The African Union Development Agency invites applicants who are citizens of African Union Member States for the post of Data Systems Officer.

Under the supervision of the Principal Programme Officer, Agriculture and Rural Transformation, the Data Systems Officer will develop and manage the implementation of the CAADP Electronic Biennial Review (eBR) platform. This web-based system supports CAADP Biennial Review (BR) data collection, reporting, and analysis for AU Member States, in line with the CAADP Kampala objectives.

Required Skills and Competencies

  1. Application development: proficiency in one or more of JavaScript (React.js, Angular, or Vue.js), Python (Django, Flask), Node.js, or ASP.NET (C#).
  2. Data: experience with SQL databases (PostgreSQL, MySQL, or MS SQL Server) and NoSQL databases (MongoDB).
  3. Integration: familiarity with RESTful APIs, GraphQL, JSON, XML, and WebSockets.
  4. Cloud & DevOps: knowledge of AWS (EC2, S3, RDS, API Gateway, Lambda), Microsoft Azure, or Google Cloud; and tools such as Docker, Kubernetes, and CI/CD pipelines (GitHub Actions, Jenkins).
  5. Analytics & GIS: demonstrated experience in data visualisation (Power BI, Tableau, D3.js) and GIS technologies (ArcGIS, QGIS, GeoServer).
  6. Security: knowledge of security best practices (OAuth2, JWT, ISO 27001, GDPR compliance).
  7. Ways of working: strong skills in Agile/Scrum methodologies; version control (Git, GitHub, GitLab); and project management tools (Jira, Trello).
  8. Excellent communication skills and the ability to work in a multicultural environment.
  9. Familiarity with AU policies and reporting frameworks, particularly in the agricultural sector.

Education and Experience:

Candidates must have a minimum of a Master’s Degree in Information Systems, software engineering, Computer Science, or related fields with two (2) years of relevant work experience within an international, regional or national organisation. 

A professional qualification such as COBIT® 5 Certificate, ITIL® Foundation Certificate, Project Management Professional (PMP) Certification, Expert Comptable, or equivalent is an added advantage.

Or

Bachelor's degree in Computer Science,  Information Systems and software engineering or related fields, with four (4) years of relevant work experience within an international, regional or national organisation.

A professional qualification such as COBIT® 5 Certificate, ITIL® Foundation Certificate, Project Management Professionals Certificaiton(PMP) Expert Comptable or equivalent is an added advantage.

  • Experience in IT project management, web development, or digital platforms for data collection and reporting in an international organization, academia, or research is required.
  • Strong expertise in cloud computing, database management, and web-based applications.
  • Experience managing software development projects, preferably in an international or intergovernmental context.
  • Proficiency in data analytics, business intelligence tools, and web-GIS and remote sensing applications is a plus.

Remuneration:

Indicative basic salary of US$35,044.83 per annum plus other entitlements e.g., Post Adjustment (57% of basic salary), Housing allowance ($21,832.88 per annum), gratuity (15% of gross salary) in conformity with the rules and procedures applicable to internationally recruited staff of the African Union.
