The IFRC Secretariat is implementing a EURO 15m grant - the Global Thematic Programmatic Partnership (GTPP) focusing on capacity enhancement of National Societies.  The programme has two key objectives:

To enhance the institutional and technical capacity of National Societies

To enhance coordination with the IFRC network and with key stakeholders, especially at regional and national level

In keeping with the broader objectives, the GTPP focuses on achieving 4 Results related to:

  • Result 1: Enhanced disaster preparedness and response capacity with a focus on Anticipatory Action
  • Result 2: Strengthened Epidemic and Pandemic Preparedness
  • Result 3: Strengthened Institutional Capacity
  • Result 4: Strengthened RCRC leadership, collaboration, coordination, alignment

The programme will be implemented across three tiers – global, regional and country level, with 15 National Societies participating in the programme and 15 discrete thematic areas.  The PMEAL Delegate will be a critical part of the global coordination team tasked with successful delivery of the programme, taking an impact-oriented approach.

Job Purpose

The overall purpose of this position is to enhance and fortify the quality, accountability, performance and impact of the GTPP. This entails collaborating closely with the implementing National Societies (NS), providing technical assistance and guidance on PMEAR and learning-related matters. Responsibilities include conducting reliable planning, monitoring, evaluation and reporting on the GTPP, donor reporting, establishing a Monitoring and Evaluation (M&E) framework and bolstering NS PMEAL capabilities through capacity-building efforts. This includes offering technical advice to IFRC country, regional and global teams. The position aims to elevate project quality, performance, and impact through specialised technical assistance and direction in PMER and learning practices. 

Job Duties and Responsibilities

Planning (10%)

  • Ensure that the NS, regional and global level activity plans are updated and revised when needed, including the overall Monitoring, Evaluation, Accountability and Learning (MEAL) plan and related documents, in close coordination with the IFRC Global coordination team.
  • Work with the global coordination team to submit revised plans to the donor.

Monitoring (40%)

  • Provide technical advice to IFRC Delegation and NS staff on regularly the programme and plan to facilitate results-based management, strengthen accountability, and produce evidence-based results.
  • Coordinate with the Regional Offices’ Information Management (IM) team and other stakeholders to support the collection and analysis of data to improve and strengthen programme quality, performance, and impact.
  • Conduct field monitoring visits with IFRC and NS programme staff based on the set M&E framework.
  • Ensure that staff are aware of and use tools such as the MEAL plans, Gantt charts, indicator tracking tables (ITTs), baseline–endline studies, and matrixes to monitor objectives, indicators, and activities, as per IFRC guidelines; and provide the necessary technical assistance and training in furtherance of this objective.
  • Where required, support the NS in developing innovative and accountable monitoring systems.

Evaluation & Accountability (20%)

  • In coordination with the global coordination team and key colleagues at global, regional and country level, serve as the focal point for all internal and externally implemented reviews and evaluations of the GTPP, including internally facilitated programme reviews, as well as mid-term, and final evaluations.
  • Analyse programme data to produce trends and compare project implementation against agreed-upon targets and quality standards, recommending adjustments to implementation strategies where necessary.
  • Work with global thematic leads to develop and implement tools to assess and improve program quality.
  • Ensure the use of review results within the project and in a way that contributes to IFRC learning processes at Country, Regional, and Global levels; ensure the development and usage of management response plans for IFRC Secretariat evaluations.
  • Support with updates to stakeholders regarding planned review and evaluation exercises, their progress, and reports related to the GTPP.

Job Duties and Responsibilities (continued)

Reporting (10%)

  • Facilitate initiating and finalising all mandatory internal and donor reporting
  • Ensure narrative reporting adheres to IFRC reporting formats and different donor requirements during preparation, in coordination with the relevant financial information.
  • Undertake quality control of the reports in coordination with the finance team, cross-checking the narrative information so that it is in line with financial data.
  • Work closely with the Global Coordination Team and the Strategic Partnerships and Resource Mobilization (SPRM) Team for submission of finalised reports to the donors.
  • Keep the Programme Coordinator and other stakeholders informed about the state of the draft reports for donors.
  • Ensure timeliness and compliance with standard IFRC and donor reporting requirements.

Learning (20%)

  • Lead reflective discussions after key project events or milestones to capture what went well, what did not, and why.
  • Organise collaborative sessions to help stakeholders interpret data to understand the results.
  • Work with the global coordination team, global thematic leads, regional focal points and country teams to produce case studies and success stories and other products that illustrate programme impact.
  • Maintaining and updating a systematic log of positive and negative lessons learned across the different tiers of the programme.
  • Work with the global coordination team, global thematic leads, regional focal points, country delegations and HNS to promote peer-to-peer and thematic learning.

Capacity building and general support:

  • Provide technical assistance and guidance for assessments, planning, monitoring, evaluation and reporting of related programmes and operations.
  • Support NSs, regional offices and global thematic leads in the development, use, and institutionalization of planning, monitoring, evaluation, and reporting guidelines, templates, and tools.
  • In coordination with Regional Offices and Country Delegations, contribute to strengthening the development of PMER technical capacity of NS and IFRC staff through training, workshops and/or capacity-building initiatives. In coordination with the Regional Offices and Country Delegations, foster synergies and best practices between the IM and MEAL units at NS.

Education

Required:

  • A bachelor’s degree in social sciences, international development, or a related field, as well as experience in education, will be considered.
  • Further advanced training related to Project Cycle Management, Monitoring and Evaluation, and Data management.

Preferred:

  • IMPACT or equivalent knowledge.

Experience

Required:

  • At least 3-5 years of relevant professional experience (in PMER, Result-based management (RBM), Monitoring and Evaluation, learning agendas etc.)
  • Strong background in report writing and product delivery to tight deadlines. Ability to write, edit and analyse complex reports in English
  • Sound background in social research methodologies, including highly developed analytical and communication skills and the ability to assimilate and process information for wide-ranging audiences
  • Practical field experience in the implementation of monitoring and evaluation systems for projects, programmes and emergencies
  • Practical field experience in project planning and implementation and results-based project management 
  • Strong workshop and training session facilitation skills 
  • Familiarity with financial management systems (e.g. ability to explain variance between budgeted and actual expenditure) 
  • Knowledge and commitment to Red Cross Red Crescent Fundamental Principles and ability to model those Principles in relationships with colleagues and partners and translate them to development practice 
  • Experience in working in a non-profit organisation or humanitarian organisation
