Duties and Responsibilities
The United Nations Economic Commission for Africa is implementing a Project aiming to transform health financing in Africa through unlocking fiscal space, driving innovation, and building resilient and equitable systems. In the process, the Project seeks to produce in actionable intelligence for health financing policy, health coverage monitoring and sustainable development planning. To that end, the Project will develop SHA-consistent Health Satellite Accounts and related health performance indicators for four African countries (Botswana, Ethiopia, Sierra Leone and Togo) for reference years between 2022 and 2024. Health Satellite Accounts (HSA) provide a comprehensive, systematic framework for measuring health-related economic activities in a manner consistent with the System of National Accounts (SNA). They extend traditional National Health Accounts (NHA) by integrating health expenditure data with broader national economic frameworks, enabling policymakers to analyze health financing in the context of overall economic development, government budgets, and household consumption patterns. Under the overall supervision of the Chief of Section, the Consultant will serve as the technical lead and primary implementer of this project's activities, working directly and intensively with the national team of the beneficiary country to: • Assess existing health accounts, national accounts, and government finance data to identify gaps and data requirements; • Design and supervise complementary data collection to fill identified gaps; • Develop SHA-compatible and Health-compatible social accounting matrix (HSAM) data mapping frameworks tailored to the country's institutional and statistical context; • Lead the hands-on construction of Health Satellite Accounts and SAM for the country, working collaboratively with the national team; • Ensure technical quality, consistency, and international comparability of outputs; • Build institutional capacity through on-the-job training and knowledge transfer; • Facilitate national validation processes and secure stakeholder endorsement; • Develop heath performance indicators based on the health satellite accounts ; • Prepare comprehensive technical documentation, analytical reports, and policy briefs; • Provide strategic recommendations for institutionalizing HSA as a routine statistical product.
Qualifications/special skills
Advanced university degree (Master's or PhD) in Economics, Statistics, Public Health, Health Economics, or related field. Specialized training or certification in National Accounts, Health Accounts (SHA 2011), or Health Economics is desirable. A minimum of 10 years of professional experience in health accounts, national accounts, or health financing performance analysis; linking and applying national health accounts to policy. Demonstrated expertise in System of Health Accounts (SHA 2011) methodology and implementation. Strong knowledge of System of National Accounts (SNA 2008) and experience linking health accounts to national accounts and Social accounting matrix frameworks. Proven track record of leading or substantially contributing to National Health Accounts or Health Satellite Accounts development in at least one African country. Hands-on experience with data gap assessment, survey design, and primary data collection; processing and analysis. Demonstrated capacity building and training experience, particularly in statistical systems strengthening. Experience facilitating multi-stakeholder technical workshops and validation processes.
Languages
Fluency in English (written and spoken) required; French proficiency required consultants seeking to work with Togo.
