia equipment.

Expected Outcomes / Deliverables:

  • Provide safe and high-quality anesthesia care during surgical, obstetric, and emergency procedures, including preoperative evaluation, intraoperative management, and postoperative monitoring in accordance with national guidelines and organizational protocols.
  • Support emergency and critical care services, including airway management, resuscitation (BLS/ALS), stabilization of trauma patients, and management of critically ill cases.
  • Ensure effective pain management interventions for surgical and non-surgical patients using appropriate anesthesia and analgesia techniques.
  • Maintain proper documentation of anesthesia procedures, patient records, and drug usage, ensuring accuracy, confidentiality, and compliance with medical standards.
  • Monitor and ensure the proper use, maintenance, and safety of anesthesia equipment, drugs, and consumables, including reporting of faults or shortages.
  • Coordinate closely with surgical teams, nurses, MOH staff, and referral facilities to ensure continuity of care and effective patient management.
  • Participate in clinical audits, quality improvement initiatives, morbidity and mortality reviews, and relevant coordination meetings to improve service quality.
  • Support capacity building through on-the-job training, mentoring of healthcare staff, and dissemination of best anesthesia and patient safety practices.

Duration of the Work

The expected engagement duration for the Anaesthesia Doctor will be three months, with a possibility of extending the service contract as per the project timeline/need.

Anticipated start date for the Anaesthesia Doctor position will be June 1st  , 2026, with expected completion/end date Aug 31. 2026.

Key Working Relationships:

In addition to the relationship mentioned under the expected outcomes, the Anaesthesia Doctor is expected to engage with the health manager/ Senior health manager.

The Anaesthesia Doctor will not be line managing any internal staff.

Duty station: This service contractor is required to provide the above-mentioned services in Alkufra.

Qualifications and requirements of a successful individual contractor:

  • Medical Doctor (MD) degree with specialization or completed training in Anesthesia (Anesthesiology), with valid registration and license to practice.
  • Proven clinical experience in anesthesia practice, including preoperative assessment, intraoperative anesthesia management, postoperative care, and pain management.
  • Experience in emergency and critical care (e.g., airway management, resuscitation, trauma care) is highly desirable.
  • Ability to work in a multi-disciplinary and multi-cultural healthcare environment, with flexibility to support services across different health facilities when required.
  • Strong knowledge of patient safety standards, infection prevention and control (IPC), and rational use of anesthetic drugs and medical supplies.
  • Good computer skills, including Microsoft Office (Word, Excel), and ability to maintain accurate medical records and reports. Proficiency in Arabic is required; working knowledge of English is an advantage.
