Background
We are seeking an experienced Chief Monitoring, Evaluation and Reporting Officer to support a project closure phase. This is a senior-level, six-month assignment based in Islamabad. The role is focused on consolidating monitoring evidence, validating results, and producing high-quality closure reporting. The incumbent is NOT expected to design or set up an M&E framework; an established framework is already in place. Instead, the focus is on validating outcomes and outputs, quality-assuring evidence, and delivering robust end-of-project reports.
Key Responsibilities
- Lead the end-of-project monitoring, evaluation and reporting work-stream as part of project closure.
- Validate reported outputs and outcomes against the existing results framework, indicators, and means of verification.
- Triangulate data from implementing partners, field monitoring visits, beneficiary feedback, and third-party sources to confirm achievement of targets.
- Conduct data quality assessments, address gaps and inconsistencies, and ensure the integrity of the final results dataset.
- Draft, edit, and finalise the project closure report, donor final narrative report, lessons learned paper, and other closure deliverables to a publishable standard.
- Coordinate with programme, finance, and partner teams to ensure alignment between narrative results, financial reporting, and beneficiary data.
- Document evidence-based lessons learned, good practices, and recommendations to inform future programming.
- Support knowledge management, archiving of M&E records, and handover of validated results to the country office and donor.
Required Qualifications and Experience
- Master's degree in Public Health, Social Sciences, Development Studies, Statistics, or a related field.
- Minimum 10 years of progressive experience in monitoring, evaluation, accountability and learning (MEAL) or a related field, with demonstrated senior-level experience.
- Proven experience leading project closure, end-line evaluations, or final donor reporting.
- Strong track record of validating outputs and outcomes against logframes/results frameworks (framework setup is not required for this role).
- Excellent report writing skills in English are essential — candidates must be able to produce donor-ready reports with minimal editing.
- Strong analytical skills, including quantitative and qualitative data analysis and triangulation.
- Experience working with humanitarian or development donors and partner-implemented projects.
Desirable
- Experience in WASH (Water, Sanitation and Hygiene) and/or Public Health programming will be a strong advantage.
- Familiarity with the Pakistan operating context.
